SUMMARY The EH&S Manager maintains and assures compliance with state and federal environmental, health and safety laws and regulations, promoting the health and safety of employees and environmental compliance best practices. This role will define and improve process, systems, and training around materials, environmental, and safety such that it is part of the organizational culture and norms. ESSENTIAL JOB FUNCTIONS Responsible for establishing, maintaining and improving our Environmental Health Safety and Sustainability EHSS management systems and compliance with requirements such as OSHA, WISHA, EPA, DOE, ISO 14001 and 500001. Maintain a constructive relationship with regulatory stakeholders at Dept of Ecology (DOE) and Puget Sound Clean Air Agency (PSCAA) and support site inspections, permits compliance and Notice of Construction. Maintain web accounts for regulated websites for reporting including Secure Access Washington Manage required EHSS compliance calendar and records. Drive risk analysis on various aspects of our EHSS management systems to inform appropriate goals, tracking and improvement action plans. Make periodic reviews of performance, adjust actions accordingly to sustain and improve performance. Complete periodic inspections, lab analysis and discharge reports as required. Manage Hazardous Waste including profile maintenance, pickup, manifest and records. Manage recycling activities to reclaim or re-use materials from our waste streams. Job Description Primary Responsibilities Lead the development and implementation of safety policies, procedures, and training programs to ensure compliance with local, state, and federal regulations. Serves as a visible leader on the production floor, conducting inspections, identifying risks, and ensuring timely corrective or preventative actions. Plans and implements training programs for managers and employees on safe work practices, fire prevention, and proper handling of materials. Guides management and supervisors in accident investigations and partnering with HR on workers' compensation, hearings, and insurance cases. Manages environmental compliance, including waste stream management (RCRA/DOT), manifests, labeling, and wastewater treatment operations. Ensures that all waste is stored in compliance with RCRA and other relevant regulations. Conducts environmental and safety inspections and determines corrective or preventative measures where indicated and follows up to ensure measures have been implemented. Completes and submits all environmental reports required by various agencies. Plans and implements safety policies and procedures in compliance with local, state, and federal rules and regulations. Prepares studies and analyses of industrial accident causes and hazards to health for use by company personnel and outside agencies. In this role, you'll support the accomplishment of the following goals: * Building and nurturing a positive culture of safety across the agency. * Reducing the number of work-related illnesses and injuries at L&I. * Working collaboratively with the Internal Safety and Health (ISH) and Region Safety teams. * Engaging with customers throughout the agency to build trusting relationships. Some of what you'll do: * As the Subject Matter Expert (SME) of incident management software applications, utilizes the agency's Safety & Health Incident Reporting and Tracking System (SHIRTS) to extract incident and injury data to create comprehensive safety reports to help leadership understand incident types, causes, and trends. * Evaluate safety trends, and formulate effective preventative measures to reduce incidents and injuries. * Develop complex safety dashboards and reports that organize and display performance measures, milestones, and the successes of preventative measures, which are used to present data to management and leadership. * Create and manage SharePoint sites (Accident Prevention Program (APP), Internal Safety & Health, Job Hazard Analysis (JHA), and Power BI). * Manage interfaces to simplify and standardize employee interactions (SHIRTS Decision Tree and Public SharePoint). * Use software and tools to conduct research, gap analysis, and Identify trends in safety incidents to provide opportunities and recommendations for improvement. * Produce or oversee the production of complex reports for use by all divisions including highest levels of management. * Manage the agency's safety and health e-Learning coursework program (TLC) to ensure compliance with or exceed applicable state and federal standards. * Develop eLearning and instructor led safety training content and training materials and incorporate updates into existing training programs. * Manage electronic APP documents, change requests, and audit processes. Required: Bachelor's Degree in business or public administration, Occupational Safety and Health, Training & Development, Adult Education, or a related field and (5) five years of work experience in duties related to: * Safety & Health program administration * conducting complex research * analyzing policies, laws, rules, or regulations * conducting business analysis and developing requirements * leading business projects * managing business operations * business policy development OR a combination of education and experience for a total of 9 years relevant to the above qualifications. In addition: * Advanced level proficiency working with computer programs, including Microsoft Word, Excel, PPT, Outlook, and Power BI. * Ability to efficiently navigate software platforms such as learning management systems and incident tracking systems. * Database management experience. * Good written and oral communication skills. * Experience developing eLearning and working with learning management system programs.
