Essential Duties & Responsibilities * This position performs responsible work and supervision of contractors in all aspects of the maintenance of public parks property including concessions buildings, restroom facilities, maintenance buildings, structures, fencing, parking lots, walkways, playgrounds, signage, lighting, equipment and other hardscape amenities within the city parks. * Performs minor repairs to facilities to include, but not limited to, painting, replacing light bulbs, door locks, fencing, soap dispensers, etc. * Repairs athletic equipment and other amenities. Maintains and/or supervises the repair and maintenance of playground equipment and surfacing to ensure safe and proper operating condition and adherence to ASTM standards. * Develops contractor scope of work, prepares work orders and assigns to contractors; monitors work order progress, inspects and evaluates work. * Performs a variety of inspections related to park maintenance and safety. * Establishes methods and schedules to ensure projects are properly completed. Formulates the scope of work for informal and formal bids. * Prepares a variety of reports, records, and documents including the utilization of an enterprise work order system. * Participates in the preparation of departmental budget requests and proposals. Monitors expenditures in assigned area to assure fiscal control. * Interacts and communicates with contractors, city administrators and the general public. Required to obtain NIMS (National Incident Management System) training ICS 100, 200 & 700. In the event of a disaster or declared State of Emergency, be on 24-hour emergency call for public assistance. * Must have the ability to work a flexible schedule, typically 8 hours/day Monday through Friday, and to include 24-hour, 7-day emergency service. * Assists in several special events, some of which take place on holidays. * Will be required to perform other duties as requested, directed or assigned. Education & Experience: * Maintenance preferred. Job Knowledge, Skills & Abilities Considerable knowledge of principles, methods, equipment, materials, procedures and best practices in park maintenance. * Ability to develop, coordinate and direct varied projects involved in park maintenance. * Ability to work a flexible work schedule, to include weekends, holidays and evenings as necessary to meet the City's needs. * Ability to utilize computer and mobile phone software programs to complete administrative tasks and work orders. * Knowledge of the occupational hazards of the trade and of proper safety practices. Ability to establish and maintain effective and cooperative working relationships with those contacted in the course of work. Ability to express ideas clearly and concisely, verbally and in writing Education/Training: * High School Diploma or GED equivalent. * Experience: A minimum of two years of facilities maintenance experience in the Public Works arena. * Licensure and/or Certifications: Possess a valid Florida Driver's license and has an acceptable motor vehicle record. In addition to possessing the appropriate certification from the State of Florida Building Code Administrators and Inspectors Board (BCAIB) all Building Officials, Plans Examiners and Inspectors must also be locally certified by the Board of Rules and Appeals (BORA). If an applicant for BORA certification does not possess a current certificate from the State of Florida Building Code Administrators and Inspectors Board, the applicant must apply for a Provisional certificate as a prerequisite to "temporary certification." Provisional certificates may be issued by BCAIB to newly employed or promoted personnel, but only to those who possess the standards and eligibility requirement for a standard certification . The term "certification", as used by BORA, shall mean compliance with the minimum qualification and experience for Building Officials, Chiefs, Inspectors and Plans Examiners established by Chapter 8 Article II of the Code of Miami-Dade County and approval by the Miami-Dade County Board of Rules and Appeals. Certification by BORA is valid for the duration of the calendar year and must be renewed each January 1st. Applications for recertification must be submitted to BORA by December 15th. As a prerequisite for annual recertification individuals must have attended continuing education classes or seminars in their respective fields for a minimum of sixteen hours during the previous calendar year.
