The criminal charges brought national attention to RDC, which first opened in Rochester in 1905.
In 1905, the plight of independent pharmacies was not unlike that which they would confront more than a century later; larger businesses threatened their very existence.
"Glass Wax Now Here To Brighten Up City," proclaimed a full-page 1948 advertisement for an "amazing chemical discovery" sure to make surfaces cleaner and available for purchase from Rochester Drug Merchants Exchange, which later that year changed its name to Rochester Drug Cooperative.
The company and three of its executives pleaded guilty in 2007 to misleading the public, doctors and regulators about the drug’s addictive qualities and paid a total of $634 million in fines.
When DEA went back in 2014, a new system promised by RDC was not in place.
RDC agreed in 2015 to pay the federal government $360,000 and make the necessary improvements.
The company’s former chief executive, Laurence F. Doud, who retired in 2017, was indicted and was scheduled to appear in federal court Tuesday.
