The Senior ROW Coordinator plays a key role in coordinating cross-departmental activities, managing risk associated with property access, and supporting capital, maintenance, and third-party projects across the District's rail corridors and real estate holdings. Distinguishing Characteristics This position is distinguished by responsibility for administration of NCTD's ROW and property access across a large, multi-modal transit system. The Senior ROW Coordinator serves as NCTD's subject matter expert on ROW access, permitting and compliance. Additionally, the Senior ROW Coordinator works with other departments and NCTD contractors for flagging services and maintains records and databases of activities on and along the rail corridors. Represents the Land Use Department in cross-functional, interagency, and regional coordination efforts. Supervision Received and Exercised This position reports to the Program Manager, Planning and Land Use, and does not exercise any supervisory responsibility. This position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted. Working Conditions Normal working conditions for this position are in both an office and field setting. Business travel may be required periodically between District sites, governmental agencies, consultants' facilities, and other locations as required. Examples of Duties Essential Functions Duties may include, but are not limited to, the following: * Leads administrative activities and manages NCTD's right of entry process, including processing, tracking, review, and issuance of right of entry permits and property access authorizations. * Ensures contractor compliance with permit and property access authorization requirements. * Coordinates instances of non-compliance with NCTD Safety, Security, Rail, Facilities, Maintenance-of-Way, Signals and other departments as applicable. Contacts the offending party with direction and resolution, and documents offenses as applicable. * Leads coordination with NCTD Safety and other departments to advise of booked flagging and permitted work where oversight is suggested. * Leads administrative activities and manages the District's flagging process, including tracking, reviewing and authorizing rail support services, requests, and coordination of flagging resources with NCTD's rail services contractor (RSC). * Participates in weekly/periodic calls with RSC and San Diego Association of Governments (SANDAG) for rail support services. Keeps records of SANDAG projection and flagging usage. * Maintains awareness of future rail support services needs based on upcoming projects and submittal activity, and advises the RSC with quarterly, semi-annually and annual projections. * Maintains real estate records,, Certificates of Insurance, and document files, and prepares reports on real estate matters. Drafts real property access agreements and invoices in accordance with District policies and procedures. * Functions as the primary liaison between the District and third parties concerning ROW access activities. * Identifies the need for and collects portfolio certificate of insurance (COI) with Non-City permittees as applicable. * Researches and advises Manager of Real Estate, NCTD departments and staff on ROW access issues and agreements. * Reviews and updates real estate department right of way procedures, policies and permit template documents. * Coordinates with NCTD departments on invoicing and data management as it relates to right of entry and ROW access activities. * Prepares written correspondence and reports on right-of-way matters, including tracking of submittal activity. * Identifies trends in submittal activities, providing process improvements as required to improve and/or streamline work activities. * Functions as department liaison for the Laserfiche Forms (LFF) submittal review process, coordinating updates, testing and related activities to ensure quality workflow functionality. * Introduces the LFF submittal review process to new reviewers, in coordination with the respective department manager. * Represents the Department as the Document Management System (DMS) Liaison, working with the DMS coordinator on records retention, as well as moving expired permits from Shared to Records, and to off-site management storage. * Works with Safety to keep current on currently available safety trainings and apply them as applicable to permitted work. * Coordinates with Signals for permit verification, scheduling and billing of mark-outs. * Responsible for all coordination for all heavy rail permitting in the MTS owned, NCTD operated Joint Corridor. * Tasked with responding to all Dig-Alert requests within 48 hours of the initial email and providing fiber plans to contractor when required. * Performs other related duties as assigned. Qualifications Education/Experience * Bachelor's Degree in business administration, engineering, planning, public administration, real estate, or a related field. * Six (6) years of increasingly responsible experience in permit administration, project coordination, land use, right of way, easement, or utility permits. * Rail ROW coordination, rail maintenance, or rail construction is preferred. * Public sector experience preferred. A combination of experience/skills and education to fulfill the requisite knowledge, skills and abilities for this position may be considered.
