Summary
The Field Construction Manager oversees on-site construction activities to ensure projects are completed safely, on time, within budget, and in accordance with design specifications and quality standards. This role coordinates all aspects of field operations, including subcontractors, materials, equipment, and labor, while serving as the primary point of contact between the construction site and project stakeholders.
Responsibilities
Proactively resolve problems & help minimize change orders.
Weekly Report, Monthly Reports, site weekly minutes of meetings.
Attend the contractor's Safety, Environment and Quality meetings; provide a tip in the onsite meeting and update the onsite binder as needed.
Be organized and document all project progress to provide a good paper trail.
Review contractor invoices and schedules and provide feedback.
Conduct weekly project progress meeting.
Be present at all times onsite when work is being performed.
Immediate notification to project manager of all problems or foreseeable issues throughout construction, or any complaint presented by the general public.
Coordinate material deliveries.
Inspect work in progress to ensure that workmanship conforms to specifications, quality and adherence to construction schedules.
Review and understand the project documentation and any related documentation and provide input to enhance the constructability of the Project, taking into account schedule, cost and quality considerations.
Initiate transmission outage requests for project work.
Coordinate as necessary with all local and state municipalities.
Adhere to company policies, programs and procedures as well as Critical Infrastructure Protection (CIP), Federal Energy Regulatory Commission (FERC), North American Electric Reliability Corporation (NERC). Ensure all requirements are maintained throughout the project execution
Availability to support emergency storm restoration efforts.

Qualifications
Directly related experience in Construction and Maintenance of Substation Facilities or Transmission / Distribution Systems is necessary:
4yr degree in a related field and 5+ yrs of field experience, or
2yr degree in a related field and 8+ yrs of field experience, or
10+ yrs of related experience in Construction and Maintenance of Electrical Transmission and Distribution Systems, or Substation Facilities
General knowledge of electric line work and/or substation construction.
General knowledge of electric theory.
Previous experience holding switching and tagging procedures for projects requiring holding markup.
General knowledge of applicable environmental regulations governing construction: storm water pollution prevention, wetlands, stream crossing, and spill response for projects requiring environmental permit or compliance.
Basic knowledge of industry codes governing the electric industry including NEC, NESC, and OSHA.
First Aid/AED training a plus.
OSHA 10 / OSHA 30 training a plus.
Pass pre-employment drug & background screens.

Salary - and Duty Location Recruitment Incentives - and Benefits
Annual Base Salary for newly appointed CBPOs varies as follows:
GS-9: $61,111 - $124,443 per year
Note: A fully trained CBPO is eligible for up to $45,000 in overtime pay in addition to the starting salary.
Officers are eligible to select from an array of federal employment benefits that include health, dental and other insurance plans, generous annual and sick leave, and participation in the Thrift Savings Plan.
LOCATION INCENTIVES: If you accept one of the duty locations listed below, you may be eligible to receive an additional 15%-25% of your salary each year for the first three (3) years of employment in addition to any overtime pay. Some locations may offer 25% for four (4) years.
Duty locations offering 25% recruitment incentives: Otay Mesa, San Francisco, San Ysidro, and Tecate, CA; Key West, FL; etc.
Duty locations offering 15% recruitment incentives: Honolulu, HI; Portal, ND; etc.

Qualifications:
You qualify for the GS-9 grade level in one of the following ways: experience, education, or a combination of both.
Experience: A minimum of one (1) year of specialized experience equivalent to at least the next lower grade level that includes:
Detaining suspected violators of federal, state, or local laws and/or arresting violators using the proper law enforcement methods.
Enforcing laws and regulations relating to importing, exporting, and/or international shipping.
Utilizing intelligence techniques and behavior analysis to identify potential threats.
Conducting interviews in a law enforcement capacity.
Education Substitution: A master's (or higher) degree or an LL.B. or J.D. from an accredited college or university; OR
Combination of Experience and Education: A combination of specialized experience AND successfully completed graduate-level education.

Citizenship: Must be a U.S. Citizen.
Residency: Primary U.S. residency for at least three of the last five years.

This Director will report to the Globa VP of Operations and lead the purchasing and planning team to oversee demand forecast, warehousing, inventory planning, purchasing to streamline S&OP, SIOP, Capacities planning across raw materials, manufacturing, warehousing and purchasing. Responsibilities:
Report to VP of Operations and lead a team to streamline inventory, warehousing, demand forecast, supply planning based on customer projects and production volume, optimize materials flow from raw materials to finished goods.
Develop and improve Inventory KPI and metrics on raw and finished goods, optimize safety stock strategy to avoid shortage, overstock, and obsolescence issues, promote inventory accuracy to effectively control inventory cost.
Oversee warehouse operations, optimize stocking, pick-pack and slotting strategies to further optimize JIT materials flows from inbound, WIP and outbound.
Collaborate with program manager, product manager, R&D, Engineering, production planners, based on short-term and long-term planning and production demand to improve materials flow, implement Kanban and lean process to shorten lead-time and improve overall inventory performance (turns, DOH, Safety Stock, Cycle Stock).
Oversee Purchasing team to improve procurement strategies, ensure proper replenishment strategy to meet production volume and avoid slow-moving inventory.
Collaborate with customers and closely manage customer forecast, address engineering change orders, supply bottleneck in a timely manner to mitigate risk and ensure JIT fulfillment with customer demands.
Drive continuous improvement in material cost, quality, supplier performance, lead-time across logistics, inventory, production, and demand.
Collaborate with 3PL on import, export, and domestic shipments, identify cost effective routes and support sourcing for new logistical methods as needed.
Lead inventory cycle counts, analyze warehouse space to identify the best stocking strategy such as warehouse lay-out, slotting and picking methodologies for both existing and new materials.
Track inventory trend using ERP, identify bottlenecks and issues, work with management to identify root cause and implement corrective action to avoid recurring issues.
Provide hands-on leadership to subordinates, work with Supply Chain Manager to determine staffing, training, and career development strategies.
Qualifications:
Bachelor's degree in supply chain, or related field, higher education desired.
7+ years of tenure as Materials Director, Supply Chain Director, Supply Chain Operation Leader within manufacturing industries, exposure to face pace, JIT contract manufacturing process strongly desired.
Solid knowledge with MRP/ERP, solid knowledge with Microsoft Excel.
Recent experience with JIT, Lean Manufacturing Process, Kanban or Six Sigma methodologies.
