Duties and Responsibilities
Plans and carries out periodic inspections at rail hazardous materials shipper/consignee locations including rail intermodal terminals/van yards, freight forwarders, import/export agents and tank car manufacturing and repair facilities. Responsible for assessing railroad compliance with the carrier's track inspection process to support compliance with federal regulations within their assigned territory, and the improvement and advancement of railroad safety in areas related to track construction, track maintenance, repair activities, and employee safety. Plans and carries out periodic inspections of all signal and train control and highway-rail grade crossing warning systems in a territory to ensure that they are properly installed, operated, tested, and maintained by the railroads.
Examines carriers operating rules, employee qualification guidelines and carrier employee training programs to determine compliance with existing Federal regulations and standards. Conducts periodic inspections by observing railroad employees in performance of operational duties related to the movement of trains for compliance. Responsible for the improvement and advancement of railroad safety in areas related to design, construction, inspection, testing, maintenance and use of railroad rolling stock and other related equipment appurtenances. Qualifications and Education

Job Overview
The Site Safety and Health Officer is responsible for developing, implementing, and maintaining a safety program that aligns with regulatory systems, contract strategies and organizational policies and procedures. The purpose of the SSHO is to protect the people, the environment, property, financial and other company, and customer resources. The incumbent advises on changes and their implementation and provides training, tools, and techniques to enable others to achieve safe work practices and environments. The SSHO is accountable for partnering with department leaders to identify and train staff on behaviors and workflows that mitigate and manage risk. This position is designed to establish and maintain a strong safety culture through awareness and commitment, while mitigating risk factors, for operations and maintenance; logistics and transportation; and all supporting contract departments.

* Develop, implement, and maintain Accident Prevention Plans designed for ensuring compliance with contract requirements, governing regulatory authorities and company policies.

Job Requirements
Mandatory:
* Five (5)+ years of progressive experience with similar site EHS programs or;
* Three (3) years of relevant experience, in addition to holding a CSP (Certified Safety Professional) certification or a degree in Safety and Health.
* OSHA 30 Certification (Construction or General Industry).
* Current EM 385-1-1 (40) hour Certificate or obtain the certificate in first 90 days of employment
* Demonstrated experience in the following:
* Drafting safety policies, procedures and/or training documents.

WHAT WE ARE LOOKING FOR
* Bachelor's Degree in Safety, Occupational Health, or related field or, Minimum five (5) years' experience in construction related safety environment, required. BCSP Certification a plus.
* 30 Hour OSHA Construction Safety Training within the last three (3) years or current OSHA 500/502.
* An average of at least twenty-four (24) hours of formal safety training each year for the past five years (typical training acceptable: Competent Person Excavation & Trenching, First Aid & CPR, Fall Protection Training, Electrical Hazards, Hazard Communication, Driver Training, Confined Space Hazards, Hazardous Material Training, etc.). Current 40 Hour Construction Hazard Awareness Course (EM385-1-1) and working knowledge of OSHA and EM385-1-1 and other state and federal agency safety requirements.
* Extensive knowledge of Fall Protection standards meeting the minimum Competent Person for Fall Protection as described in EM385-1-1.

You'll need to be comfortable frequently lifting and carrying materials up to 25 pounds, and occasionally up to 50 pounds. This role requires the ability to communicate effectively, as well as visual acuity for reading plans and inspecting work. The role does include desk time in the office that may require prolonged periods of sitting for tasks like computer work, document review, and meetings.
**Your Work Environment:** You'll spend a significant amount of your time on active construction sites, which means being adaptable to all kinds of weather and moderate to loud noise levels, and comfortable in elevated or confined work areas with moving mechanical equipment and with the fast-paced nature of a project in progress. You will also spend time in a typical office setting with moderate noise levels. Your safety is our top priority, and you'll be expected to follow Clark Construction's safety policies and procedures, and all applicable laws, at all locations.

About this Role
The Field Safety Specialist at IFS InfraSource will be responsible for jobsite safety leadership across an assigned area. Focus shall be crew safety leadership in an assigned area. This position will report to the Area Safety Manager or other assigned department senior manager.
What You'll Do

Perform area and job site level audits based on event trending, lagging/leading indicators, and safety needs identified with the other department Senior Managers
Coordinate injury management through Workman's Compensation Manager and assist in establishing area injury management resources and relationship building as assigned
Provide area-level safety leadership and promote a positive safety culture as assigned
Participate in company-level safety audits across the organization and coordinate corrective actions feedback to the Regional Safety Manager and Operations Manager
Participate in AAR calls relevant to events occurring within the assigned area.
Review weekly Ops Reports for safety planning purposes with Regional Safety Manager
Assist with training and scheduling as directed by the Regional Safety Manager
Assist with/lead special projects as assigned related to organization-wide related safety
Assist with root cause identification, investigations, and case management
Complete a monthly expense report for the company Purchasing Card and submit Purchase Card activity monthly to Regional Safety Manager
Coordinate, manage, and respond to OSHA agency-level audits as directed by the Regional Safety Manager or other department Senior Managers
Coordinate support efforts with Area Safety Manager
Report daily safety experience and daily plan of day inaccuracies to the Area Safety Manager
As assigned by Regional Safety Manager, will make sure investigations, corrective actions, and safety planning are purposeful, complete, and supported
Shall ensure timely notifications for serious events are made to the Regional Safety Manager and operation leaders
All other assigned responsibilities by Area Safety Manager, Regional Safety Manager, or other assigned department senior manager
What You'll Bring
3 years minimum natural gas utility safety experience, OSHA 30, and additional accredited safety certification i.e. CUSP, CHST.
Bachelor's degree in Safety with 1 year of verifiable safety experience.
Maintain and develop overhead and underground electric safety knowledge
Must be able to travel within the region
Must maintain professional interaction, appearances, and communication within all levels of the organization
Continued professional development and Quanta train-the-trainer certification preferred
InfraSource approved safe driving behaviors. Follow all DMV rules and regulations
On call 24/7 or as assigned after hours, weekends and holidays
Other assigned qualifications by the Regional Safety Manager or Director of Safety
