THE DEPARTMENT The Visalia Fire Department is an ALS non-transporting department that protects approximately 145,000 citizens from six stations that are staffed 24 hours a day, 365 days a year, by firefighters prepared to handle any emergency. In the past 2 years the Department has averaged 16,500 calls for service each year. Fire suppression efforts are handled by five fire engines and two aerial trucks as the front-line equipment. Each apparatus is staffed with a minimum of three firefighters including a minimum of one firefighter/paramedic on board. Through passage of sales tax Measure N, a paramedic response program known as the Squad has been established and went live in June of 2021. The Squad program currently consists of 2 emergency response vehicles and 6 single-role paramedics working out of fire stations 51 and 53 respectively.POSITION The Visalia Fire Department is hiring a paramedic to staff the Squad Paramedic Program. This position will be responsible for responding to medical aid and public service calls during peak hours of operation. Paramedics will work a 40 hour per work week schedule and operate as an additional fire department resource performing Advanced Life Support services based upon local policy, procedure, and protocols. The Paramedic Squad units are staffed with two paramedics and are equipped with state-of-the-art EMS equipment. In addition to running medical aid calls out of a fire station, these Squad units will, at times, be strategically deployed all over the city to augment Visalia Fire Department EMS coverage during events such as working fires, hazmat incidents, and various trainings. This position is not represented by the Fallbrook Firefighter's Association Safety or Non-Safety Bargaining groups. This is a Non-Safety/Non-Firefighter position. Under the supervision of a Fire Captain, the Single Role Paramedic provides basic medical care and transport of the ill and injured to hospitals or other emergency care facilities; responds to a variety of emergency and non-emergency calls for service; participates in community risk reduction and public education activities; performs station and equipment maintenance; and performs a variety of other duties relative to assigned areas of responsibility. HOURS OF WORK: Current schedule is a 48/96 schedule with a total of 2912 scheduled hours per year. On 24-hour shifts, regularly scheduled activities are generally performed from 0800-1700 and emergency call responses are performed throughout the work shift. During “regular work hours”, employees are provided two 15-minute breaks and a 60-minute lunch break. Single Role employees are classified as 40-hour employees, and any and all hours worked in excess of 40 hours per week will be paid as 1 ½ times the regular rate of pay in accordance with the Fair Labor Standards Act (FLSA). REPRESENTATIVE DUTIES AND RESPONSIBILITIES: Essential and other important responsibilities and duties may include, but are not limited to, the following: Responds to emergency and non-emergency medical calls for service and provides basic life support functions as indicated. Assists Staff/employees/others in delivering medical care. Participates in the delivery of emergency and non-emergency medical and health care. Supports and assists other fire and medical personnel as directed on medical calls. Transports patients and staff to/from medical facilities in a safe, timely manner. Documents and completes all reports such as: pre-hospital care reports, incident reports, travel information and training and continuing education records as per Policy. Becomes familiar with and maintains medical information in a confidential manner subject to the Health Insurance Portability and Accountability Act (HIPAA) as per Policies. Maintains records and logs of work completed and in-progress. Performs decontamination procedures in compliance with CalOSHA regulations. Completes mechanical checklist for vehicles at the start/end of each shift. Stays current on new innovations relative to community risk reduction and emergency medical services. Performs community risk reduction inspections and pre-incident planning. Studies and keeps up to date on community geography, District rules, regulations, procedures and other training and job-related materials. Gives informative and educational tours of the fire station to school children and other citizens; explains the functions of the Fire District; participates in other public relations activities. In the event of a major emergency, may be called in from off duty to work an extended period of time and is expected to respond per Policy. Performs related duties and responsibilities as required. MINIMUM REQUIREMENTS: EXPERIENCE: No experience required, prior experience working as a paramedic is San Diego County is highly preferred. Paramedics with previous experience working at other public agencies may be eligible for higher starting pay. Single Role Paramedics are required to successfully complete a mentorship period and an Orientation Task Book BENEFITS OF EMPLOYMENT: WORK SCHEDULE: Single Role Paramedics may be assigned 10, 12 or 24 hour shifts as necessitated by the District. RETIREMENT: Full-time Single Role employees will be added to the CalPERS system upon assignment. Part-time employees that are previous CalPERS members or reach a total of 1,000 hours within a fiscal year with the District will receive CalPERS retirement benefits. Once eligible, the employee remains and active member. Employees are responsible for paying the full “employee rate” for their membership class. Retirement benefits provided by the Public Employees' Retirement System (PERS) for either “CLASSIC” employees or “NEW” employees, as defined by the California Pension Act of 2013. CLASSIC employees with 2.7% at age 55 formula for Miscellaneous employees. Employees with this classification are responsible for their 8% contribution. A “NEW” employee is defined as: A new hire who becomes a CalPERS members for the first time on or after January 1, 2013, and who has no prior membership in any other California Public retirement system, or who is not reciprocal with another California public retirement system; A new hire who is brought into the CalPERS membership for the first time on or after January 1, 2013, and who is not eligible for reciprocity with another California public retirement system; or An established member prior to January 1, 2013, who is hired by a different CalPERS employer after January 1, 2013, after a break in service greater than six months. The District provides retirement benefits described in California Government Code, Section 7522.25, known commonly as 2.0% at 62. Final compensation will be based on the highest annual average compensation earnable during the three consecutive years of employment immediately preceding the effective date of his/her retirement.     PAY GRADE: Grade 21 TYPE: Full time Fire Paramedics in the Merit System are responsible for responding to fire calls, emergency medical calls, rescue operations, and a variety of non-emergency calls to protect lives and property. Employees in this job class are often required to perform advanced life support (ALS) procedures including administering injections, starting IVs, and cardiac monitoring. Fire Paramedics spend additional time performing custodial maintenance of fire equipment, fire apparatus, rescue vehicles, and station quarters. Work is performed within established policies and procedures and is reviewed through performance evaluations by a Fire Lieutenant, Fire Captain, or Fire Chief. TYPICAL JOB DUTIES: * Administers invasive health care to patients/victims by following accepted medical guidelines and using specialized medical equipment for the treatment of life-threatening emergencies. * Administers non-invasive healthcare to patients/victims by following accepted medical guidelines and using specialized medical equipment for treating various health-related conditions.. * Conducts fire safety activities for the general public that are designed to reduce the risk of fire related incidents from occurring and enhance awareness of general fire safety precautions. * Deploys fire hoses of varying diameters with different nozzle specifications and incorporates available appliances into fire suppression activities. * Participates in activities that project a positive image of the department to the public by attending off-site facilities or hosting visitors at the station to conduct trainings, tours, and other community-related activities. * Minimizes property loss from incidents by inspecting the scene, assessing what areas of the incident should be preserved for investigation, protecting property from unnecessary damage, and determining what debris should be left undisturbed to permit later investigation. * Locates and removes victims from incident scenes by utilizing specialized rescue techniques and equipment for extrication of victims to minimize trauma, ensure life safety, and transport to the appropriate patient care facility. * Participates in duties related to the maintenance and appearance of the fire station. * Participates in formal and informal training, sessions, and drills to acquire the proper training needed to carry out assigned duties in accordance with department policies and procedures and national guidelines. * Carries out officer/incident commander's fire suppression orders by following incident response guidelines to extinguish the fire and ensure life safety of victims. * Ensures proper operation and readiness of apparatuses, equipment, and personal gear used for incident response by performing scheduled cleaning, inspections, and maintenance to enable safe and effective incident response and mitigation PHYSICAL DEMANDS: Job involves moderate physical exertion required for occasional prolonged periods of lifting, climbing, stooping, kneeling, crouching, crawling, or running. May involve occasional lifting of items or objects weighing in excess of 75 lbs. Work involves physical ability necessary to combat/extinguish fires, respond to emergency medical calls, and deliver patient care. WORK ENVIRONMENT: Work is conducted both indoors in employer-owned facilities (e.g., fire station) as well as regular field visits to external places of business, residences, and emergency medical facilities. Work involves use of firefighting/lifesaving equipment. May be exposed to hazardous weather conditions, roadway traffic, infectious diseases, and angry/irate citizens.
