Primary Responsibilities

Basic Qualifications
M.S. in Electrical Engineering, Physics, Computer Engineering, Mathematics, or related discipline plus 15-20 years of experience in applied research or advanced development of sensing, radar, or ISR systems.
OR Doctorate in Electrical Engineering, Physics, Computer Engineering, Mathematics, or related discipline plus 13-16 years of experience in applied research or advanced development of sensing, radar, or ISR systems.
Proven track record in leading technology maturation from concept through demonstration and transition to production.
Deep understanding of electromagnetic sensing principles, signal processing, and system performance modeling.
Demonstrated experience developing and executing R&D strategies aligned to DoD priorities or mission objectives.
Ability to bridge the gap between research and production - effectively communicating with both scientific and engineering communities.
Excellent communication, leadership, and collaboration skills across multi‑functional teams.
Must be a US citizen, possess and able to maintain an active DoD security clearance.

* Performs continuing work assignments involving environmental physical science. Participates in and provides support to a variety of complex projects carried out by higher level staff; and carries out smaller projects involving moderate levels of complexity and consequences.
* Responsible for carrying out assigned, well defined, moderate-sized projects or assigned portions of more complex projects, (in-house and by contract), to comply with all applicable Federal, state, and local environmental laws and policies.
* Coordinates curricula and training for assigned program areas at the installation. Support quality improvement and promotes the environmental awareness program.
* Provides advisory services on problems and issues relating to well defined, moderate-sized projects in assigned program areas.

Qualifications
BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:
Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
1. GS-7: You must have completed or will complete a 4-year course of study leading to a bachelor's from an accredited institution AND must have documented Superior Academic Achievement (SAA) at the undergraduate level in the following:
a) Grade Point Average 2.95 or higher out of a possible 4.0 as recorded on your official transcript or as computed based on 4 years of education or as computed based on courses completed during the final 2 years of curriculum; OR 3.45 or higher out of a possible 4.0 based on the average of the required courses completed in your major field or the required courses in your major field completed during the final 2 years of your curriculum.
2. GS-9: You must have completed 2 years of progressively higher-level graduate education leading to a master's degree or equivalent graduate degree:
a) Grade Point Average - 2.95 or higher out of a possible 4.0 as recorded on your official transcript or as computed based on 4 years of education or as computed based on courses completed during the final 2 years of curriculum; OR 3.45 or higher out of a possible 4.0 based on the average of the required courses completed in your major field or the required courses in your major field completed during the final 2 years of your curriculum. If more than 10 percent of total undergraduate credit hours are non-graded, i.e. pass/fail, CLEP, CCAF, DANTES, military credit, etc. you cannot qualify based on GPA.
KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Professional knowledge of environmental physical science principles, practices, techniques, and procedures to carry out tasks and provide support using established procedures and methods in assigned.
2. Knowledge to perform a variety of technical tasks in support of projects assigned to higher level scientists or engineers using established technology to investigate unsanitary or questionable conditions in assigned.
3. Knowledge of applicable Federal, State, and local laws, regulations, and other guidance to use in applying to assigned tasks in the areas of restoration, compliance, conservation, pollution prevention, and/or integration principles and practices.
4. Ability to establish effective working relationships with others.
5. Ability to communicate effectively, both orally and in writing, clearly, concisely, and with technical accuracy.
PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.
VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Your role:
In your role as a Data Scientist, you will use statistical techniques to plan tests and analyze and interpret data. Data Scientists are expected to use statistical techniques to help test teams make better decisions and improve their operations.
What you'll do all day:
BWork directly with test team and data engineers to develop tests and gather test insights using statistical methods and techniques.
Use data science tools to improve data reliability, efficiency, and quality.
Responsible for planning tests to meet statistical requirements, developing Extract, Transform, Load (ETL) pipelines for data, and performing statistical analysis of test data
Responsible for leading the development of statistically valid test procedures, data collection, and analysis efforts in support of Army modernization priorities to include rotary and fixed-wing flight test, distributed Live, Virtual, and Constructive testing, missile flight test, and sensor testing
May be required to attain a Class III flight physical to support experimental flight test in rotary wing and fixed wing flight test, as well as attain explosive handling certification in support of missile flight test requirements.

Minimum 4-year degree in Computer Science, Statistics, Mathematics, Data Science, Computer Engineering, or similar field.
Deep knowledge of common programming languages (Python, R, Julia), data science packages and frameworks (Pandas, NumPy, Scikit-learn, tidyr, tidyverse).
Background working with common data visualization tools (PowerBI, Tableau, etc.) and data visualization packages (Matplotlib, ggplot2, etc.)
Working Knowledge of data pipeline and ETL tools (Apache Airflow, Databricks, Apache NiFi, Azure Data Factory, etc.)
Understanding of statistics and probability (Probability distributions, Bayesian and frequentist statistics, etc.)
Knowledge of common data database technologies (SQL and NoSQL databases, data lakes, data mesh, and data fabric).
Ability to prepare, analyze, and effectively communicate the findings of data analysis to customers, RTC leadership, and outside stakeholders.
Strong written/verbal communication skills.

Maintains active participation in the corporate technical committee for assigned area to include assisting with:

Qualifications
Education/Training
Bachelor's degree required.
Successful completion of an approved clinical laboratory training internship.
Licensure/Certification
Maintains current Alabama license as a Medical Technologist certified in the specialty/specialties required by the laboratory section assigned. Supervisor License preferred.
National Certification such as American Society of Clinical Pathology (ASCP), American Association of Bioanalysts (AAB), or American Medical Technologists (AMT) preferred.
Experience
