This position requires comprehensive knowledge of day to day field operations for the projects in the telecommunication and power industry. The Site Safety Compliance Specialist serves as the company's point of contact for safety with owners and subcontractors.
ESSENTIAL DUTIES AND RESPONSIBILITIES
Assist Safety Director in risk management, identifying potential hazards, recommending corrective action, employee safety training and emergency response procedures, and proper use of PPE.
Requires the experience, knowledge, and skills in safety to administer, direct and manage compliance with the company safety program and incident prevention efforts.
Perform and document job site inspections and audits.

QUALIFICATIONS/REQUIREMENTS
High School Diploma and some college preferred.

Job Summary -- Essential Functions/Duties:
The primary purpose of this position is to support the Utah Test and Training Range (UTTR) and the cruise missle development program as a flight and weapons safety subject matter expert and an advisor for decision making on both technical and non-technical matters primarily involving mission planning and execution in support of the cruise missle system development and testing. **Note: This is a 3-year position with the possibility of yearly renewal thereafter.**
Employee will be responsible for the following primary functions/duties:
During mission execution, monitor and assess the performance of cruise missle test articles in real-time against planned flight parameters/profiles, and recommend courses of action to UTTR mission control center (MCC) Range Safety Officers (RSOs) and Range Control Officers (RCOs) regarding continued test article flight or test article termination.
Conduct independent pre-mission Safety Review Boards (SRBs) to evaluate planned mission profiles and test article performance to ensure adherence to UTTR flight safety requirements and produce follow-on reports with recommendations to the Range Operating Authority (ROA).
Conduct independent analysis of and advise the ROA on the adequacy of cruise missle safety assessments, corrective measures, and risk mitigation following inflight anomalies or mishaps.
When required/requested, represent the UTTR both pre- and post-mission, at a variety of meetings and locations such as design reviews, technical interchange meetings, mission planning meetings, safety evaluations/reviews, post mission debriefs, and mishap/anomaly investigations.
Evaluate test article planned routes of flight to assure range and public safety, conduct manned site surveys, and recommend adjustments as required to routes to ensure safe employment of the test article.
Read, interpret and utilize a variety of maps, Geographic Information System (GIS) products and software, such as SoftWright's Terrain Analysis Package, needed to develop products such as Radio Frequency (RF) propagation analysis and RF coverage plans.
Conduct technical analysis and review of systems designed to support safe weapon employment and flight termination to include RF Link Margin Analysis and Link Budget calculations.
Act as a subject matter expert in analysis of requirements, development/design, deployment, operation, and troubleshooting of Enhanced/Flight Termination Systems in support of the customer and UTTR safety requirements.
Interact and coordinate with the UTTR and the customer as required to ensure all UTTR and customer requirements or agreements are being met or adhered to.
Other Responsibilities:

Summary of the Essential Job Duties and Responsibilities:
1. Performs job safety observations and audits and entering into our safety management system
2. Conducts weekly/ bi-monthly/ monthly safety meetings and entering into our safety management system
3. Conducts/ helps participate in special training meetings, annual review training and all periodic safety training updates.
4. Investigates and brings to resolution any near misses and accidents in our safety management system
5. Ensures all training, medical, driver and DOT employee records are current according to all corporate guidelines.
6. Ensures the timely gathering, data entry and statistical analysis of all job safety observations from assigned location/ locations into our safety management system.
7. Ensures the timely communication of the previous job safety observations results on: 1) statistical deficiency analysis 2) employee participation in the job safety observation process vs. corporate goals for participation
8. Helps ensure the timely completion and reporting of quarterly hose testing to the branch and corporate safety offices.
9. Consults with account managers and field supervisors on an as needed basis to review job procedures for safe work practices.
10. Helps ensure the maintenance of SDS's for chemicals used at his/ her assigned branch location/s.
11. Conducts periodic facility/branch compliance audits to ensure Evergreen North America/GEM, OSHA, MSHA, EPA, State DEQ and DOT compliance standards.
12. Works plant turnaround and shutdown schedules as required by branch management.
13. Creates PowerPoint slides with monthly branch safety statistics for Monthly Operational Review (MOR) meetings
14. Participates in all assigned plant contractor safety meetings and audits.
15. Develops and maintains a positive working relationship with all plant safety and operational personnel.
16. Helps ensure the gathering, assimilation and reporting of contractor qualification information when required.

The field safety representative is a support position within the safety department, reporting to the safety manager, and will assist in promoting the safety and health of field employees and maintaining Flare's programs related to safety, risk management, and worker's compensation. This position requires full-time travel to worksites.
What You'll Do
Duties/Responsibilities
Assist the safety manager with day-to-day field safety operations on various job-sites as assigned and monitor site operations for unsafe work practices.
Train and monitor field staff working on project sites, address safety concerns and enforce company safety, DOT/PHMSA, DOT/FMCSA, and risk management policies.
Inspect job sites for compliance with OSHA, DOT/PHMSA, DOT/FMCSA, and Company/client requirements.
