The Safety Manager (Aviation) plans, implements, and coordinates safety and environmental programs in accordance with required regulations, procedures, and policies with primary focus on aviation. Conducts safety assistance visits and training to ensure implementation of and compliance with safety directives.

* Analyze many types of work environments and work procedures. Inspect workplaces for adherence to regulations on safety, health, and the environment. Conduct tests and measure risk for hazards to help prevent harm to workers, property, the environment, and the public.
* Responsible for a wide variety of tasks associated with maintaining a safe workplace.
* Create, maintain, and communicate safety-related policies and procedures, as well as ensuring that they are followed.
* Determine the need for new policies and procedures and writ, edit, and update policy and procedure documents, posters, and handbooks.
* Enforce safety policies and procedures.
* Demonstrates a safety-first mentality within respective work areas and a culture that achieves low accident rates and minimal lost time injuries.
* Capable of performing incident investigations on their own or enlist assistance from other supervisory personnel or outside consultants to include root cause analysis of what occurred, conclusions, and recommendations and provide assistance with developing and implementing appropriate corrective or preventive actions.
* Ensure that their company is following all safety-related regulatory requirements, including OSHA standards, Department of Transportation regulations and Environmental Protection Agency requirements.
* Support the Safety Manager/ASO as directed.
* Capable of coaching, mentoring, and advising to all levels of the workforce to promote a safe work culture.
* Perform all other position related duties as assigned or requested.
Minimum Requirements
* Degree from a two to four-year technical institute or college or equivalent formal training or military equivalent.
* Seven (7) years of related experience as Safety Trained Specialist
* Preferred BS degree in an HSE-related field (i.e., Occupational Safety and Health or Environmental Safety and Health)
* Possess an Occupational Health and Safety Technician certifications.
* Completed an OSHA 30-hour course.
* Must have in-depth working knowledge of the technical concepts, principles, and requirements associated with the work.
* Possess good written communication skills.
* Working knowledge of word-processing and integrated software applications.
* Organizational skills
* Ability to perform detail-oriented work is required.

Physical Requirements:
* Although work is often sedentary, duties routinely involve activities in numerous areas within the terminal and flight line areas. This includes walking, bending, stooping, stretching, and lifting up to 50 pounds. Work is primarily conducted in an aircraft operations environment, including the terminal, tarmac, and facilities/structures in the proximity of the terminal. Noise from equipment is routine.

Job Summary
The Manager, Water Safety Programs is responsible for developing, implementing, and monitoring comprehensive water safety protocols to ensure the safety of all aquatic activities for the K-12 and Pre-K, including both pool, waterfront and open ocean activities. This role oversees lead lifeguards and lifeguards, ensuring that all safety and health requirements are met for year-round educational programming from PreK to Grade 12. Key responsibilities include creating and vetting safety plans for all water-related activities, training staff to exceed industry standards, managing risk mitigation processes, serving as the point of contact for contract vendors, and ensuring compliance with safety regulations. This position is critical in fostering a safe and secure environment for all water-related programs and activities.
Essential Responsibilities
Safety Management
Develop and monitor comprehensive water safety protocols, in alignment with relevant laws, regulations, and KS enterprise standards, to mitigate risks to mitigate risks for all water activities.
Create and vet safety plans for all water-related activities, ensuring electronic documentation and authorizations are built into business processes and accessible to various end users (i.e., leadership, students, etc.).
Hire, schedule, evaluate, and supervise part-time and on-call safety/lifeguard staff.
Train staff to exceed industry standards, benchmarking against certifications like BWRAG and US Life Saving Association.
Manage risk mitigation processes, determining necessary lifeguard coverage and safety measures.
Oversee and monitor pool patrons for adherence to health, safety, and sanitation rules.
Ensure compliance with all safety regulations and establish controls to prevent/reduce accidents.
Authorize on and off-campus activities by monitoring weather and water conditions.
Support water activities year-round for educational programming, including preschool programs and summer programs.
Operations Management
Oversee scheduling for all water-related activities, including pool usage and aquatic field trips, ensuring equitable access for multiple users. Perform lifeguarding duties as needed.
Manage the aquatics budget, maintaining inventory and ordering supplies as required. Monitor and project chemical usage for water safety, implementing cost-saving measures where applicable. Collaborate with vendors to ensure product quality.
Own aquatic facilities maintenance for cleanliness and safety, including pools, pool decks, restroom/locker rooms, offices, mechanical and storage rooms, bleacher areas, stairs, and surrounding areas.
Implement preventative maintenance schedules and perform basic repairs and maintenance of aquatic center mechanical systems. Report and monitor equipment conditions and major repairs.
Manage open-ocean watercraft equipment, including maintenance, certifications, operators, contractors, and storage.

Maintain and submit all required safety and environmental reports, including OSHA logs, hazardous material permits, emissions reports, and other compliance documentation.
Ensure compliance with all safety, environmental, and transportation standards across local, state, and federal agencies, including DOT compliance for fleet operations in collaboration with DSD and Transportation teams.
Incident Response & Emergency Preparedness:
Lead investigations of workplace incidents, accidents, near-misses, and chemical spills, ensuring root causes are identified and corrective actions are implemented.
Oversee and develop emergency response plans, drills, escalation matrices, business continuity coordination, and incident command protocols.
Maintain and manage incident reporting systems, ensuring timely regulatory reporting and proper injury case management in collaboration with the company's insurance provider, Workers' Compensation Adjuster, and Human Resources.
Technical Support & Environmental Compliance:
Maintain a current working knowledge of OSHA, HIOSH, and environmental regulations, including HazMat, hazardous waste disposal, air and water quality standards, and chemical handling in food processing environments.
Develop and lead safety and environmental training, including specialized plans for chemical spills, ammonia refrigeration leaks, and other environmental hazards.
Respond to, coordinate, and follow up on all safety and environmental issues in a timely and effective manner to minimize potential negative impacts on employees and business operations.
OTHER RESPONSIBILITIES:
Support the development and implementation of sustainability programs across the company.

About BGCH
The mission of Boys & Girls Clubs of Hawaii is to enable all young people, especially those who need us most, to reach their full potential as productive, caring, responsible citizens. The after-school hours have become a critical time for youth a time when many children in our communities are left to fend for themselves without positive adult supervision. Overview of the role:
The Safety Coordinator is responsible for planning, coordinating, implementing, and supporting the policies and procedures which prioritize the safety and wellbeing of BGCH youth, staff, and volunteers. The Safety Coordinator supports the Facilities Manager to ensure the safety of BGCH facilities. This position will also provide guidance, recommendations, and training on health and safety initiatives, ensure compliance with safety regulations and standards, support facility safety assessments, be a key member of our Board-Led Safety Committee and connect youth and families with essential community safety resources.
Who you are:
Knowledge of child safety standards, youth protection policies, risk management, liability, security, accident prevention, emergency preparedness, state/local health safety regulations.
Experience developing or supporting safety training programs, including topics like mandated reporting, emergency response, facility safety, and behavioral safety protocols
Passionate about child safety, demonstrating high ethical standards and integrity.
Highly organized, able to manage multiple projects independently.
Ability to work with people of diverse ethnic backgrounds and different levels of education and socioeconomic status.
Ability to write clear, concise and effective reports, letters, etc.
Requires the ability to communicate and work effectively with a variety of agencies and community organizations.
Requires strong communication skills, both oral and written and strong interpersonal skills to collaborate with staff, volunteers, and youth.
Ability to operate a personal computer, using word processing, spreadsheet, and database management.
Possess a valid State of Hawaii driver's license, current no-fault car insurance and have daily access to a car.
Current certification in First Aid/CPR; additional certifications in Mandated Reporter training, trauma-informed care, or youth protection are a plus.
Able to work flexible days and hours.
Must pass a background check, drug screening, and complete all applicable pre-employment requirements to meet organizational standards.
Possess physical skills to meet demands of all Administrative Office activities which may include standing or sitting for long periods of time, kneeling, bending, lifting of at least 30 pounds, and other physical demands that the position duties may entail.
Requires the ability to work for prolonged periods of time at high levels of activity, managing multiple tasks with varying deadlines.
Education and Experience:
Bachelors degree in Occupational Health and Safety, Public Health, Education, Social Work, or a related field. Equivalent experience may be considered in lieu of a degree.
24 years of experience in a safety, compliance, or risk management rolepreferably in youth services, education, childcare, or nonprofit settings.
What youll do:
Leadership & Coordination
With oversight from the Director of Operations and Safety, lead, plan, develop, maintain, and enhance youth safety culture for all BGCH Clubs and administrative personnel.
Deliver effective policies, procedures, auditing, training, communications, and educational materials (some for approval from Leadership and our Board-Led Safety Committee) to promote increased understanding, appreciation, and adherence to all legal and safety policies for all Club members and staff.
Lead BGCHs safety programs, providing timely recommendations to leadership.
Coordinate risk management, loss prevention, transportation safety, internet safety, and incident response procedures.
Facilitate safety meetings and training sessions to implement best practices.
Oversee safety initiatives, special projects, and compliance reporting.
Facility & Safety Management
Conduct regular safety inspections, assessments, and proactively address identified risks at BGCH Clubhouses.
Maintain and update Emergency Operation Plans, as well as safety policies and procedures.
Facilitate completion of internal and external safety assessments at all clubhouses per BGCH and BGCA requirements.
Work closely with Facilities Manager and Clubhouse Directors to ensure safety initiatives are being implemented.
Ensure all safety equipment and emergency contacts are current and accessible.
Develops and implements effective parent notification protocols for youth emergencies for all clubhouses (where applicable).
Assume active role in staff-led and board-led safety committees.
Partnership & Community Relations
Advocate for child safety by presenting to clubhouse directors on new safety initiatives.
Create and maintain connections with safety partners in the community and ensure knowledge is being brought to BGCH and clubhouses
Compliance & Resource Management
Ensure compliance with federal, state, local laws, BGCA safety standards, and organizational policies.
Manage safety-related resources, grants, and projects effectively.
Complete and submit accurate safety reports timely.
Regularly communicate safety messages to staff via newsletters, emails, and training.
Regularly reviews and manages safety-related incidents within BGCH Support Ticket System.
Additional Responsibilities
Other duties as assigned by supervisor to support BGCHs safety goals.

What we are looking for
Bachelor's Degree in Health & Safety or related field from an accredited institution, valid CSP designation, and a minimum 10 years construction safety experience in heavy construction (marine works, tunnel, or roadway).
10+ years' experience in construction or safety and experience managing construction or safety teams required.
Bilingual Speaker (English/Spanish) preferred. Must be a US Citizen.
Must have a valid driver's license.
OSHA 30 Hour Construction Safety Trained and knowledge and understanding of OSHA Construction Standards, DOT Safety Standards and other state and federal agency guidelines.
24 hours of formal safety training in the last five (5) years.
Knowledge of military operations and EM 385-1-1 highly desired.
First aid/CPR/AED Certified.

Familiarity with PHNSY & IMF environmental controls, permits, and regulatory systems is required.
Strong working knowledge of:
40 CFR / 49 CFR / Hawaii Administrative Rules (HAR)
RCRA, Clean Water Act (NPDES), Clean Air Act (NESHAP), TSCA (PCBs/asbestos)
HAZWOPER, SPCC, DOT HazMat, and ODS protocols
Prior experience with hazardous waste handling, sampling, and disposal in an industrial or naval setting.
Excellent communication, leadership, and training skills.
Must be eligible for base access and able to pass background/security checks.
Other requirements:
