PRIMARY DUTIES AND RESPONSIBILITIES

KNOWLEDGE OF SAFETY - Read, understand, administer, and enforce the OSHA Standards and Bowen Safety Policies for the purpose of establishing a safe work environment on all projects. Consult with Bowen Corporate Safety Director for any technical information required to best implement the safety program consistently.
NEW HIRE ORIENTATIONS - Conduct new hire orientations for Bowen full-time employees and craft workers.
PROJECT SUPPORT - Assist in development of site-specific programs and plans with the Project Managers and Superintendents.
SUBCONTRACTOR PREPLANNING - Assist Project Managers and Superintendents with pre-construction safety plans required for our subcontractors. Participate in meetings with subs and assist subs as necessary to compile their safety plans. Review and approve site safety plans for subcontractors prior to submission to the project site Project Management Representative.
SAFETY EQUIPMENT & SUPPLIES - Learn operation of safety equipment in order to train the field staff on use and operation.
PLANNING - Participate in project pre-planning meetings, to ensure that safety is part of all work plans. Ensure that Bowen Foremen address specific safety hazards for their work before starting by completing Foreman Task Specific Safety Plan or the SQP process. Participate in pre-job Safety Planning Meeting with Bowen Project Superintendent, Project Manager and Foremen prior to work beginning onsite.
INCIDENT REPORTING - Notify Operations Manager, Project Manager, and Corporate Safety Manager immediately of all accidents. Near-miss incidents will also be reported to Bowen personnel listed above. Conduct an accident investigation immediately and submit Bowen's accident report to the management team the day of the incident. Analyze to determine cause and develop safety measures and/or training to prevent incidents from recurring.
INSPECTION - Conduct project safety inspections (using computer software program - SafetyNet) at the jobsite for Bowen self-perform and subcontractor work. The Safety Manager has authority to immediately intervene in a situation where imminent danger of loss of life and/or extreme property damage exists. See that deficiencies brought to Bowen Superintendent and Foremen's attention are corrected in a timely manner. Immediately notify Operations and Corporate Safety Director of state or federal OSHA visits and follow Bowen Safety Policy procedures. Bowen project leadership should walk the job with the Safety Manager.
TRAINING - Conduct safety training for crews at the jobsite utilizing the Bowen training materials. Assist with periodic safety training for Superintendents and Foremen. Train and mentor all operational staff including Field Engineers, Project Engineers, Project Managers, and Regional and Operations Managers.
DOCUMENTATION
Prepare, submit, and maintain copies of the project site Management Representative and Bowen paperwork and forms.
Submit a weekly report to Project Manager summarizing the week's activities, challenges or concerns.
Obtain and manage SDSs for all materials / chemicals for the company Haz-Com Program.
Must-haves in a Candidate:
Degree in Safety Management and at least 7 years experience in Safety Management or 10 years of experience in Safety Management.
Strong communication and interpersonal skills
Knowledge of governmental ES&H standards, rules, and regulations and proficiency in applying them to construction projects.
Working knowledge of safe work practices and experience in conducting accident investigations is highly desired.
Remain current with construction industry's safety rules and regulations.

PRIMARY FUNCTION: The Safety Manager is responsible for the overall safety and compliance of assigned group of drivers. Manages drivers in regards to safe operation of the truck pursuant to Federal Motor Carrier safety regulations.
DUTIES AND RESPONSIBILITIES:
The Safety Manager conducts and oversees on-scene accident investigations, determines contributing factors, and assigns fault. When a TMC driver is found at fault, the Safety Manager determines financial liability and seeks reimbursement for damages. This role also coaches drivers and operations staff on hours-of-service compliance and provides expert guidance on cargo securement.
In addition, the Safety Manager handles cargo claims investigations, determines fault for damaged cargo, pursues reimbursement when appropriate, and authorizes vendor payments as needed. The position is responsible for approving or declining driver applications, leading group and one-on-one safety meetings, coaching drivers on improvement areas, and recommending retraining when necessary. The Safety Manager also conducts disciplinary meetings, including terminations.
Other duties include overseeing truck securement processes, locating abandoned trucks, and participating in the department's rotating after-hours on-call schedule. The Safety Manager also conducts road trips to evaluate driver securement practices, hours-of-service compliance, driving performance, and equipment usage, while visiting customers and vendors to address issues or strengthen relationships.
REQUIREMENTS:
Four-year degree, preferably in Transportation and Logistics, and/or relevant experience in transportation or related field.
Strong knowledge of Microsoft Office (Word and Excel) products.
Ability to function in a fast-paced work environment and tolerate stress.

This role involves ensuring all safety initiatives are staying current and updated as needed to stay ahead of industry trends. The role also involves maintaining employee safety handbooks, training and other compliance records, compliance with federal and local safety regulations, and managing all aspects of insurance claims. The Safety Director works closely with all personnel across the various companies, management, insurance providers, and regulatory bodies to promote a culture of safety, prevent workplace incidents, and respond effectively when incidents occur.
ESSENTIAL FUNCTIONS AND DUTIES
LEADERSHIP & PROGRAM DEVELOPMENT
· Promote a culture of safety and accountability across all of MWM Holdings.
· Maintain and update the corporate safety programs, policies, and procedures across all of the MWM Holdings companies.
· Maintain and update the Corporate Safety Policy and Employee Safety Handbooks annually for each company under the MWM Holdings umbrella.
· Serve as the key point of contact for all safety-related issues within the MWM Holdings organization.
· Responsible for assessing the need for and building a team of safety personnel to serve the needs of all MWM Holdings
TRAINING & COMMUNICATION
· Assist with planning and implementation of general and site-specific safety training for all employees of MWM Holdings.
· Develop and keep current new hire orientations for the companies under the MWM umbrella. Ensure that the orientations are being performed by someone within the first week of a new employee starting.
· Coordinate quarterly “All Field” safety meetings and annual foreman safety trainings for Midwest Mole & Southern Rail Construction.
· Ensure that all medical tests mandated for all employees by government regulation associated with safety items are completed and all records kept according to mandates.
· Implement and maintain a modern safety training system that allows for increased safety training for a remote employee environment.
SITE SAFETY & INSPECTIONS
· Ensure jobsite safety inspections are being completed.
· Make sure that safety inspections are being done in a proactive manner and often enough where needed to maintain a safe working environment for all employees.
· Conduct biannual inspections of facilities.
· Develop and manage a site-specific safety plan generator with customizable fields for project info.
COMPLIANCE & REGULATORY MANAGEMENT
· Ensure full compliance with OSHA, DOT, FRA and other applicable safety regulations for each company.
· Maintain OSHA 300 logs and safety training records for all companies.
· Develop and manage DOT programs, including driver files, HOS, inspections, maintenance logs, and certifications.
· Develop and manage FRA programs for each company as applicable.
· Oversee drug and alcohol testing programs (DOT, FRA and other non-DOT), including pre-employment screening and random testing.
· Conduct annual MVR checks for all company vehicle drivers.
· Manage “Driver Eligibility” policy and ensure insurance documentation is up to date.
· Knowledge of, or willingness to learn, OSHA Standard 1926.800 (Underground Construction).
INCIDENT & CLAIMS MANAGEMENT
· Ensure that we respond immediately to incidents, accidents, or near-misses and that all reporting is completed accurately and timely.
· Oversee investigations and ensure that we prepare detailed incident reports.
· Work directly with insurance carriers, agents, and attorneys on claims and litigation.
· Manage OSHA recordkeeping and facilitate timely closure of insurance claims.
RECOGNITION & ACCOUNTABILITY
· Oversee safety incentive program and violation tracking system.
· Prepare and present an annual safety summary report to senior management for each company.
· Oversee the tracking and rating of employees' safety performance for annual bonus consideration as applicable for each company.
PROFESSIONAL DEVELOPMENT
· Be an active member in the safety committees of the various trade associations the various companies are a part of.
· Attend applicable safety conferences and meetings.
· Maintain company safety files and records.
· Participate in annual skills training for the various companies as well as spend time observing and learning about the work each company does
· Position MWM Holdings to win awards and receive recognition for our safety program.
QUALIFICATIONS
· Bachelor's degree (B.A.) from a four-year college or university preferred, or a minimum of 10 years of relevant safety management experience.
· Strong knowledge of OSHA, DOT, and general construction safety practices.
· Strong working knowledge of LMS systems and implementation and management of a LMS system
· Strong knowledge working with third party vendors that manage Safety Compliance/ auditing for owners (ISNetworld, etc.)
· Ability to understand government regulation and learn what it takes to be in compliance
· Proven leadership experience inmanaging multi-site safety operations.
· Excellent written and verbal communication skills.
· Highly organized and capable of managing multiple priorities.
· Comfortable with technology, reporting systems, and document creation tools.
WORK ENVIRONMENT
· Up to 50% of the position will work from the local office.
· Up to 50% of the position may involve some form of travel. Either local travel or overnight travel. The travel will include both outdoor site visits and office visits.
· Ability to travel an average of 2 nights per week to various job sites and facilities.
· Ability and willingness to advocate for the holding company's interests when external entities request unnecessary actions.

ESSENTIAL FUNCTIONS AND DUTIES
LEADERSHIP & PROGRAM DEVELOPMENT
Promote a culture of safety and accountability across all of MWM Holdings.
Maintain and update the corporate safety programs, policies, and procedures across all of the MWM Holdings companies.
Maintain and update the Corporate Safety Policy and Employee Safety Handbooks annually for each company under the MWM Holdings umbrella.
