The Office of Trade Adjustment Assistance (OTAA) provides national leadership and policy guidance to carry out the responsibilities of the Secretary of Labor under the Trade Act of 1974, as amended, which provides training and adjustment assistance to qualified workers as specified by statute and applicable regulations. OTAA issues worker group certifications, as appropriate, which may enable qualified workers to apply for benefits available under the Trade Adjustment Assistance Program. Responsibilities The Administrator for the Office of Trade Adjustment Assistance is the principal advisor, planner, and evaluator of critical aspects of ETA trade adjustment assistance services, management and policies for OTAA. The incumbent oversees trade adjustment assistance administration across ETA and nationally, and coordinates as appropriate with the Office of the U.S. Trade Representative about Trade legislation; the International Trade Commission on investigations, proceedings and affirmative determinations under sections 202 and 421 of the Trade Act, and sections 702, 705, 732 and 735 of the Tariff Act of 1930 concerning studies of domestic industries, determinations of market disruption and affirmative global safeguard, trade agreement, or bilateral or plurilateral safeguard determinations; and the U.S Department of Commerce Economic Development Agency (EDA) responsible for administering the TAA Program for Firms, another remedial Trade Act program. The Administrator serves as the spokesperson and chief subject matter expert to these and other constituencies, directly providing information to and addressing issues or concerns raised by Congressional Members, Office of Management of Budget, and the Administration. The incumbent demonstrates leadership in the development and implementation of the following: (1) develop and manage ETA-wide policy for trade adjustment assistant management; (2) manage Agency-wide strategic and program planning activities for Trade Act and TAA program linkages with the larger public workforce system; (3) develop Trade policy decisions for senior ETA and Department staff; and (4) provides leadership and direction to OTAA and ETA Regional TAA staff regarding trade adjustment assistant functions. Requirements Conditions of Employment Subject to financial disclosure requirements. Must meet Mandatory Technical and Executive Core Qualifications. Must be a U.S. Citizen. Must complete 1 year SES probationary period, if not previously completed. Appointment to this position may require a background investigation. Candidates must have one year of specialized experience at a level close to the work of this job that has given you the particular subject-matter knowledge, skills, and abilities required to successfully perform. Typically, we would find this experience in work within the field or a field that is closely related. You must demonstrate possession of specialized experience in the described duties. As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and to submit documentation of proof of vaccination or to be in the process of requesting an exception to the vaccination requirement before appointment or onboarding with the agency. The agency will provide additional information regarding which forms of documentation can be accepted and how you can request to be considered for a legally required exception from this requirement. Currently, implementation and enforcement of Executive Order 14043 has been suspended pursuant to an injunction pending further litigation. Qualifications To qualify for this position, all applicants must write a narrative in the spaces provided detailing accomplishments that would satisfy each of the Executive Core Qualifications (ECQs) and Mandatory Technical Qualifications (MTQs). You must address each ECQ and MTQ separately. If you fail to do so, your application will be rated ineligible. EXECUTIVE CORE QUALIFICATIONS (ECQs): In writing your responses to the Executive Core Qualifications (ECQs), your narrative must address each ECQ separately in the spaces provided. Each ECQ should contain at least two examples describing your experiences and accomplishments/results. Responses to ECQs must not exceed 10 pages. It is recommended that applicants draft their ECQs in a Word document first, then cut and paste into the spaces provided following each ECQ to ensure length requirements. Business Acumen: This core qualification involves the ability to manage human, financial, and information resources strategically. 5. Building Coalitions: This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. MANDATORY TECHNICAL QUALIFICATIONS (MTQs): In writing your narrative responses to the MTQs, please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled, etc. APPLICANTS SHOULD LIMIT THEIR RESPONSES TO ONE (1) SINGLE SPACED PAGE PER EACH MTQ WITH THE FONT SIZE NO SMALLER THAN POINT 12. It is recommended that applicants draft their MTQs in a Word document first, then cut and paste into the spaces provided following each MTQ to ensure length requirements. 1. Knowledge of and experience in managing an organization directing the administration of a program advancing the employment of U.S. workers. 2. Knowledge and experience overseeing decisions that include negotiations and determinations with entities such as State grant recipients, attorneys, Offices of Inspectors General and related parties as to terms of monitoring, investigations and or other decisions. 3. Demonstrated successful communication skills both oral and written, with diverse stakeholders that developed, contributed to and or resulted in mission accomplishments. Education This position does not have an education requirement.
