Job Description
The Fixed Income and Capital Markets business engages in a range of securities-related activities primarily within the Corporate and Commercial Banking Division's business platform and supporting functions. These activities include loan syndications, loan trading, private placements, derivatives, foreign exchange, debt origination, debt underwriting and sales and trading. The Control Room Compliance Officer is responsible for assisting the Control Room Manager in maintaining the USBI information barriers and employee trading compliance programs, including the management and control of confidential information, including Material, Nonpublic Information, arising as result of activities and transactions engaged in by Capital Markets and investment banking related businesses and in compliance with all applicable laws, rules, regulations and firm policies and procedures impacting these businesses.
The ideal candidate for this position will have institutional compliance experience supporting employee trading, information barriers, and related activities in the context of a Control Room or related environment with exposure to the activities of these employees and businesses. As such, the candidate should have experience in the review and approval of personal trade requests, familiar with or have experience in administering the Watch and Restricted Lists, Deal Teams and potential conflicts that may arise in conjunction with Capital Markets and investment banking related businesses.
With respect to these activities, the position will be responsible for:
* Managing personal investment requests and all related data in accordance with USBI's Personal Investment Policy;
* Facilitating the monthly review of personal trading for Supervisors and Senior Management;
* Assisting in the maintenance and enhancement of Control Room policies and procedures;
* Participating in the enhancement and facilitation of Control Room surveillance programs;
* Maintaining the Watch and Restricted Lists, Deal Teams, and related activity;
* Other duties and special projects as assigned.
Basic Qualifications
* Bachelor's Degree, or equivalent work experience
* Three to five years of applicable experience
Preferred Skills/Experience
* Knowledge of Federal Securities Laws - CFTC, SEC, OCC, FED and FINRA
* Excellent interpersonal and communication skills
* Time/project management experience, with the ability to take a proactive approach

Job Overview/Summary:
Under the direction of the Economic Empowerment Manager, the Cash Assistance Eligibility Specialist vets potential participants for admission into the Refugee Cash Assistance (RCA) Program, evaluates monthly which existing participants are still eligible for the programs, and based on variables present in each case, how much their monthly benefit should be, documents eligibility reviews, closes cases out of the program and completes regular file inspection of eligibility materials.
Major Responsibilities:
+ Conducting comprehensive intake and assessment of eligibility for families seeking to participate in the Refugee Cash Assistance (RCA).
+ Conducting monthly meetings with all families enrolled in the program to confirm facts upon which eligibility determination is made, and their comprehension of the rules of the program.
+ Conducting employability assessment to determine whether clients are mandatory or non-mandatory for employment.
+ Completes enrollments in the RCA program.
+ Maintaining comprehensive, up-to-date case note services log containing detailed information about service provision.
+ Maintaining copies of all appropriate documents, forms and other data in client case file.
+ Requesting monthly cash assistance and vendor payment checks from the Idaho Office for Refugees and IRC Finance Team after reviewing each RCA participant's ongoing eligibility.
+ Coordinating with resettlement team staff to ensure up-to-date information on any changes of case status including employment, loss of employment, SSI benefits, birth of a child, etc. are well documented in the case file and reflected in any required benefit changes.
+ Being the primary point of contact with the funder on any questions on how to appropriately apply policy to unique circumstances,
+ Participating in meetings, trainings, and workshops as requested and coordinated by the IRC.
+ Other duties as assigned by supervisor.

Qualifications

+ Proven experience in data entry systems.
+ Proficient in Microsoft Office applications (Word, Excel, Outlook). Web based database experience, both with data extraction and design, preferred.
+ Experience or education in social services, humanitarian relief work, public service or nonprofit management highly desirable.
+ Proficiency in written and spoken English.
+ Fluency in Swahili, Kinyarwanda, Dari, Pashto, Ukrainian, Russian, Arabic, French, or other refugee / immigrant language frequently used in Boise preferred.
+ Flexibility and demonstrated ability to maintain responsibility for multiple tasks in the context of a diverse, fast-paced work environment.
+ Strong written, verbal, and interpersonal communication skills, particularly in cross-cultural contexts.
