The County of Riverside seeks candidates to fill positions throughout Riverside County. A list of eligible candidates will be established to fill current and future vacancies. The Riverside County Code Enforcement Department has an opportunity for a Code Enforcement Officer I who will be assigned to Special Enforcement Team (SET) in Riverside.
The Code Enforcement Officer I performs field and office work in the compliance of land use ordinances and related code provisions; confers with residents, business representatives, and other parties regarding the nature of municipal codes and ordinances in order to encourage compliance. Additionally, the Code Enforcement Officer I investigates and reports on complaints, issues warnings and citations, and performs other related duties as required.
Competitive candidates will possess knowledge and experience in state laws, as well as municipal and County codes and ordinances governing land use and zoning; addressing illegal vending; techniques of investigation, including interviewing and fact-finding related to code and ordinance compliance. Certification as a Code Enforcement Officer from a state-recognized organization is highly desired.
The Special Enforcement Team will be scheduled to operate during night hours and on weekends
The Code Enforcement Officer I is the entry-level classification in the Code Enforcement Officer series and reports to the Supervising Code Enforcement Officer. Incumbents perform the more routine investigative and compliance work while acquiring the training and skills necessary to perform the full range of code compliance activities.
The Code Enforcement Officer I is a natural progression underfill for the Code Enforcement Officer II. Incumbents are eligible to promote to the Code Enforcement Officer II level upon successful completion of their probationary period, which would include a satisfactory performance evaluation and any additional qualification requirements.

The Riverside County Code Enforcement Department is responsible for protecting the health, safety and welfare of residents in the unincorporated areas of Riverside County.
* Ensure compliance with County land use, housing, zoning, abatement, and nuisance codes and ordinances by receiving, recording, and investigating complaints regarding non-compliance.
* Contact property and business owners to schedule and conduct on-site inspections; advise residents, business representatives, and other parties of ordinance requirements and seek to gain voluntary compliance through information and education efforts.
* Document code and ordinance non-compliance by taking photographs, measurements, and recording all pertinent information from the parties involved; issue notices of non-compliance and when necessary, citations; prepare clear, concise, and comprehensive files, records, reports, and correspondence.
* Maintain records of inspections and compliance efforts; prepare required documentation for legal actions; may testify in court or administrative proceedings regarding code or ordinance non-compliance; perform follow-up actions as needed to ensure compliance.
* Confer with related agencies and County departments on disposition of complaints and code non-compliance.
Experience: One year of technical experience performing duties involving land use, zoning, building inspections, public safety, code enforcement, administration of justice, or abatement work.
Knowledge of: State laws and municipal and County codes and ordinances governing land use and zoning; the elements of planning and zoning; techniques of investigation, including interviewing and fact finding related to code and ordinance compliance.
Ability to: Read, interpret, and research laws, rules, regulations, legal documents, legal descriptions, maps, and building plans; obtain information and evidence by on-site inspection and interviews; analyze and compile technical information on code investigations and non-compliance activities; establish and maintain effective working relationships; prepare clear, concise, and accurate reports; operate standard office equipment and computer systems to retrieve and enter data.
ESSENTIAL PHYSICAL ABILITIES:
Ability to see, hear, walk, sit, stand, bend, type, manipulate electronic devices (cell phones, digital cameras).
PHYSICAL EXPOSURES:
This is a field position. Physical exposures may include, but not be limited to, weather, including temperature extremes (heat or cold), noxious odors or smells, dust, pollens, various animals, various terrains.
Other Requirements
Possession of a valid California Driver's License is required in order use county vehicles to travel throughout the county.
Completion of P.O.S.T. approved PC 832 training required prior to completion of probationary period.

About the Position of Correctional Officer I/II:
Correctional Officer I is a trainee position. Those hired into this job classification will work initially under close supervision, learning the procedures, practices, techniques, and methods of custody, control, and counseling of inmates. The Correctional Officer I will receive training in all areas of operations, settings, and assignments. They will be working with a broad range of people in various detention settings and assignments. Correctional Officer II is the fully qualified working level in the Correctional Officer series. Incumbents are expected to work independently using judgment and initiative within established department guidelines and procedures.
Position Requirements for Correctional Officer I/II:
* The County jail is a 24/7/365 operation. Persons employed in this class must be willing to work odd irregular and/or rotating shifts, holidays, and weekends.
* Mandated Standards and Training for Corrections program requirements must be completed before permanent status may be granted.
* Must be legally authorized to work in the United States under federal law.
To qualify for this Correctional Officer I an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
* Experience: None required. Some institutional work experience is highly desirable.
* Education: Equivalent to completion of the twelfth grade. (Equivalent to two years of college with course work in criminal justice, sociology, psychology, corrections, and/or behavioral sciences is highly desired.)
To qualify for Correctional Officer II classification, an individual must possess any combination of experience and education that would likely produce the required knowledge and abilities. A desirable combination is:
* Experience: One year of corrections experience in a detention setting.
* Education: Equivalent to completion of the twelfth grade. (Equivalent to two years of college with course work in criminal justice, sociology, psychology, corrections, and/or behavioral sciences is highly desired.

This position is an Extra Help, seasonal sworn position assigned to Shasta County waterways, as a journey level sworn class in the Deputy Sheriff's series. Under supervision, incumbents perform law enforcement, crime prevention, crime detection activities; boating safety, and education on the waterways of Shasta County, and related work as required.
Employees within this special waterways assignment will complete a paid 40-hour Marine Enforcement course.
Extra Help hourly employees may work up to 900 hours in a fiscal year (July 1-June 30). Weekly hours are based on department business needs and may be up to 40 hours per week during this seasonal assignment. Benefits are not included.
SPECIAL NOTE: An individual will be required to pass a background investigation relevant to working in a law enforcement office or facility prior to being hired.
IDEAL CANDIDATE
The ideal candidate will be a law enforcement professional that has completed a probationary period as a sworn peace officer in the State of California, or neighboring states with comparable training hours and standards. In addition, the ideal candidate will have previous experience in traffic collision investigation or prior experience investigating boating collisions.
Duties may include, but are not limited to, the following:
Patrols assigned areas and answers calls for protection of life and property; conducts preliminary investigations; interviews witnesses, victims, and suspects; gathers evidence, and takes statements in connection with suspected criminal activities; substantiates finding of fact in court; serves warrants and civil documents; pursues and apprehends suspects and makes arrests; serves as rangemaster; directs traffic and enforces traffic laws; assists and cooperates with other law enforcement agencies in investigations and arrests; and keeps firearms and other equipment in good working condition.
For Waterways Assignment: In addition to the duties listed above, after completion of the 40-hour Marine Enforcement course, enforcement of all County, State and Federal laws as they pertain to the marine environment, educate the public on the need to boat safely, conduct investigations of boating and public accidents occurring on or near the water; administer first aid to injured victims; operation of patrol boats; writing departmental reports; transports prisoners; directs boating traffic and enforces boating laws; maintains departmental files and records; and prepares detailed reports of all activities.

ABOUT THE DEPARTMENT
The Sheriff's Office is organized into five divisions: Custody, Services, Enforcement, Investigations, and Coroner.
The Custody Division includes the County Jail, the Annex Work Facility, and the Court Transportation facilities. The purpose of the jail is to incarcerate offenders while providing basic medical care for county, state, out-of-county, and federal prisoners who are ineligible to be assigned to alternative custody programs. The jail is a maximum-security facility that houses both pre-sentenced and sentenced persons.
The Services Division includes the local Office of Emergency Services, Personnel and Hiring, Background Unit, Internal Affairs, and Records Unit.
The Enforcement Division handles all patrol-related matters. The Enforcement Division is responsible for municipal law enforcement services within the City of Shasta Lake. The Animal Regulation Unit is also under the Enforcement Division of the Sheriff's Office.
The Investigations Division includes the Major Crimes Unit, Crime Lab, Shasta Interagency Narcotics Taskforce (SINTF), Marijuana Eradication Team (MET), and the AB109 Compliance Team. The Major Crimes Unit augments patrol and investigates property crimes, crimes against people including homicide and sexual assault, and other in-depth investigations. The other units such as SINTF, MET, and the AB 109 Compliance Team augment the Major Crimes Unit along with handling drug-related offenses, probation offenses, parole offenses, and other investigations, as assigned.
The Sheriff is also the County Coroner; therefore, the Coroner's Division is responsible for investigating sudden, violent, unusual, and unexpected deaths when the decedent has not been recently seen by a physician. The Coroner's Division is commanded by a Lieutenant who serves as the agency's Chief Deputy Coroner.
ABOUT THE POSITION
Under supervision, to perform law enforcement, crime prevention, crime detection activities; and to do related work as required in all four divisions of the Shasta County Sheriff's Office.
DISTINGUISHING CHARACTERISTICS
This is the full journey level sworn class in the Deputy Sheriff's series. Incumbents rotate through various assignments and are expected to learn and perform the full range of duties required.

If assigned to the Transportation and/or Alternative Custody Program within the Custody Division: The employee will receive, search, book, fingerprint, and guard prisoners in the jail, other prisoner holding facilities, or other custody facilities; supervise prisoners at work, in transport, during visit conferences, while performing duties associated with Alternative Custody Program (ACP) and other work release functions, and other activities; prepare prisoners for court, visits from attorneys, and for the prisoner's transfer and release; and ensuring the safe transport of prisoners and civil commits between the jail, courts, scheduled medical appointments, hospitals, and prison systems both in and out of the State of California.

A Deputy Sheriff II is responsible for law enforcement, crime prevention, patrol of assigned areas and enforcement of State and Local laws.
Deputy Sheriffs do not rotate into the jail.
Extra Help assignments are non-benefited and may be used for on-call needs up to 29 hours per week (up to 1,000 hours per fiscal year). Extra help employees are not eligible for promotional opportunities open to regular part-time and full-time employees.

The Deputy Sheriff has the responsibility of maintaining law and order within the County by performing law enforcement activities in a variety of assignments: patrol, investigations, court security and civil.
Patrol: Patrol assigned areas; answer calls for protection of life and property and the enforcement of County and State laws; conduct preliminary and follow-up investigations of criminal incidents; direct traffic and detain drivers who are operating vehicles in violation of laws; issue citations and make arrests as necessary.
Investigations: Investigate major crimes against property and persons; conduct extensive follow-up investigation at the scene of crimes and accidents; gather evidence; conduct surveillance; locate and question witnesses; take statements from witnesses; present information to the District Attorney's office for filing of charges; appear in court as directed.
Court Security: Maintain safety and security for all personnel in the courtroom; serve as bailiff in the courtroom; transfer inmates to and from the courts and correctional facilities; search individuals entering the courtroom when necessary; monitor all courtroom activities to anticipate any safety concerns; assist other courtroom personnel and jurors in ensuring smooth operation of the courtroom.
Civil: Serve legal papers such as subpoenas, summons, complaints and writs of attachment, executions and restitution; serve warrants and make arrests; prepare, process and maintain necessary files, documents and reports; perform other work related to the processing of misdemeanor and felony complaints.

ABOUT THE POSITION
Under supervision, to learn to provide for the counseling, care, welfare and custody of juveniles and transitional aged youth at the Juvenile Rehabilitation Facility and promote rehabilitation of residents through evidence- or research-based practices; and to perform related work as required.
JDO's are assigned to the Juvenile Rehabilitation Facility (JRF) or River's Edge Academy and perform the duties of a juvenile correctional officer. The JRF is a 24-hour secure detention facility that provides a safe and secure environment for detained youth. Persons working in this position may be required to work mandatory overtime as needed.
Daily functions include:

The Probation Department conducts pre-sentence investigations, prepares pre-sentence reports, and makes placement recommendations for juveniles and adults accused of felonies. Following sentencing, the department monitors all individuals given terms of probation. The major divisions and "core" functions of the department are adult and juvenile intake, and adult and juvenile supervision.
The Shasta County Juvenile Rehabilitation Facility (JRF) is a 24-hour secure detention facility administered by the Probation Department. The JRF is responsible for the care, custody, and control of youth and transitional aged youth up to twenty-five years of age. DISTINGUISHING CHARACTERISTICS
Juvenile Detention Officer I: This is the entry level Peace Officer position within this classification series. After approximately one year of successful service, successful completion of the basic Juvenile Corrections Officer Core training and at the discretion of the department, an individual may be promoted to a Juvenile Detention Officer II.
Juvenile Detention Officer II: This is the journey level Peace Officer position within this classification series. Incumbents are expected to perform assigned tasks with a high degree of independence and good judgment. Successful completion of one year as a Juvenile Detention Officer I and successful completion of the basic Juvenile Corrections Officer Core training and a Peace Officer Standards and Training (POST) approved PC 832 training is required.
IDEAL CANDIDATE

A treatment focused camp program in the Juvenile Rehabilitation Facility which serves as an alternative to out of home placement. Youth are supervised by Juvenile Detention Officers in a more relaxed living environment while participating in intensive behavioral and mental health treatment.

BILINGUAL PAY: For bilingual speaking skills, Deputy Sheriff Trainees are eligible to receive $60 for Level I and $80 for Level II, per pay period, upon the recommendation of the hiring manager.
RECRUITMENT PROCESS
1. Application review for minimum qualifications will be conducted on a periodic basis.
2. Applicants who meet the minimum qualifications must attend the mandatory, in-person Information Session and Physical Agility Test (PAT). Applicants will receive a subsequent email invitation to sign up for the Information Session and Physical Agility Test once a date has been established by the Sheriff's Office. The Information Session will consist of a detailed discussion about the Deputy Sheriff Trainee position and the completion of a pre-background questionnaire.
The PAT will take place immediately after the information session. Physical Agility Test (PAT) scores from other agencies are not accepted, so please do not submit them.
The Physical Agility Test (PAT) will consist of the following:
* 32-foot dummy drag
* 500-yard run
* 6-foot solid wall climb
3. Applicants who successfully complete the Informational Session (including the pre-background questionnaire) and the Physical Agility Test, will be invited to participate in the Oral Panel Interviews. Candidates must have a verifiable T-Score of 42.0 or higher received by Human Resources by the time of their Information Session in order to participate in Oral Panel Interviews.
4. The dates for Oral Panel Interviews will be provided with advanced notice.

The successful candidate will attend the basic Police Academy to prepare and learn the duties and responsibilities for the position of Deputy Sheriff.
The class of Deputy Sheriff Trainee is the beginning of the career ladder of the law enforcement classes. The position is a non-sworn, civilian training classification to be used while incumbents are attending a certified Peace Officer Standards and Training (P.O.S.T.) Basic Police Academy. The P.O.S.T. approved police academy, as described in and required by Section 832 of California Penal Code, consists of intensive instruction on law enforcement procedures combined with rigorous physical fitness training. Incumbents in this classification receive the same employee benefits as Deputy Sheriff with the exceptions that they will be placed in the miscellaneous retirement category until successful completion of a designated police academy, and as civilian employees, they will not be covered by Government Code Sections 4850 and 3300 through 3311. Upon satisfactory completion of academy training, incumbents will be sworn in as peace officers; placed in the Safety retirement category and appointed to the Deputy Sheriff I classification and begin a one (1) year probationary period.
ENTRY LEVEL REQUIREMENTS/QUALIFICATIONS
Must be able to provide proof of successful completion of a P.O.S.T. entry level law enforcement written exam with a minimum T-Score of 42 or above, by the time of the oral interview process.
Must have a High School diploma or G.E.D.
Must be able to provide proof of age requirement which is 21 years of age. Must be at least 20 1/2 years of age at the time of application.
Must be able to work holidays, weekends, graveyard shifts and irregular hours.
Must be able to pass a comprehensive background investigation and polygraph.
Must be able to pass a pre-employment physical, drug test and psychiatric evaluation.

* Enforces and regulates traffic and motor vehicle rules by monitoring for traffic law infractions, pulling over vehicles in violation of laws, verifying driver and vehicle identification, observing driver and passenger behavior, administering field sobriety tests, and issuing warnings and citations to drivers.
* Renders medical assistance by evaluating the scene, assessing the condition of an individual, providing first aid, requesting medical emergency personnel, and transporting individual to hospital or jail if needed.
* Deals with juveniles by placing juvenile under investigating detention or custody, notifying guardians, dispersing congregated juveniles and providing police presence, and transporting juveniles to appropriate locations as needed.
* Handles disputes and conflicts by observing the parties present, separating parties, restraining parties when necessary, interviewing parties, taking written statements and photographs of injuries, and providing parties with information to resolve the conflict.
* Controls crowds by establishing police lines, observing the behavior of participants, ensuring groups have valid permits, maintaining control using verbal commands and physical force as needed, ensuring state laws and local ordinances are adhered to, and requesting backup resources as necessary.
* Completes reports (e.g., incident, evidence, arrest, activities) and written documentation (e.g., summons, notes for other officers) and forwards to chain of command and appropriate parties.
* Performs court-related activities such as keeping track of court dates, reviewing documentation and revisiting incident scene to refresh memory, explaining details of case to attorneys, presenting testimony, and answering questions under oath.
* Cooperates with and makes referrals to other agencies (i.e., federal, state, and local) by submitting information to appropriate authorities, determining the circumstances of incidents, initiating notifications (e.g., stolen car, missing person) to other units and/or jurisdictions, and participating in joint actions with other law enforcement agencies.
* Interacts with the public and performs community relation activities such as contacting friends and/or families of victims, responding to citizen requests for assistance, communicating with business owners in patrol area, interacting with local parties (e.g., officials, school principals, citizen groups, civic associations) to discuss police services and/or criminal activity, and conducting presentations to local groups to promote public safety.
* Works as a team with other officers by informing responding officers of scene information (e.g., location, potential or known hazards), coordinating actions on scene, ensuring self and other officer safety, and reporting incident information so other officers are informed.
* Participates in training activities by completing basic and advanced technical skills trainings, staying abreast on laws, policies, and procedures, maintaining APOST certification, and participating in physical fitness activities.
* Maintains jails and inmates in custody by ensuring inmate safety and well-being, transporting inmates, and searching inmates and jail for weapons and unauthorized objects.
PHYSICAL DEMANDS:
Job is primarily sedentary involving sitting for long periods, but occasionally involves moderate to heavy physical exertion required for occasional prolonged periods of lifting, climbing, stooping, kneeling, crouching, crawling, or running. May involve occasional lifting of items or objects weighing up to 75 lbs. Work involves physical ability necessary to occasionally subdue or restrain a combative individual and exercise necessary self-defense.
WORK ENVIRONMENT:
Work is conducted both indoors in office setting as well as periodic field visits to external locations such as roadways, businesses, residences, and government buildings. Work involves use of standard office equipment, such as computer, phone, copier, etc. Work may involve the use of specialized equipment such as firearms, hand-held weapons, speed detection devices, vehicle/on-person cameras, first aid equipment and materials, investigative equipment/tools, and analytical tools such as breathalyzers and drug testing kits.
