We're currently seeking an HSE Site Project Manager to join our team. This role will begin in our Houston, TX office and transition to the project site(s) in Cameron, Louisiana and/or Lake Charles, Louisiana for the duration of the project execution.
About the Role
Primary Purpose
Lead our Health, Safety, and Environmental (HSE) programs in alignment with regulatory and corporate guidelines. Oversee the implementation of these programs across Technip Energies (TEN) facilities, ensuring adherence to technical and safety standards as outlined in project plans. This role emphasizes cultivating a strong HSE culture by guiding a local HSE team and collaborating with Construction Managers, Project Managers, subcontractors, and clients.
This position reports to the Head of HSE Americas and is part of the TEN site management team under the direction of the TEN Project Director.
Key Responsibilities
Partner with project leadership to foster a culture of accountability and compliance, inspiring teams to achieve exceptional HSE outcomes.
Ensure local HSE management systems align with relevant standards (e.g., ISO 14001, ISO 45001).
Lead and support a team of HSE professionals, providing strategic guidance, training, and technical expertise.
Promote safe work practices through daily engagement with project teams and subcontractors, including audits, risk assessments, and safety oversight.
Drive HSE awareness through regular communications such as Safety Alerts, Lessons Learned, and Safety Campaigns.
Collaborate with site supervisors and subcontractors to ensure accurate reporting of HSE data, including incidents, near misses, and key performance indicators.
Build strong relationships with stakeholders to address challenges and strengthen the HSE culture.
Monitor and ensure compliance with all applicable federal, state, and local HSE regulations and policies.
Liaise with regulatory agencies and internal departments to support compliance and effective implementation of HSE plans.
Lead initiatives such as hazard identification walks, toolbox talks, incident investigations, audits, and corrective action implementation.
Analyze incident data to identify root causes and develop action plans to mitigate risks and enhance safety performance.
Evaluate and review HSE targets and KPIs with project teams to ensure continuous improvement.
Provide regular updates to senior leadership on HSE performance and areas for improvement.
Identify and implement risk reduction initiatives throughout project phases.
Support and participate in corporate sustainability efforts, including training, volunteering, and environmental programs.
Continuously improve safety and environmental practices through innovation and collaboration.
Maintain and update HSE documentation, including plans, procedures, and manuals.
Manage work-related injury cases in collaboration with team members and medical professionals.
Establish systems to evaluate subcontractor HSE plans and performance.
Ensure comprehensive HSE training plans are developed and implemented for each project.

• Assigns Risk Assessment Codes to individual job/work orders and stops work if necessary to resolve matters that affect safety and/or inhibit the logical progress of work.
• SSHO shall be present on-site, at a minimum, during normal duty hours and serve as the primary point of contact for the contractor's safety management program and shall be responsible for all aspects of the management and administration of the program.
• SSHO shall be responsible for the designation, assignment, coordination and monitoring of Alternate SSHO's, Designated Representatives (DR) and Competent Person(CP) as required by the contractor's approved AHA, especially when work assigned must be accomplished outside of normal duty hours.

Responsible for overseeing the preparation, maintenance, and updating of environmental policy and procedure manuals. Ensures compliance with all environmental, health and safety regulations, and keeps abreast of any changes to laws and regulations that impact the organization.
Primary responsibilities and/or essential functions include, but are not limited to:
* Ensures the company complies with all federal, state and local environmental and safety rules and regulations with regard to EPA, OSHA, DOT and DEQ.
* Creates and organizes reports and logs of all health and safety information.
* Ensures recordkeeping and reporting are completed in accordance with Federal, State and local regulations.
* Interprets data and observations to ensure compliance with regulatory requirements and industry guidelines and advising management accordingly.
* Minimizes the facilities environmental liability by ensuring all regulated environmental activities are permitted and complied with in accordance with all federal, state, and local regulations. The incumbent will conduct environmental audits and inspections of the facilities waste water treatment, solid waste disposal and related air emissions.
* Serves as the worker's compensation claim coordinator and monitors the processing time of claims through the workers compensation insurance carrier. It is the incumbent's responsibility to follow-up on all injuries, working with nurse case managers and doctors, to ensure the injured employee is receiving proper medical treatment that allows the employee to return work at the earliest date possible.
* Purchases and issues personal protective equipment as required for each job. It will be the incumbent's responsibility to ensure that protection is adequate for the job and meets or exceeds all OSHA, ANSI, and other applicable standards.
* Implements current Safety programs required by government regulations and company policy. This includes coordinating the activities of the Plant Safety Committee, conducting plant safety inspections, providing information and recommendations for topics in safety meetings conducted by the supervisors, conducting Incident investigations, facilitating Job Safety Analysis, performing Behavior Based Observations and actively directing and performing audits and inspections when necessary.
* Conducts safety orientation and training session for all new employees, maintain employee safety files, distributes safety awards and coordinates safety luncheons, as well as handles OSHA, FRA audits and inspections.
* Ensures that employees working with hazardous or toxic chemicals are properly trained and given appropriate protective equipment necessary to accomplish the task in a safe manner. Will be responsible for coordinating regular Industrial Hygiene related personal and area sampling in the areas of Noise, Dust, Welding fumes and related chemical exposures.
* Ensures the fire safety readiness of the plant, the incumbent monitors fire inspection reports prepared by the FPE Group and works with the Engineering department to implement recommendations. The incumbent is responsible for ensuring employees are trained in the techniques of fire prevention and the use of portable fire extinguishers and other firefighting apparatus at the Plant. The incumbent will ensure that fire extinguishers are maintained in operable condition and are regularly inspected. In addition, the incumbent must ensure that paints, thinners and other flammable liquids are stored and used in accordance with the National Fire Codes or Company policy governing these items.
* Ensures that supervisory personnel are trained and certified in Basic First Aid and that there are sufficient supplies and equipment to render first aid during a medical emergency.
* Coordinates the facility Confined Space Entry Rescue Team and Hazardous Material Response Team.
* Ensures all employee training and necessary certifications are maintained in accordance with company, local, state and federal regulations.
* Oversees security and plant protection needs for the company by ensuring all visitors are signed in and no unauthorized individuals are on the plant premises, as well as investigates any security breaches.
* Assess risks and identifies hazards in the workplace to create a safe and healthy environment.
* Conducts regular inspections and audits to determine any opportunities for improvement.
* Monitors key compliance metrics and implements corrective and preventative actions to continually improve performance.
* Promotes environmental awareness of shop personnel through training or other communications.
* Maintains personal training to ensure that knowledge and certifications are current.
* Participates in and actively supports quality projects, activities and Responsible Care initiatives to ensure that the Company achieves its goals.
SKILLS/SPECIFICATIONS:
* Excellent written and verbal communication skills.

* Proficient with MS Office with the ability to learn new software or reporting tools.
* Detail orientated with the ability to multi-task and manage time effectively.
* Knowledge of Federal, State and Local environmental regulations.
* Willingness and ability to wear safety related personal protective equipment (PPE) such as, but not limited to: safety shoes, safety glasses, hard hat, hearing protection, positive and negative pressure respirators and fall prevention full body harness with lanyard or SRL.
* Ability to enter tank cars via a manway opening approximately 18 inches wide without the fear of confined or enclosed spaces.
* Ability to see and hear the visual and audio safety warnings in the plant.
* Possess vision correctable to 20/20 for inspection activities.
* Ability to lift and carry 50-pound objects.
* Ability to bend, stretch and crawl to perform inspections in the plant.
* Ability to walk on uneven surfaces including along long lengths of railroad tracks.
* Ability to climb vertical ladders to access elevated work platforms and the top of railcars without the fear of heights.
* Willingness and ability to travel outside of the normal place of work via car, train and airplane.
The incumbent works to meet internal and external customer expectations at all times by fully applying oneself to the task involved, preventing errors, and developing and implementing personal quality improvement projects. In addition, the incumbent is required to understand the Responsible Care Management System and actively participate in activities outlined therein.
EDUCATION/EXPERIENCE/QUALIFICATIONS:
* Bachelor's Degree in Industrial Safety, Industrial Hygiene or related field required with a minimum of 5-7 years of work experience in a similar role.
* Extensive hands on experience in an Environmental, Health and Safety role in an industrial or manufacturing environment may be considered in lieu of a college degree.
* Preferred qualifications: Certified Safety Professional (CSP) or Certified Industrial Hygienist (CIH).
