An international development consultant with over 20 years of experience in more than 70 countries worldwide, currently serving as executive vice president and as a member of the Board of Directors of Chemonics International Inc. Provides strategic and operational management for a variety of units and supports Chemonics’ CEO and president in ensuring the firm achieves its vision, mission, and key result targets. Currently oversees Chemonics’ Global Health and Supply Chain Office, which comprises more than 1,500 global staff. Throughout his career, has proven his management capabilities; high aptitude for facilitating and leading groups with different agendas toward a common goal; excellent presentation skills; results orientation; and enthusiasm and commitment to improving the lives of people in developing countries.

Tom led an investment group that acquired Oasis Systems in November 2010. Prior to Oasis Tom was founder and CEO of American Security Ventures, a firm that specialized in raising capital and managing acquisitions for Homeland Security and Biometric Industries. Tom was also CEO of Viisage Technology, which was a publicly traded security company notable for commercializing facial recognition technology. Tom and his team were credited with the company’s turnaround, increasing Viisage’s market value to a $300 million company. For more than 20 years, Tom held a number of senior finance and executive positions at Digital Equipment Corporation (now HP Corporation) including VP of Finance & Administration for the company’s $6 billion U.S. Field Operations and Vice President the company’s $2.0 billion and 5,000-person Federal Systems Group. Tom has served as director for a number public and private companies and faith based organizations. Tom was awarded a Bronze Star as Vietnam combat veteran with the 1st Infantry Division.

Branching out beyond traditional monitoring and evaluation approaches, Neelima has developed successful new methods for harnessing the power of data and technology to increase transparency, accountability and organizational learning, contributing to and helping shape U.S. Government foreign assistance policy. Neelima plays a key role in helping strategize on projects with a special focus on incorporating data use and technology. QED’s work takes place at the intersection of data analytics, network mapping, rapid prototyping, project data visualization, and other tools-providing strategies to incorporate technology solutions to inform better and timely decision making, resulting in organizational and programmatic efficiencies and guiding efficient resource allocation. Neelima has received numerous awards and recognition in her professional career from organizations including News India, Entrepreneur Magazine, Brava Awards, Smart CEO, Moxie Award and has been featured in business leadership shows such as Executive Leaders Radio. Neelima is also a member of the External Advisory Board for the Data Science & Analytics program at Georgetown University. She also serves as a Mentor for Girls in Technology in the DC metro region.
