About the Role:
The Corporate HSE Program Manager is a strategic leader responsible for the design, governance, and continuous improvement of Health, Safety & Environment (HSE) data systems, performance analytics, reporting frameworks, digital platforms, and safety management system (SMS). This role works with internal and external partners and contractors managing companywide construction projects.
Responsibilities:
Own and manage the tools, datasets, and processes for collecting, validating, analyzing, and presenting HSE performance data (partnering with Information Technology).
Manage existing health, safety & environmental programs as well as analyze data to reduce risk in the work environment.
Assist with accuracy, consistency, and correctness of HSE data used across the organization.
Serve as a technical “expert” and provide technical support to internal and external stakeholders regarding compliance with health and safety regulations.
Recommend and design new health, safety & environmental programs related to risk management and hazard abatement.
Provide technical guidance and direction to other employees in support of producing high quality, timely and cost-effective solutions to ensure compliance with applicable Federal, State, and local regulations.
Build partnerships with groups, such as but not limited to those involved in Training & Development to identify learning and development gaps, identify solutions and foster development of all employees related to health and safety issues.
Develop & deliver engaging, sustainable training materials on data and safety management systems.
Work as an individual contributor with substantial latitude for unreviewed action or decisions to lead functional teams or projects.
Perform trending analysis to improve Environmental, Health and Safety performance by gathering data, developing reports, identifying gaps, evaluating risk, and implementing process improvements and/or corrective actions to prevent reoccurrence.
Participate in industrial conferences and benchmark top performing organizations for program improvements.
Provide project management services, including project coordination, contract administration, material tracking, scheduling and cost monitoring on projects, project safety or site safety, and review with management.
Coordinate safety planning from award through demobilization, including Pre-Mob checklists, crew readiness, safety meetings, and permitting requirements (e.g., Dust Control, SWPPP, Noise, Haul Routes).
Monitor post-incident reviews and assist in leading analyses in coordination with field leadership.
Guide teams, coordinate with cross-functional teams, and monitor progress to ensure milestones are met.
Qualifications:
Ten (10+) years of experience in HSE roles within civil, utility, or industrial construction.
Proficiency with Microsoft Office tools including Excel, PowerPoint, SharePoint, Teams, and Power BI.
Operational experience managing digital systems and enterprise platforms (Intelex, HCSS, Power Bi, data analytics, HSE programs, etc.).
Experience collaborating with subject matter experts to create training and capability-building materials.
Experience leading safety audits, observations, or job safety analysis (JSAs) on projects and job sites.
Strong planning, organization, and time management skills with the ability to support internal end users.
Strong knowledge of OSHA 1910 and 1926 regulations.
Demonstrated ability to design dashboards, build data models, and perform visual analytics.
Oral and written communication skills with demonstrated ability to design and deliver reports.
Required Skills:

Role and Responsibilities

Identifies conditions that could produce accidents and communicates to operation management so that conditions can be improved. Also communicates this to Safety Committee/Safety Coordinator so that information is shared between areas.
As an integral member of the team, the Site Safety Manager conducts post-accident investigations and makes recommendations to prevent accidents from reoccurring. They also assist operations management with accident documentation.
Communicate with injured employees. Accompany employees to initial and following medical treatments to ensure that employees are taken care of and that the physician understands employees' duties and explains our light-duty policy.
Plans, implements, and coordinates programs to reduce or eliminate occupational injuries, illnesses or deaths, and financial losses.
Assists in the continued development of Corporate Operating Procedures, policies, and procedures for safety.
The Site Safety Manager will record and maintain data for various safety statistics such as first aids & recordables, graphing trends by type and area, etc. Then enters data into the audit system. Reviews data for trends.
Conducts training on safety, new employee orientation, and drug testing of employees as required.
Conducts safety audits and identifies any hazards or abating any unsafe behaviors or conditions in the work area.
Visually inspects MSS Solutions, LLC vehicles and equipment for damage and roadworthiness.
Assists in pre-job/shutdown planning whenever possible with the Project Manager and Superintendents.
Makes personal contact with the working crews to build relationships, addresses concerns, and identifies improvement opportunities.
Attends customer-sponsored/mandated safety meetings
Counsels/coaches employees when policy infractions are noted and inform appropriate supervision for additional counseling and possible disciplinary actions.
Maintains SDS sheets
Other duties as assigned
Qualifications and Requirements
Two years of field safety experience (construction)
Professional safety certification or associate's degree desired.
The candidate may be required to pass a criminal background check based on job location/requirements.
Bilingual in English and Spanish is preferred

Performs technical or professional tasks in order to support the overarching goals of the department.
What You'll Do
Assist in compliance reviews, general risk assessments and other safety assessments to support Health, Safety and Environmental management.
Assist management in annual safety improvement goal setting.
Maintain relevant HSE log(s), documentation and records.
Assist in the compliance of applicable laws and regulations.
Ensure compliance with parent company HSE directives.
Prepare applicable HSE reports as necessary.
Provide assistance and advice on HSE issues to make recommendations to facility management.
Participate in detailed incident investigations, Root Cause Analysis, and identifying corrective actions.
Provide management with safety loss trend data and analyses.
Promote incident prevention for the benefit of employees and visitors.
Assist in the development and presentation of relevant HSE training.
Perform other related tasks as requires as assigned
Walk the manufacturing floor on a regular basis to establish HSE presence and provide support.
Stop work authority and operations where imminent danger is evident.
Conduct daily and monthly HSE meetings/Trainings and schedule as needed.
Write and manage HSE programs, policies and procedures.
Advise on the need for required safety certifications (i.e. forklift, crane, environmental hazard, first aid, etc.)
Perform facility HSE Inspections.
Oversee employee health/environmental monitoring and testing processes and reports (ex. Hearing conservation program, air sampling, etc.)
Evaluate PPE and ensure proper use and maintenance of PPE.
Have knowledge and enforce compliance of regulatory requirements (i.e. OSHA, EPA, etc.), including company HSE policies and procedures.
Assist in emergency response and provide first aid treatment.
Oversee Behavior Based / Observation Safety Programs.
Seek technical consultants when needed for matters related to HSE.
Help develop Job Hazard Analysis (JHA).
Assist in administering and maintaining compliance programs such as Fall Protection, LOTO, Hazard Communication, EAP, Hearing Conservation, Hot Work, Respiratory Protection, BBP, etc.
Perform additional duties as assigned by manager.
What You Need
EDUCATION and/or EXPERIENCE
Bachelor's degree or equivalent from four-year College or technical school, or 2-5 years' related experience and/or training preferably in OSHA related standards; or equivalent combination of education or experience.
CERTIFICATES, LICENSES, REGISTRATION
Crane license, forklift (may be obtained during first 3 months of employment). GMI, Inc. unique training may be obtained during first three months of employment. Additional training will be provided as a part of Continuous Improvement.
Travel
Up to 50% travel to other GMI locations for meetings, training, inspections, etc.
