Responsibilities and Qualifications QUALIFICATIONS: Bachelor's degree in architecture, engineering, construction, or related field. Ten (10) years of experience with progressively increasing responsibility for overall management for the design and construction of medium to large commercial, industrial, or public construction projects, both new and renovated projects. A record of increasing responsibility in management and leadership of facility design, construction, and maintenance organizations. A minimum of ten (10) years of public agency experience preferred. Demonstrated ability to organize a department for efficiency. Experience in providing executive level leadership for a $300 million capital program required. The incumbent is considered to be “critical personnel” during an emergency and can be subject to being held over or called back to a district location at all times. Maintains liaison with federal, state, and local agencies regarding programs and services. * Directs, coordinates, and reviews the division's districtwide programs in the areas of facilities planning, and design, school utilization, real estate management, facilities construction, buildings, and grounds, and includes the oversight of custodial services. * Management of an in-house engineering team which works with professional engineering services firms and contractors on new and renovation type construction. * Oversees the establishment and updating of engineering assessments for all existing schools to assess and prioritize renovations and repairs. * Oversees the establishment and updating of the facility strategic plan and district-wide strategic plan. * Establishes and oversees project scheduling and school commissioning process. * Establishes an efficient internal organization of technical experts to oversee contracted services providers. * Maintains a high level of customer service. * Ensures facilities are provided and maintained to complement the educational process. * Evaluates capitol business plans and investments to improve the operating efficiency of the district. * Identifies opportunities to eliminate, modify or enhance services and capabilities within a changing economic environment while maintaining high productivity and customer service. * Develops collaborative relationships with central office staff and school-based professionals to ensure expectations are understood and met. * Develops and utilizes operational metrics. * Represents the school district while interfacing with municipalities and governmental agencies. * Serves on an interdisciplinary executive team that provides operational direction to the district. * Facilitates communication between Facilities and other internal and external entities in a timely, accurate manner. * Promotes and provides for staff development opportunities. * Serves as a key focal point for dissemination of information from and to the Facilities Department. * Keeps the Chief Executive Officer Strategy and Infrastructure informed of critical issues. ∗ May be required to serve as a Disaster Incident Management Team (DIMT) member during a disaster or emergency caused by severe weather, fires, power failures, pandemic, or event challenging our security. ∗ Follow the district's policies and procedures as related to all HRMD guidelines and the district's instructional initiatives. ∗ Follow the district's policies and procedures as related to fixed assets. ∗ Develop leadership in subordinates. ∗ Responsible for keeping up to date on current technology being used by OCPS.
