Program Manager for Test and Evaluation Infrastructure Projects

Seeking an experienced Program Manager to directly support the DoW and the modernization of U.S. test and evaluation infrastructure. The Department of War (DoW) Test Resource Management Center (TRMC) plays a critical role in support of the warfighter. TRMC ensures that DoD components have the appropriate test and evaluation (T&E) infrastructure required to research, develop, field, and maintain military systems. The TRMC funds T&E infrastructure projects in the areas of hypersonics, space systems, nuclear modernization, autonomy and AI, cyber, electronic warfare, directed energy, and DoW test range instrumentation. The duties described in this job description are critical to enable the project management team to oversee the execution of these projects. This effort was established only 18 months ago and the ideal candidate would be excited to play a significant role in creating the team and culture that enables program success.
Under the oversight of the Lead Program Manager, the candidate will:
* Directing the day-to-day project execution on behalf of the Government project office
* Executing projects to achieve cost, schedule, and performance goals in accordance with contract requirements, direction of the Program Management Office (PMO) / Contract Officer Representative (COR), project office leadership, and TRMC policy
* Leading the planning, coordination, tailoring and drafting of the Acquisition Strategy, Project Management Plan (PMP), project Statement of Work (SOW), project office Work Breakdown Schedule (WBS), project office Integrated Master Plan (IMP), and project office Integrated Master Schedule (IMS), and Independent Government Cost Estimate (IGCE) with the Project Lead, Lead Systems Engineer, Chief Engineer, Contract Specialist, and Financial Manager for each new-start
* Coordinating with the Contracting Office during pre-award activities to ensure awareness and proper planning for proposal reviews and the creation of affordable and effective contract agreements
* Coordinating, planning, and prioritizing upcoming tasks and deadlines with the Chief Engineer and Action Officer using the project office Integrated Master Schedule (IMS) and other task tracking software
* Maintaining complete awareness of project statuses and risks across the portfolio and ensure that issues and challenges are anticipated, escalated, and effectively communicated to the Project Lead and/or COR as necessary
* Serving as the primary point of contact (along with the Government COR) with each project performer
* Establishing and maintaining good relationships with the performer's execution team and work to resolve conflicts early and positively
* Owning project-level Risk, Issue, and Opportunity (RIO) Management, including planning, identification, analysis, control, and monitoring across the project life cycle
* Working with the Systems Engineer to prepare briefings, including performer RIO status and burn-down plans to present to the project office Risk Management Board (RMB)
* Working with the Systems Engineer to prepare reports to the Risk Acceptance Authority for decision-making
* Monitoring, assessing, and reporting on performer adherence to contract requirements throughout pre-award, requirements developing, designing, constructing, commissioning, and operations for Test and Evaluation infrastructure projects
* Leading the project team to collect, track, analyze, review, transform, disseminate, visualize, configuration manage, and control proposals, briefings, Engineering Change Proposals (ECPs), contract deliverables, contract data, baselines, and technical documents such as the Systems Engineering Management Plan (SEMP), Contract Work Breakdown Structure (CWBS), Integrated Master Plan (IMP), Integrated Master Schedule (IMS), Test and Evaluation Master Plan (TEMP) / commissioning plan, Life Cycle Sustainment Plan (LCSP), Program Protection Plan (PPP), and others
* Coordinating and attending all performer driven project review meetings such as the Integrated Baseline Review (IBR), monthly project status meetings, technical design meetings such as the Preliminary Design Review (PDR), Critical Design Review (CDR), and Technical Interchange Meetings (TIMs)
* Coordinating, organizing, and attending all PMO directed Project Management Reviews (PMRs), milestone reviews, and other management review meetings
* Working closely in a team of discipline engineers (systems, aerospace, mechanical, electrical, system safety) and project managers (financial, contracts, project controls) to achieve positive project outcomes
* Communicating effectively with stakeholders and leadership
* Preparing, collating, and disseminating briefings and summary reports for the Government COR and PMO for decision-making
* Preparing, collating, and disseminating meeting minutes for all project meetings. Generate, track, and follow up on all action items
* Preparing, collating, and disseminating monthly status reports for each project
* Assisting the Financial Manager with the documentation and dissemination of spend plans, the obligation, allocation and distribution of funds, and the tracking of costs
* Contributing to the long-term planning for the project office
* Contributing to the project office knowledge management repository to document lessons learned, insights, and best practices
* Adhering to DoD/TRMC records management requirements
* Following administrative and sensitive data protection guidelines

Requirements
* Bachelor's Degree and 15+ years of experience in project management, with at least 3 in a senior or lead project manager role
* Demonstrated experience as a project manager accountable for cost, schedule, and performance metrics
* Demonstrated experience leading, managing, and prioritizing cross-functional project execution teams across multiple simultaneous projects
* Demonstrated experience actively managing risks, issues, and opportunities, while maintaining strong relationships with customers and contractors
* Experience using Earned Value Management (EVM) methodologies for project performance measurement and control
* Excellent written and verbal communication skills with experience writing reports and presenting briefings to communicate, status, concerns, and risks to senior leadership.
* Experience translating and communicating engineering feedback and concerns to performers and stakeholders
* Experience with Government contracting
* Familiarity with the structure of the U.S. DoW and Military Services
* A strong desire to learn and problem-solve
* Organized, detail-orientated, and able to multi-task
* Self-driven and able to work without direct supervision
* The ability to effectively direct work in a matrixed team environment
* Proficiency using Microsoft Office Software including Outlook, Word, PowerPoint, Excel, Project, OneNote, SharePoint, and Teams
* The employee is expected to be based in the national capital region and work from the TRMC office in the Mark Center in Alexandria, Virginia. Opportunities for remote postings are possible depending upon the projects that the candidate will support
* Project Management Professional (PMP) certification, or equivalent
* Currently hold a secret security clearance

* DAWIA Level III certification in Program Management or a closely related field
* Experience or familiarity with DoW weapon acquisition programs, those program's Test and Evaluation (T&E) needs, flight test ranges, ground testing, wind tunnels, or other T&E infrastructure

Our dedicated CWL and MTWS team collaborates closely with the Navy, internal production teams, and industry partners to ensure the flawless delivery and operation of these critical systems in laboratory and submarine environments.
Key Responsibilities:
As a CWL Test & Evaluation Engineer, you'll play a pivotal role in the success of our projects. Your responsibilities will include:
Collaborating with CWL and MTWS engineers to conduct testing and integration.
Employing a professional and confident approach when working with various engineering groups within Progeny and external entities to define, document, analyze, conduct, and interpret tests.
Identifying functional issues and proposing effective resolutions.
Operating in a fast-paced, integrated product development team comprising professionals from multiple contracting organizations and DoD laboratory entities.
Developing and analyzing test cases while providing regular progress updates.
Reporting to a supervisor or manager, demonstrating a high degree of autonomy in your work.
This role may require intermittent travel, both independently and as part of a team, to support test events in partner and government labs, as well as shipboard installations in domestic and international locations.
Specific Responsibilities:
Your day-to-day tasks will involve:
Crafting comprehensive test procedures.
Proficiently utilizing electrical measurement tools, such as oscilloscopes and multimeters.
Conducting Verification and Validation for corrective changes.
Performing installations, rip-outs, testing, and validation of tactical systems.
Assisting in configuring the lab in accordance with relevant drawings and port maps.
Supporting informal and formal test events, as well as other customer-driven test activities.
Identifying, analyzing, and documenting software, firmware, and hardware defects and collaborating with the engineering team to troubleshoot and resolve issues.
Occasional travel to submarine home ports for Field Services activities.
Supporting the Logistics team in the development of installation and operation procedures.

**MANTECH** seeks a motivated, career and customer-oriented J **unior Model-Based Systems Engineer** to join our USMC contract out of **Quantico, VA.** MANTECH is responsible for assisting our government customer and ensuring that material solutions developed or acquired by Marine Corps Systems Command (MCSC) are system engineered, integrated, interoperable, and certified to provide the warfighter with equipment required to accomplish their mission. To do that, MANTECH assists our customer to conduct the detailed systems engineering analysis, establishes technical policies and guidance across the Command, and manage the technical investigation and distributed planning required to deliver world class Marine Air Ground Task Force (MAGTF) systems capabilities to the warfighter.
**Responsibilities include but are not limited to:**
+ Support MBSE-related technical and strategy discussions.
+ Develop Digital Engineering Models and Marine Corps compliant systems engineering artifacts with Senior Engineer oversight.
+ Participate in multiple systems engineering projects and accurately represent stakeholder interests
+ Consolidate and report project status updates and issues.
+ Provide technical support to MBSE development projects, including communicating Systems Engineering Technical Review (SETR) events.
+ Prepare and maintain technical systems or program documentation, integrated master schedules, comment resolution matrices, presentations, and training material.
+ Plan, coordinate, and participate in MBSE meetings and events
**Minimum Qualifications:**
+ Bachelor's Degree in a Scientific, Engineering, or Technical area and at least 2 years of Digital Engineering or Model-Based Systems Engineering experience.
+ Ability to learn Cameo System of Systems Architect or other MBSE tools
+ Familiarity with one or more of the following: UML, SysML, UAF, UPDM, BPMN, IDEF
+ Superior written and oral communication skills.
+ Ability to think critically, problem-solve, and influence others to achieve desired results for the project.
+ Capable of working collaboratively on multiple projects simultaneously
**Preferred Qualifications:**
+ Have knowledge of Marine Corps Systems Engineering Processes, including the relationship between MCSC and DC, CD&I.
+ Familiarity with the MCSC Acquisition Guidebook.
+ Knowledge of Marine Corps concepts, practices, procedures, systems and interfaces
**Clearance Requirements:**
+ Must be a US Citizen with the ability to obtain a DoD Secret Clearance.
**Physical Requirements:**
+ The person in this position must be able to remain in a stationary position 50% of the time. Occasionally move about inside the office to access file cabinets, office machinery, or to communicate with co-workers, management, and customers, via email, phone, and or virtual communication.
