Essential Functions
Lead ASIAS safety‑data execution: Direct day‑to‑day delivery across safety data intake, integration, standardization, and operational readiness-ensuring the ASIAS environment stays available, current, and usable for analysis.
Drive “data → safety insight” outcomes: Oversee teams producing safety studies, hazard identification, trend analysis, and publishable findings that translate complex aviation data into actionable safety intelligence.
Own the safety‑data backlog: Prioritize and track new data sources, refresh cycles, data quality improvements, metadata/business rules, analytical tool evaluations, and user feedback to continuously improve timeliness and analytical value.
Lead cooperative safety engagement: Coordinate and facilitate domestic/international working groups, safety teams, and conferences that strengthen safety information sharing and adoption of common data standards and taxonomies.
Keep the program crisp and decision‑ready: Run a disciplined cadence of planning, integrated scheduling, and concise monthly status/financial reporting that clearly connects delivered work to safety outcomes, risks, and next steps.
Build quality into every product: Implement measurable QA controls so analytical outputs, briefings, publications, and meeting records are accurate, complete, and require minimal rework.
Sustain stable staffing for mission continuity: Maintain staffing stability and coverage for critical ASIAS analytics and data operations; coordinate onboarding/ramp‑up so safety analysis and user support are not disrupted.
Own customer communications: Serve as the lead point of contact for government program managers and partner organizations; document decisions, actions, and priorities with clear follow‑through.
Required Qualifications
Degree: Bachelor's degree from a U.S. accredited institution (business, technical, engineering, science, math, aviation, or related).
Experience: 15+ years leading complex technical programs, minimum 10+ years senior management experience including demonstrated success managing 20+ person cross‑functional teams delivering analytics/data products and operational support.
Certification (REQUIRED): PMP, PgMP, PfMP, or equivalent program/project management certification.
Demonstrated leadership in aviation safety data/analytics or safety‑risk environments; ability to translate safety priorities into data deliverables, measurable outcomes, and executive‑ready briefings.
Strong writing/briefing skills; able to communicate complex safety data and technical tradeoffs clearly to senior stakeholders.
Desired Skills
Direct Aviation Safety / ASIAS / Regulatory experience (data sources, portal/user enablement, analytics workflows, operations, or stakeholder support).
Experience leading aviation safety data modernization (data standardization, metadata/business rules, advanced analytics, AI/ML/NLP programs).

This position is in the District Department of Transportation (DDOT), Project Delivery Administration, Vision Zero Division. The goal of the District's Vision Zero Division is to provide strategy, support, and analysis of projects and interventions that will eliminate traffic deaths, including roadway design changes, enforcement of critical safety laws, and raising public awareness of behaviors that will ensure safe roadways.
The successful applicant for this position will have a key role in grant-making to community organizations and public agencies through the District's Highway Safety Office (HSO) function, supported by Federal funding through the National Highway Traffic Safety Administration (NHTSA). This includes all programs under Section 402, State and Community Highway Safety Grant Program and Section 405 National Priority Safety Program. The coordinator administers an annual budget of $4 - $7 million dollars which includes grants and contract administration on behalf of DDOT. The successful applicant will also manage a team and contracts to conduct traffic safety work for DDOT.
Duties and Responsibilities
Provides the full range of supervisory services, as required to manage and direct the work efforts of subordinate staff and activities of assigned operations. Plans, schedules, and coordinates work operations. Hires, trains, motivates, and evaluates staff to maximize professional development and productivity. Assigns, directs, adjusts and reviews the work of subordinate employees. Qualifications and Education
Specialized Experience: Specialized experience is experience which is directly related to the position and has equipped the individual with the knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.
Preferred Requirements: At least one (1) year specialized experience designing and implementing roadway safety projects in an urban environment. Role Description:
The Specialist, Safety Training plays a critical role in developing and delivering comprehensive safety training programs across DC Water campuses and operations. Responsible for identifying training needs, creating training materials, and conducting engaging and effective training sessions on various safety topics to ensure all employees and contractors are equipped with the knowledge and skills to perform their jobs safely.
Essential Duties & Responsibilities:
* Training Program Development: Design, develop, and maintain up-to-date safety training programs and materials. Ensure content is relevant, engaging, and compliant with current safety standards and regulations.
* Training Delivery: Conduct safety training sessions across various levels of the organization, from new hires to management, utilizing a variety of training techniques to accommodate different learning styles.
* Needs Assessment: Collaborate with department heads and safety officers to assess safety training needs throughout the organization. Regularly review and analyze accident and incident reports to identify areas for training improvement.
* Compliance: Ensure all safety training programs meet local, state, and federal regulatory requirements and standards. Stay abreast of changes in safety regulations and best practices to continually update and improve training programs.
* Evaluation and Improvement: Develop and implement evaluation processes to assess the effectiveness of safety training programs. Use feedback and data to continuously improve training content and delivery methods.
* Record Keeping: Maintain accurate and comprehensive records of training materials, schedules, and attendance. Ensure documentation is in compliance with regulatory requirements and company policies.
