Position Overview
We are looking for a passionate Occupational Health and Safety Specialist to continue to build upon C&S's model of continuous improvement. This position will help foster a culture of safety amongst an array of specialized service groups providing engineering and construction services to clients in both the Construction and General Industry. The H&S Specialist will coach and educate team members; audit construction project locations and compile comprehensive reports of findings; assist engineers, architects, and construction crews with OSHA compliance; ensure that safety equipment required on project sites is available to the employees who need them; and provide relevant training to employees. They will also work to ensure that safety standards and guidelines are consistently met.
Position Responsibilities
Assist in the development and implementation of the Company's safety policies and programs and make suggestions for revisions as needed to maintain its compliance with applicable regulations.
Accomplish job site safety audits using a database and work with site supervision and project managers to correct identified hazards.
Investigate and track incidents, accidents, and near misses for trending analysis.
Work with managers and supervisors in managing hazardous working conditions and eliminating unsafe employee activities. Investigate and recommend improvements in processes, design, procedures and operations to minimize potential hazards.
Assist in the implementation and coordination of the safety training programs. This may include employee orientations, specific program trainings, monitoring and assisting in weekly safety meetings, supervisor trainings, and hazard awareness trainings.
Collect reports required for records and evaluations of performance of Safety and Accident Prevention Programs.
Ensure employee understanding of and compliance with all company policies and procedures.
Ensure that all sub-contractors' employees comply with jobsite safety rules and regulations.
Carry out other such duties as assigned or requested by the Director of Safety and Health.
Attend meetings and conferences required by the company, and other organizations considered advantageous to the company's interest.

PRIMARY SCOPE
The Site Safety & Health Officer works on US Army Corps of Engineer project(s). The SSHO must plan, schedule, and prepare for work to reduce and eliminate hazards in advance. Under the general direction of the Deputy Chief Executive Officer/Chief General Counsel, who serves as the Safety Management System Executive (SMS Executive), the Field Safety Specialist performs a variety of complex duties to ensure that the District's projects are conducted in a safe and efficient manner and that facilities are maintained in compliance with requirements of North County Transit - San Diego Railroad (NCTD) and applicable regulatory agencies.
Distinguishing Characteristics
This position is distinguished by its responsibility for enforcing compliance with regulatory and contract requirements while directly observing, monitoring, inspecting, and auditing projects and activities conducted on the District's property. This position requires prior OSHA and/or construction experience as well as the ability to identify, evaluate, and mitigate public and industrial safety risks.
Supervision Received and Exercised
This position directly reports to the Deputy Chief Executive Officer/Chief General Counsel (DCEO/CGC) and will work closely with the Engineering and Facilities Departments. The position will assist in inspecting projects, activities, and District facilities, as well as administering various safety programs and initiatives. This position has no direct reports but will provide guidance and oversight to contractors and consultants. Further, this position is expected to participate in the sharing of expert knowledge and as a vital member of various project teams that may be instituted.
Working Conditions
Normal working conditions for this position are in both an office and field setting. Business travel will be required periodically between District sites, governmental agencies, consultant's facilities, and other locations as required. The Field Safety Specialist may be required to respond to emergencies at any hour; work may at times require more than 8 hours per day or require irregular hours to perform the essential duties of the position.

Essential Functions
Duties may include, but are not limited to, the following:
* Performs field visits, audits and inspections to verify that safety items stated in the Work Plan for the Right-of-Entry (ROE) permit are compliant with the Roadway Worker Protection (RWP) training and general safety around the track and/or at NCTD facilities where the work is being performed.
* Performs safety reviews for construction-related or special event activities to be conducted within NCTD right of way (ROW) and NCTD-owned property, to include projects completed by NCTD staff as well as those completed by external third parties. Provides feedback and makes recommendations for improvements to project safety.
* Identifies, recommends, and pursues resolution and correction of safety deficiencies, including tracking in the safety database (Vector Solutions) and issuance of corrective actions.
* Prepares, edits, proofreads and/or presents a variety of reports, correspondence, and other documents, including updates to Standard Operating Procedures, Manuals, Plans, Operating Rules, etc.; makes presentations to a variety of audiences as requested.
* Supports management of the environmental health and safety programs as assigned by the DCEO/CGC, including hazardous materials and respirator protection related to bus and rail operations/facilities.
* Develops recommendations regarding programs and procedures to reduce the frequency, severity, and cost of accidents and occupational illnesses, and eliminate or control potential hazards; support implementation of approved processes as needed
* Facilitates and/or attends field safety and project meetings.
* May serve as a liaison with oversight agencies such as Cal OSHA, local cities, and various environmental regulatory authorities.
* Maintains, supports, and promotes a safe work environment while complying with all of NCTD safety rules, policies, and procedures.

This key role supports both internal teams and external clients as part of APTIM's broader initiative to expand its consultancy services in EHS, Sustainability, and Environmental Social Governance (ESG) digital transformation.
The ideal candidate will bring deep experience serving clients in oil and gas, power generation, and manufacturing sectors, with a strong track record in developing and managing air permitting documents--including Title V, New Source Review, and Permits by Rule--as well as compiling regulatory compliance reports such as annual emissions inventories and Title V, NSPS, and NESHAP reports. The candidate will also provide H&S domain expertise on client projects.
This individual will serve as a technical leader, trusted client advisor, and key contributor to the evolution of APTIM's environmental and ESG-focused service offerings.
Key Responsibilities/Accountabilities:
* Lead and support APTIM's internal and external projects within the EHS and Air/GHG/Water/Waste domains including project planning, staffing, budgeting, and execution

Basic Qualifications:

About The Role:
The Public Safety Representative is responsible for greeting guests, directing groups of people, and patrolling the building and grounds of Corporation managed facilities in a friendly, helpful, and professional manner. Provides for the protection, security and safety of the guests, employees, property, and the facility by performing the below duties.
This is a Union position with Teamsters.
Shift:
3rd shift - 10:00pm to 6:30am (Must be available to work at minimum three (3) shifts a week, including at least one weekend shift).
Compensation:
$24.44 per hour (paid on a bi-weekly basis).
3rd shift shall receive a premium of one-dollar ($1.00) per hour.
What You Will Do:
Pleasantly greets, directs, and lends assistance to guests, clients, and employees at the facility or attending an event.
Provides and controls access to showrooms and meeting rooms.
Patrols the building and grounds (2.2 million square ft.) to protect guests, employees, property, and the facility managed by the Corporation.
Monitors and directs vehicle and pedestrian traffic at loading docks and front drive.
Prevents crime and reduces or eliminates hazards by pro-actively alerting the appropriate party of any problems.
Attends briefing sessions to learn what events and activities are occurring within the facility and ascertain the status of show "move-ins" and "move-outs".
Conducts fire prevention duties such as identifying potential hazards, conducting fire extinguisher inspections, and monitoring computerized fire alarm system.
Secures the facility at night and opens in the morning as directed.
Administers First Aid and/or CPR when required.
Operates hand-held radio, electric cart, touch-tone phone, video display terminal, and keyboard.
May be required to prepare written daily logs, written reports on daily and major incidents.
May assist in monitoring closed-circuit surveillance systems and life/fire/safety alarm panel.
May be required to act as dispatch officer and contact person for paramedics and police when needed.
Maintains a professional image at all times.
Other duties may be assigned.
What You Will Need:
High school diploma or general education degree (GED); and two years related experience and/or training; or equivalent combination of education and experience. Previous experience in large public assembly facilities is highly desirable. Courses in criminal justice or security training by a recognized academy, school, or organization desirable.
First Aid / CPR training preferred.
Customer/guest services skills. Strong interpersonal skills, with the ability to diplomatically and tactfully resolve difficult and sensitive situations.
Ability to read and interpret documents such as safety rules, operating and maintenance instructions, and procedure manuals. Ability to write routine reports and correspondence. Ability to speak effectively before groups of customers or employees of the organization.
Availability to work first, second, or third shifts including weekends and holidays.
Ability to arrive at work on time to provide prompt assistance to attendees and guests.
Working knowledge of computers.
Ability to work independently with little direction.
Bilingual a plus.
