The Role:
This position manages the activities of EHS Managers to implement corporate safety and health policies and procedures. Typically assigned to a single Region with direct responsibility for managing projects as well as a team of EHS professionals and working with Superintendents, Foremen, Project Managers, and Regional Managers to develop, administer, direct and implement safety program elements. Duties & Responsibilities:
Manage, mentor and supervise EHS professionals as required by the National VP of EHS.
Ensure proper EHS coverage of all onsite activities including those taking place during off-hour shifts
Create, communicate, enforce and identify opportunities for improvements in corporate safety programs
Work with the field operations team to prepare and review Pre Task Plans and high hazard analysis documents
Provide administrative expertise as related to communications, reporting and distributing safety plans and safety related document storage
Determine training requirements for employees and develop and administer curriculum for training as necessary
Track and facilitate employee training to ensure that training is being held and completed in accordance with safety program and that training is effectively mitigating risk
Act as a resource for field operations with compliance on Federal (OSHA) and state as well as local safety and health regulations including NFPA, ICRA and JCAHO Standards
Participate in Executive and Regional Safety Committee meetings
Conduct regularly scheduled site evaluations, follow up and tracking of corrections to deficiencies
Ensure that safety observations are being performed in accordance with company policy
Responsible for regional safety reporting to General Manager
Periodically attend and monitor Tool Box Talks and new hire Orientations conducted by field staff to assure documentation and quality
Responsible for regional incident management program
Perform root cause and incident investigation techniques in the event of a job site incident - including collection of incident reporting forms and documentation working closely with Risk Manager
Active coordination with Risk Manager for identification of Claims trends and pro-active risk management planning
Ensure documentation is tracked and verified for all work that requires licensure, certification or other specialized qualifications
Conduct training for OSHA 10 or 30 Hour, HAZWOPER, and other Safety related topics

The Role:

In this role you will:
Ensure that all required environmental reports are submitted to the appropriate regulatory agency in a timely and accurate manner and that environmental permits are kept current
Provide guidance in developing, implementing and documenting required HS&E training for site personnel
Work with safety professionals and others at this location, and utilize Corporate and outside resources, to develop, implement and manage programs that will improve the safety of all employees and help ensure regulatory compliance
Act as a liaison with Local, State, and Federal Regulatory Agencies on matters relating to Safety and Environmental regulatory compliance and is a resource for interpretation of OSHA and EPA regulations
Coordinate the development of Annual Safety Plan, working with plant and corporate personnel, that establishes defined goals and time frames that will improve employee safety, meet regulatory requirements, and control safety related costs
Solicit involvement of appropriate members of the work force to form teams that will address specific safety and environmental issues. This will serve to maintain and encourage employee involvement.
Support internal and external HS&E Key Element assessments
Coordinate and report metrics related to HS&E performance and compliance
Implement and sustain Corporate HS&E Standards
Participate, coordinate, lead, communicate and follow-up on monthly HS&E Leader conference calls
Ensure consistency in all personnel practices and actions
Manage and maintain site emergency response program and business continuity plan
Manage employee health programs and worker's compensation for the plant
Manage site security programs and initiatives such as procedures for guards; site security systems, cameras, employee badges; and other security measures
Assist with training and qualifying site HS&E resources
Assist with site policy and procedure development, implementation, and enforcement
Work closely with leadership of plant to ensure cross department coordination and collaboration to maximize HS&E results

What we are looking for:
Minimum Requirements:
A bachelor's degree
5 years' experience in a manufacturing environment with min. 3 years leading a safety program in manufacturing
Prior people management and / or experience leading work teams
Advanced computer skills (including Microsoft Office Suite and regulatory systems)
Additional skills and experience that we think would make someone successful in this role:
Prior experience in Occupational Safety, Environmental or science related field, engineering, or risk management
Prior experience supporting compliance related activities
Working knowledge of a High-Performance Organization (HPO) culture and / or employee engagement programs

Primary Focus:
Provides leadership, direction, and support in the development and execution of an effective safety culture and programs.
Monitors safety compliance with our established Health and Safety Management System.
Training and evaluation of best practices in right of way land clearing activity (Cutting, Heavy Equipment Operation, Fleet operation, etc.)
Document and investigate incidents, injuries, and near misses.
Conducts new employee safety training, and tailgate safety meetings.
Ensure compliance with all company and client safety expectations.
Provide Emergency Response Support and Guidance.
Desired Skills:
Demonstrate ability to inspire, motivate and lead personnel in advancing the safety culture through an established Health and Safety Management System.
3 years of progressively responsible experience in construction safety.
