    MAJOR FUNCTION The primary role of the Health and Safety Officer (HSO) is to ensure that workers are provided a safe work environment in accordance with occupational safety and health regulations and industry standards. This will be accomplished by ensuring that the required health and safety policies and programs are being implemented by the designated responsible parties in the workplace. The HSO will practice and enforce the established health and safety and industrial hygiene procedures to foster the highest margin of safety practicable. The HSO is required to follow the Company's policies and procedures, Federal, state, local, and client-specific regulatory requirements when providing health and safety oversight. The HSO will have a thorough understanding of these requirements and will be able to provide interpretation of these requirements as needed. SPECIFIC RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO: The HSO reports directly to a designated Health and Safety Manager (HSM) or designee. When on a field jobsite, the HSO operates as a member of the Project Management Team in direct collaboration with the Project Manager (PM), Project Engineer (PE) and Site Superintendent to determine the site health and safety requirements and to assist with implementation and enforcement of the site-specific Health and Safety Plan (HASP). It is important that the HSO understands that the site managers (PM and Superintendent) are directly responsible for health and safety on field jobsites - the HSO is a support function designed to provide appropriate levels of guidance and regulatory interpretation to maintain safe work production. In the office setting, the HSO will assist PM Teams and other Safety Division staff members with the development of site-specific HASPs, company health and safety programs and procedures, health and safety equipment/supply logistics, health and safety training programs, and medical surveillance support for company employees. The HSO is required to perform the functions described below, as well as any other safety-related directives issued by the designated Health and Safety Manager (HSM) or designee: * Assist PM Teams to assess the health and safety requirements of a project or jobsite prior to the initiation of any on-site work. This may include reviewing project specifications and/or participation in pre-deployment site walks. * Assist PM Teams to audit/ensure that all jobsite personnel meet any necessary health and safety requirements prior to the initiation of work. Such requirements include, but are not limited to, training requirements and operator qualifications, medical surveillance requirements, and proper documentation of any company and client-specific requirements. * Assist PM Teams with writing site-specific HASPs and task-specific Activity Hazard Analyses (AHAs). * As part of developing the site-specific HASP, the HSO will identify and liaison with local emergency services, design site-specific emergency response/contingency plans, determine the site-specific personal protective equipment (PPE) requirements including respiratory protection, and the site-specific training requirements. * Assist PM Teams with the development of project budgets by providing health and safety-related cost estimates. The HSO will also assist with tracking the health and safety-related expenditures on assigned projects. * Work directly with PM Teams to conduct site safety inspections and provide guidance in the development of corrective action plans for deficiencies and/or safety violations. * Assist PM Teams in defining the boundaries of hazardous exclusion zones, decontamination areas, support zones, and any other functional areas (e.g., first aid and eyewash stations, air sampling locations, break areas, designated smoking areas, evacuation assembly areas, egress/access points, haul routes/traffic control, etc.). * The HSO will assume a lead role in conducting jobsite air sampling and atmospheric monitoring to ensure employees are not exposed to toxins above permissible exposure limits (PELs) and to determine respiratory protection requirements. Related duties include calibration and set-up of monitoring instruments, download and management of electronic data, and packaging and shipping of sampling media to designated analytical laboratories. * The HSO will assist the PM Team with response, investigation and reporting of job-related injuries and illnesses. The HSO will assume a lead role in coordinating case management with WorkCareTM and clinic/hospital staff to ensure appropriate evaluation and medical treatment is provided to the involved employee and will assist with documentation for Worker Compensation claims. * The HSO will directly assist the PM and/or Superintendent with any OSHA or other regulatory inspections of assigned jobsites. AUTHORITY AND ACCOUNTABILITY: Like all Odin employees, the HSO has the authority and responsibility to stop work if any conditions present an imminent health and safety risk and/or threatens the safety of a worker(s), property or the environment. If an HSO must stop work, he/she must promptly inform the PM Team and the designated HSM and assist with the development of a corrective action plan to abate the hazard. The HSO will be held accountable for satisfactory performance of outlined responsibilities and requirements. Performance evaluations will be based primarily upon how effectively the outlined duties are discharged.
