Key Responsibilities:
Practice servant leadership while coaching and advancing Scrum and Agile practices.
Facilitate key Scrum ceremonies and team collaboration using tools like Jira and Confluence.
Maintain communication with Product Managers, development teams, and leadership on project progress, team issues, and Agile process improvements.
Track development performance metrics and guide the team toward continuous improvement and delivery.

Qualifications:

Certified Scrum Master (CSM) or Professional Scrum Master (CSP).
Minimum of seven (7) years of broad, extensive and increasingly responsible experience applying PM principles, methods, techniques, and tools. At least four (4) years of that experience must have been as a senior PM of one or more large or complex IT projects.
3+ years of experience as a Scrum Master or Agile Project Manager, managing complex digital projects and delivering at least two Agile software projects.

The wage range for this role reflects the wide array of factors considered in compensation decisions. These factors include, but are not limited to, skill sets, experience, training, licensure and certifications, and geographic location. Compensation decisions are based on the unique facts and circumstances of each case. A reasonable estimate of the annual range is $110,000.00 - $155,000.00.

Overview: The Client is seeking a leased employee Information Technology (IT) Project Manager (PM) to support Client's IT Project Management Office. The Client follows a rigorous Enterprise Project Management Process to ensure consistent, high-quality management of strategic initiatives. To maintain momentum on priority enterprise projects, a leased Project Manager is required to manage 2-5 concurrent enterprise-level projects that are in startup or execution phases. This role requires applying PMP methodologies and Client's Enterprise Project Management governance to deliver projects on scope, schedule, and budget, while ensuring alignment with Client's strategic objectives.
The leased Project Manager will:
Manage 2-5 concurrent Client enterprise projects across phases including Initiation, Planning, and Execution, ensuring compliance with Client Enterprise Project Management Process.
Lead all PMP-aligned project management processes including initiation (project readiness), detailed planning, resource coordination, risk management, communications, execution monitoring, and project closing activities per Client's phase gates and controls.
Develop and maintain key project artifacts required by Client such as Business Cases, Stakeholder Lists, Communication Plans, Project Charters, Risk Registers, Project Schedules with defined milestones, Benefit Realization Plans, and Status Reports.
Facilitate formal phase gate reviews and authorizations (Initiation → Planning → Execution → Closing), ensuring all project deliverables meet Client's specified inputs, outputs, and approval requirements per each phase in the Enterprise Project Process.
Work closely with Business Unit Planning Coordinators (BUPC), Business Planning Analysts (BPA), Project Sponsors, Execution Sponsors, and other key stakeholders to confirm funding, resource availability, and alignment with enterprise priorities.
Monitor and control project scope, schedule, cost, and risks, initiating Change Requests as necessary in accordance with Client approval thresholds.

Lead project closeout activities including lessons learned documentation and benefits realization follow-up in coordination with Client's Closing and Benefits Realization processes.

Under the general direction of the Chief of Project Controls, the Performance Management Lead is responsible for management of the Authority's Capital Baseline, including both the funded and unfunded portions of the program. The incumbent is a senior manager within the Program Performance and Risk Management Branch and works in partnership with the leads over Cost, Schedule, and Risk Units to effectively collate, monitor, and report performance against the baseline. to ensure overall performance is on track and provide the Project Controls Office with forward looking assessments of trends. They are responsible for developing, maintaining, and reviewing project controls data including budget, cost forecast, schedule and risk information and providing accurate and timely reporting of the program's performance and variance analysis.
