Reporting to the Senior Director for Maintenance and Operations and working under general direction, the AssociateDirector for Grounds, Landscape, and Recycling provides strategic leadership and administrative oversight for all campus grounds, landscaping, irrigation, and outdoor recycling services in Facilities Development and Operations (FD&O). The incumbent establishes service standards, policies, and fiscal controls, and ensures compliance with University, CSU, and regulatory requirements. Responsibilities include budget development and forecasting, vendor/contract administration, safety and risk management, regulatory compliance, and enterprise-level reporting.
The AssociateDirector is responsible for maintaining University outdoor environment including campus grounds service levels in alignment with university beautification expectations. This position also integrates university-wide sustainability initiatives into grounds operations, including AASHE STARS reporting, CSU carbon neutrality goals, and campus water conservation targets. The role directs implementation of ecologically managed landscape practices such as organic land care, integrated pest management, use of native and drought-tolerant plantings, soil health and regenerative practices, and sustainable stormwater management infrastructure.
The AssociateDirector stewards cross-departmental initiatives with the Office of Sustainability, Utilities Distribution, Environmental Health and Safety, Planning, Design and Construction, and Athletics, providing oversight through an Assistant Manager for Division I athletics grounds. Supports the use of campus grounds as a ‘Living Laboratory', collaborating with faculty, students, and the Office of Sustainability to integrate academic research, applied projects, and educational opportunities into grounds operations while maintaining safety and service standards.
The AssociateDirector oversees an assigned operating budget and directs resource allocation to ensure continuity of operations with a focus on long-term sustainability. The incumbent sets standards and approves plans for maintenance schedules, performance metrics, and quality assurance programs, while holding employees and contractors accountable for execution and documentation through the FD&O work management system. The AssociateDirector authorizes procurement of contractors and vendors, supervises personnel management through subordinate managers, and contributes to the formulation, interpretation, and implementation of policies, procedures, and programs supporting campus grounds and recycling services.
This position is part of the Maintenance and Operations unit of FD&O, which provides services to a university campus spread across five sites comprised of 167 acres, 85 buildings, and almost eight million gross square feet. Maintenance and Operations employs approximately 235 full-time permanent staff and up to nine part-time, seasonal, or contract staff. The assigned operating budget for the unit is approximately $20 million, not including funds associated with maintenance and repair projects.
Key Responsibilities
Reviews compliance reports prepared for the California Department of Pesticide Regulation and the Office of Sustainability
Holds managers accountable for timely pest management responses including insects, bees, wasps, and rodents across campus buildings and grounds
Sets standards and approves water-efficient irrigation strategies, including monitoring irrigation cycles, leak resolution, and irrigation schedules based on ground moisture and weather data
Sets standards and governance for the campus tree care program, including policy for progressive trimming, preservation, and risk management, and holds managers accountable for execution
Directs soil health and fertility programs at the policy level, including the use of compost, organic fertilizers, and regenerative soil practices, while allocating resources to support long-term soil improvement
Maintains functioning of green infrastructure planning and maintenance, including rain gardens, bioswales, and permeable surfaces, to enhance stormwater management and biodiversity
Supports biodiversity and pollinator habitat programs, including development of native plantings, pollinator gardens, and ecological corridors; ensures alignment with state and federal biodiversity goals
Approves work processes and resource allocation to ensure efficient completion of assignments and responsiveness to service requests, based on a prioritized deployment model
Collaborates with internal stakeholders to ensure accurate documentation of utility and landscape mapping systems
Reviews and advises on deferred maintenance and major maintenance multi-year investment plans for campus grounds
Provides feedback and guidance during the design phase of university projects and participates in construction phase oversight to ensure landscape standards and sustainability goals are met
Approves and monitors onboarding, offboarding, and training programs developed by subordinate managers, ensuring consistency across units and compliance with University, CSU, OSHA, and Environmental Health and Safety standards
Establishes performance expectations and accountability systems; reviews reports and inspections prepared by managers, and directs corrective action as needed
Provides leadership on employee performance management and progressive discipline, resolving escalated issues in partnership with University Personnel and ensuring compliance with collective bargaining agreements
Oversees labor relations participation, ensuring proper application of CSU/Union contracts; collaborates with the AssociateDirector on high-level labor matters
Sets safety and workforce development priorities in partnership with Business and Administrative Services and Environmental Health and Safety, ensuring training programs address risk reduction, accident prevention, and regulatory compliance
Advises senior leadership on sensitive or politically complex issues, providing analysis, options, and recommendations for resolution, and ensuring unit alignment with institutional policies
Ensures unit compliance with all regulatory requirements of local, state and federal agencies having jurisdiction or authority over operational activities; to include applicable University policies and standards
Knowledge, Skills & Abilities
Thorough knowledge of administrative and management techniques required to lead and oversee a comprehensive grounds and landscape maintenance program, including hardscape, ornamentals, shrubbery, trees, natural lawns, artificial turf, golf courses, irrigation systems, and ecological pest control; with responsibility for supervising an Assistant Manager and managers/leads
Thorough knowledge of methods, materials, and equipment necessary for grounds and landscape maintenance, including both natural and synthetic environments, irrigation systems, pest control, and arboriculture; provides strategic oversight of an Assistant Manager who directs the development, maintenance, and sustainability of NCAA Division I athletic fields
Thorough knowledge of sustainable and organic land care practices, including international organics standards, OMRI-listed inputs, and Integrated Pest Management (IPM) strategies
Knowledge of ecological restoration, carbon-sequestering landscape practices, and biodiversity-supporting design, with ability to integrate these into long-term planning
Ability to evaluate and apply professional standards from organizations such as the Sports Field Management Association (SFMA), NOFA Organic Land Care, and the Professional Grounds Management Society (PGMS)
Knowledge of refuse/recycling planning and management principles, including development of operational plans, preventive maintenance programs, and quality assurance/inspection programs
Demonstrated ability to interpret landscape plans and oversee complex landscape projects, ensuring alignment with sustainability and design standards
Ability to supervise and provide strategic direction to an Assistant Manager with expertise in NCAA Division I athletic facilities, ensuring athletic grounds operations meet safety, performance, and sustainability standards
Demonstrated skills in budget development, forecasting, and fiscal management, including oversight of labor and resource allocation.
Knowledge of personnel management at the managerial level, including supervising managers, providing guidance on performance management, corrective discipline, and labor relations in a collective bargaining environment

Required Qualifications
Bachelor of Arts/Science degree in horticulture or a related field OR which may be obtained through a minimum of six years of supervisory experience in scheduling, coordinating, and performing grounds operations
A minimum of three years of which are associated with progressively responsible management experience
Six years of professional work experience directly related to landscape management of a large campus or complex, of which a minimum of three years associated with progressively responsible management experience
Experience with sustainable landscape practices as they relate to irrigation, pest control, and vegetation management
Supervisory work experience in management of personnel or employee relations issues
Preferred Qualifications
One or more of the following qualifications are preferred:
Pest Control Certification (QAL or QLC) from the State of California
Certified Grounds Manager from the Professional Grounds Management Society
Certified Sports Field Management from the Sports Field Management Association

Compensation and Benefits
The anticipated hiring salary is $180,000 - $190,000 per year and is competitive and negotiable depending on the strength of qualifications. This is a CSU Management Personnel Plan (MPP) position.

Job Summary
As a direct report to the Provost and Vice President for Academic Affairs, the Associate Vice President for Research and Sponsored Programs (AVP RSP) leads and manages the Office of Research and Sponsored Programs and will lead campus efforts to develop and strengthen capacity and productivity in trans-disciplinary research, scholarship, and creative activity across all disciplines in support of the University's strategic plan. The AVP RSP implements all University policies and procedures relating to research, including external grant and contract proposal development, grant and contract administration, research and regulatory compliance, internal research award programs, intellectual property issues, technology transfer, and economic development. The AVP RSP administers a variety of internal grant programs (i.e., intramural grants as well as center and institute funding); oversees pre-award operations and provides operational coordination and guidance to the Fresno State Foundation on post-award activities; is responsible for student research competitions; works in partnership with University Advancement; and as the campus chief compliance officer, assures currency of campus compliance policies on the protection of human subjects and prehistoric artifacts, animal welfare, intellectual property, conflict of interest, and scholarly misconduct. The AVP RSP has principal responsibility to lead, stimulate, and nurture the culture of and capacity for knowledge creation and discovery, and is expected to find and encourage new funding opportunities for faculty that are consistent with the mission of the University.
In carrying out these responsibilities, the AVP RSP works in consultation with appropriate deans, other academic administrators, appropriate faculty committees including the Academic Senate, and academic centers, as well as individual faculty and staff. The AVP RSP will facilitate the establishment of multidisciplinary teams pursuing and supporting funding opportunities. The successful candidate will work to develop and implement a process for translating research results to commercial products. The AVP RSP provides leadership in increasing total research funding and expanding the University's reputation as a premier innovation center in the region. The AVP RSP serves as University liaison to external public and private grant and contract funding agencies and seeks and manages externally funded University-wide projects as appropriate. The AVP RSP provides leadership in developing institution-wide projects focused on promoting student success and in identifying appropriate funding sources.
Other duties include responsibility for authoring and maintaining research policies and operating procedures for campus employees receiving external funds, generating reports focused on annual goals and productivity measures, assessing and evaluating the impact of implemented policies, monitoring legislation, and revising policies and procedures as necessary. The AVP RSP is charged with creating a climate for success in obtaining external funding and providing leadership to supporting units within the Office of RSP. The AVP RSP provides leadership for effective and efficient office activities, including staff growth and development, budget management, policies and procedures development, and communication with other internal and external constituents. The AVP RSP initiates and implements special projects at the request of the Provost.
Key Qualifications
Ability to collaboratively develop and implement strategies to increase the number, quality, and competitiveness of grant submissions and awards aimed at supporting the overall advancement of units/departments, schools, and the University.
Knowledge of the research life cycle and of how to provide support to faculty for scholarship and research in a university setting.
Ability to oversee an operation that will efficiently support PIs in achieving their grant performance goals, adhering to laws, regulations, and policies relating to Human Subjects research, Animal Welfare, Intellectual Property, Conflicts of Interest, and other research compliance related activities.
Possess a collaborative mindset and strong analytical reasoning, budgeting, and forecasting abilities.
Knowledge of and experience with research compliance.
Ability to work cooperatively and collegially with faculty, staff, students, the community, and regulatory agency personnel.
Strong understanding of federal, state, and private funding agencies and their regulations.
Familiarity with diverse funding sources and the ability to diversify funding streams to support various research disciplines and initiatives.
Demonstrated customer service experience requiring a very high level of diplomacy and professionalism.
Ability to use tact and diplomacy to effectively handle a broad range of high level and sensitive interpersonal situations with diverse personalities, and to respond appropriately to conflicts and problems.

Education and Experience
Ph.D. or equivalent terminal degree and a record of teaching, scholarship, and administrative service sufficient to be appointed to a tenured full professor position in the University.
The candidate must have experience in externally funded grant acquisition, and contract and grant administration.
A minimum of three years of successful management or academic administrative experience.
Preferred Knowledge, Skills, or Abilities:
Proven track record of effective leadership in a complex organizational structure, preferably in a research-intensive academic institution.
Demonstrated skills in an institutional/educational environment possessing a customer-oriented and service-centered attitude.
Significant administrative experience leading a sponsored programs office in a university, industry, or government environment, and experience at an institution of higher education in both pre-awards and operational knowledge of post-award activities.

Qualifications:

Overview:

Position Summary
Reporting to the Director of Counseling & Psychological Services (CAPS), the AssociateDirector provides leadership and management functions for clinical service delivery, as well as clinical consultation to the department's staff and faculty, and to the campus community around mental health emergencies. Responsibilities include: overseeing collection and analysis of data related to clients and clinical services; participating as a member of the CAPS Management Team and serving as the acting Director in their absence; providing administrative supervision to all clinical counselors and clinical supervision of case managers; coordinating clinical services for students with other campus units, as well as community mental health providers; participating as a core leadership member of the Action Care Team; and providing, outreach, workshops, consultation, supervision, and crisis response. The AssociateDirector is actively involved in CAPS delivery providing technical and clinical assistance in the implementation of improvements in access and awareness. The incumbent works closely with the Director in the development and maintenance of policies and procedures in adherence to federal, state, and system guidelines, as well as provides training and updates to the professional staff regarding assigned program responsibilities. The AssociateDirector works under limited supervision. Success in this role comes t**ough collaboration with the Director, administrative staff, campus partners and a diverse population of students. The incumbent acts as the Director's proxy with the University. Position Information
Training, Development, and Supervision
The incumbent plans, develops and manages on- and off-boarding of all new hires; mentors, coaches and provides technical assistance to counseling staff, ensures consistent application of the department's philosophy, curriculum, processes, and procedures; recruits, hires, trains, supervises, and evaluates all administrative and clinical staff, including professional staff, student staff, interns, and volunteers, and manages the participation and observation system of the department.
Program Operations
The incumbent manages and oversees the implementation of policy, procedures, and systems for operating the department in accordance with state licensing regulations, University policies and procedures. This includes staff scheduling, work management, time reporting and absence management, data management and analysis, customer service, purchasing, and implementing systems for communication, record keeping, reporting, and assessment and planning. The incumbent provides direct clinical consultation to the case management team that works within CAPS as well as those case manager and counselor positions that work closely with Residential Life, and University Police. The incumbent providers a lead role in the day-to-day clinic functioning, consults, trains and supports the front desk as needed; and serves in place of the Director when the Director is offsite.
Facility, Health and Safety Management
The incumbent assists in managing aspects of the physical facilities to ensure a safe, healthy, enriching, and well-maintained environment, including purchasing; emergency and safety planning and coordination in conjunction with the University partners; and ensuring adherence to all licensing requirements and quality indicators. The incumbent assists in overseeing the health and safety program including regulatory compliance, and training needs.

Minimum Qualifications
The successful candidate must have an earned Master's degree from a regionally-accredited university, an earned doctorate is strongly preferred, in counseling psychology, clinical psychology, counselor education, social work, marriage and family, or other closely related discipline; must have had a supervised internship, supervised field placement, or equivalent as part of the requirement for the degree, which included clinical assessment, counseling and crisis intervention, preferably with a diverse college age population; must hold appropriate and current California state licensure, or hold appropriate and current licensure in another state or province and be able to successfully obtain California state licensure within one year of appointment; and have at least 5 years of work experience in student mental health and/or community mental health, including 3 years of administrative leadership experience. Additionally, the successful candidate must have extensive knowledge of, and strong capacity in, human resource management, fiscal planning/reporting, and service optimization.
Preferred Qualifications
The candidate is required to have general knowledge of local, state, and federal regulations (including HIPAA, FERPA, and the Jeanne Clery Act) pertaining to mental health care delivery systems. The ideal candidate will have demonstrated ability to interpret technical procedures and regulations, credentialing, and certifications of staff training/qualifications. The ideal candidate will also have previous experience in managing varied campus teams/groups such as case management teams or counselors in residential life teams. Working knowledge of college mental health services IACS (International Accreditation of Counseling Services) accreditation standards is preferred. Experience working with electronic medical record documentation system.
The successful candidate will demonstrate excellent oral and written communication, and clear analytical thinking and reasoning.

The Executive Director establishes the operational core for comprehensive fundraising and engagement efforts, including the university's multi-year comprehensive campaign. Key Responsibilities

Reporting to the Senior Director for Maintenance and Operations and working under general direction, the AssociateDirector for Grounds, Landscape, and Recycling provides strategic leadership and administrative oversight for all campus grounds, landscaping, irrigation, and outdoor recycling services in Facilities Development and Operations (FD&O). The incumbent establishes service standards, policies, and fiscal controls, and ensures compliance with University, CSU, and regulatory requirements. Responsibilities include budget development and forecasting, vendor/contract administration, safety and risk management, regulatory compliance, and enterprise-level reporting.
The AssociateDirector is responsible for maintaining University outdoor environment including campus grounds service levels in alignment with university beautification expectations. This position also integrates university-wide sustainability initiatives into grounds operations, including AASHE STARS reporting, CSU carbon neutrality goals, and campus water conservation targets. The role directs implementation of ecologically managed landscape practices such as organic land care, integrated pest management, use of native and drought-tolerant plantings, soil health and regenerative practices, and sustainable stormwater management infrastructure.
The AssociateDirector stewards cross-departmental initiatives with the Office of Sustainability, Utilities Distribution, Environmental Health and Safety, Planning, Design and Construction, and Athletics, providing oversight through an Assistant Manager for Division I athletics grounds. Supports the use of campus grounds as a 'Living Laboratory', collaborating with faculty, students, and the Office of Sustainability to integrate academic research, applied projects, and educational opportunities into grounds operations while maintaining safety and service standards.
The AssociateDirector oversees an assigned operating budget and directs resource allocation to ensure continuity of operations with a focus on long-term sustainability. The incumbent sets standards and approves plans for maintenance schedules, performance metrics, and quality assurance programs, while holding employees and contractors accountable for execution and documentation through the FD&O work management system. The AssociateDirector authorizes procurement of contractors and vendors, supervises personnel management through subordinate managers, and contributes to the formulation, interpretation, and implementation of policies, procedures, and programs supporting campus grounds and recycling services.
This position is part of the Maintenance and Operations unit of FD&O, which provides services to a university campus spread across five sites comprised of 167 acres, 85 buildings, and almost eight million gross square feet. Maintenance and Operations employs approximately 235 full-time permanent staff and up to nine part-time, seasonal, or contract staff. The assigned operating budget for the unit is approximately $20 million, not including funds associated with maintenance and repair projects.
Key Responsibilities
* Reviews compliance reports prepared for the California Department of Pesticide Regulation and the Office of Sustainability
* Holds managers accountable for timely pest management responses including insects, bees, wasps, and rodents across campus buildings and grounds
* Sets standards and approves water-efficient irrigation strategies, including monitoring irrigation cycles, leak resolution, and irrigation schedules based on ground moisture and weather data
* Sets standards and governance for the campus tree care program, including policy for progressive trimming, preservation, and risk management, and holds managers accountable for execution
* Directs soil health and fertility programs at the policy level, including the use of compost, organic fertilizers, and regenerative soil practices, while allocating resources to support long-term soil improvement
* Maintains functioning of green infrastructure planning and maintenance, including rain gardens, bioswales, and permeable surfaces, to enhance stormwater management and biodiversity
* Supports biodiversity and pollinator habitat programs, including development of native plantings, pollinator gardens, and ecological corridors; ensures alignment with state and federal biodiversity goals
* Approves work processes and resource allocation to ensure efficient completion of assignments and responsiveness to service requests, based on a prioritized deployment model
* Collaborates with internal stakeholders to ensure accurate documentation of utility and landscape mapping systems
* Reviews and advises on deferred maintenance and major maintenance multi-year investment plans for campus grounds
* Provides feedback and guidance during the design phase of university projects and participates in construction phase oversight to ensure landscape standards and sustainability goals are met
* Approves and monitors onboarding, offboarding, and training programs developed by subordinate managers, ensuring consistency across units and compliance with University, CSU, OSHA, and Environmental Health and Safety standards
* Establishes performance expectations and accountability systems; reviews reports and inspections prepared by managers, and directs corrective action as needed
* Provides leadership on employee performance management and progressive discipline, resolving escalated issues in partnership with University Personnel and ensuring compliance with collective bargaining agreements
* Oversees labor relations participation, ensuring proper application of CSU/Union contracts; collaborates with the AssociateDirector on high-level labor matters
* Sets safety and workforce development priorities in partnership with Business and Administrative Services and Environmental Health and Safety, ensuring training programs address risk reduction, accident prevention, and regulatory compliance
* Advises senior leadership on sensitive or politically complex issues, providing analysis, options, and recommendations for resolution, and ensuring unit alignment with institutional policies
* Ensures unit compliance with all regulatory requirements of local, state and federal agencies having jurisdiction or authority over operational activities; to include applicable University policies and standards

* Thorough knowledge of sustainable and organic land care practices, including international organics standards, OMRI-listed inputs, and Integrated Pest Management (IPM) strategies

Compensation and Benefits:
Anticipated Hiring Range: $8,545 - $8,972 per month
The salary offered will take into account internal equity and experience among other factors.

Position Information:
Work status: Full-time/Exempt/At-will
Academic year schedule: Monday through Friday (8:00 am - 5:00 pm), some evenings/weekends.
Summer schedule: Monday through Thursday (7:00 am - 5:30 pm), some evenings/weekends.
This is a full-time management (MPP) position. MPP employees serve at the will of the campus President. MPPs do not serve a probationary period and never receive permanent status.
This position is a "designated position" in the California State University's Conflict of Interest Code. The scope of responsibilities for this position includes making or participating in decisions that may have a material financial benefit to the incumbent. Therefore, the individual holding this position is required to file an initial Conflict of Interest: Statement of Economic Interests ("Form 700") within thirty (30 days) from the date of hire and on an annual basis. In addition, the individual holding this position must complete the required conflict of interest training within thirty (30) days of their appointment and at least once during each consecutive period of two calendar years following the appointment, subject to the Fair Political Practices Commission regulations.
First considerations will be given to candidates who apply by October 3, 2025 and will continue until the position is filled; however, the position may close when an adequate number of qualified applications are received.
As of January 1, 2022, the CSU Out-of-State Employment Policy prohibits the hiring of employees to perform CSU-related work outside the state of California.

Conditions of Employment
Background Check
Satisfactory completion of a background check (including a criminal records check) is required for employment. CSU will make a conditional offer of employment, which may be rescinded if the background check reveals disqualifying information, and/or it is discovered that the candidate knowingly withheld or falsified information. Failure to satisfactorily complete the background check may affect the continued employment of a current CSU employee who was conditionally offered the position.
Drivers License Check
Possession of a valid Driver's License is required. Employees in this position will be enrolled in the Department of Motor Vehicles (DMV) Government Employer Pull Notice Program which confirms possession of a valid driver's license and reflects driving record.
Mandated Reporter
The person holding this position is considered a `mandated reporter' under the California Child Abuse and Neglect Reporting Act and is required to comply with the requirements set forth in CSU Executive Order 1083 as a condition of employment.
Campus Security Authority
This position is designated as a Campus Security Authority (CSA) position under the federal Jeanne Cleary Disclosure of Campus Security Policy and Campus Crime Statistics Act. CSAs are responsible for reporting allegations of Clery Act Crimes reported to them or that they witness. CSA training is required.
