Duties
During the course of their careers, Uniformed Division Officers carry out assignments in protection. Duties include:
Providing protection for The White House Complex, The Vice President's Residence, The Main Treasury Building and Annex, and foreign diplomatic missions and embassies in the Washington, D.C. area.
Traveling in support of the Presidential, Vice Presidential, and foreign heads of state/government missions.
Enforcing mandated protective responsibilities as described under Title 18, United States Code, Section 3056A.
Requirements
U.S. citizenship is required.
Possess a current valid U.S. driver's license.
Be at least age 20 and less than age 37 at the time you receive a conditional offer of employment, unless you have previous service in a Federal Civilian Law Enforcement position covered by special law enforcement or firefighter retirement provisions, including early or mandatory retirement. Applicants with veteran's preference must receive a conditional offer of employment prior to reaching age 40 to continue in the application process.
Carry and use a firearm. Maintaining firearm proficiency is also mandatory.
Possess uncorrected visual acuity of no worse than 20/100 binocular. Possess corrected visual acuity of 20/20 or better in each eye.

A University Public Safety Officer will promote lawful behavior and protect the welfare of students, faculty, staff and visitors as a uniformed presence on campus. The Special Security Services shall manage and perform the following:
Duties & Responsibilities:
All Special Security Services personnel (SCIF Operations), hereinafter SCIF Operations, performing the following tasks shall have a final Top-Secret Clearance with Sensitive Compartmented Information (SCI) eligibility.
On a daily basis, the SCIF Operations shall perform TS-SCI related administrative tasks including filing, copying, faxing, scanning, and answering phones. The SCIF Operations shall coordinate meetings by checking availability and scheduling conference rooms.
The SCIF Operations shall input, update, and extract data in security databases. The SCIF Operations shall provide a quarterly report using GFI and GFE, providing metrics on Security Division SCI services provided to NUWCDIVNPT technical codes and departments.
The SCIF Operations shall provide recommendations for updates to the Sensitive Compartmented Information Facility (SCIF) Standard Operating Procedures (SOP) to the Special Security Officer (SSO) for review and approval. The recommendations shall be based on changes in higher level guidance and regulatory requirements. Upon receipt of the Government approved recommendations, SCIF Operations shall update the SCIF SOP to reflect the same. The Government estimates occurrence of recommendations four (4) to six (6) times a year.
The SCIF Operations shall attend weekly (SSO) meetings to provide technical inputs on security issues and provide updates on assigned tasks.
On a contingency basis and during emergencies, such as power outages or facility alarms, the SCIF Operations shall provide security custodial services to safeguard classified material contained in designated SCIFs. Performance of this tasking may require work outside normal core working hours.
Upon Government notification, the SCIF Operations shall perform SCIF entry and exit inspections. The SCIF Operations shall provide an inspection status report to the SSO.
Upon receipt of GFI, the SCIF Operations shall maintain the SCIF access roster.
The SCIF Operations shall provide recommendations for the development and maintenance of the SCI SETA program. The SCIF Operations shall maintain all security training and documentation provided as GFI. The SCIF Operations shall conduct training including: initial security program indoctrination of employees, annual refresher training, and debriefing personnel. Using GFI, the SCIF Operations shall update training materials. Upon completion of any training, the SCIF Operations shall record training completion in the security personnel file. The Government estimates tasking will occur two (2) to four (4) times per month.
On a daily basis, the SCIF Operations shall mark, catalog, and secure incoming, new classified, and controlled unclassified material in designated SCIFs. The Government estimates an average of three (3) to ten (10) new items received each day.
The SCIF Operations shall inventory all classified material in designated SCIFs. The contractor shall provide an inventory status report to the SSO. The Government estimates this will occur annually, at a minimum.
Upon receipt of GFI, the SCIF Operations shall complete an annual self-inspection of designated SCIFs by using the Government provided checklist. The SCIF Operations shall provide the completed self-assessment checklist to the SSO via the designated information system.
On a daily basis, the SCIF Operations shall maintain the established filing systems of record.
On a daily basis, the SCIF Operations shall maintain existing logs for all classified or controlled, unclassified material.
On a daily basis, the SCIF Operations shall destroy classified or controlled unclassified material designated for destruction. The SCIF Operations shall account for all destroyed documents in the filing system of record. The Government estimates a weekly average of 20 to 50 items destroyed.
The SCIF Operations shall brief individuals going on foreign travel. For foreign travel to high-risk locations, the SCIF Operations shall coordinate with designated counterintelligence agency representatives to participate in the briefing or debriefings. Upon completion of the briefing, the SCIF Operations shall obtain the briefed individual's signature on the foreign travel declaration and file in the filing system of record. Upon return from foreign travel, the SCIF Operations shall debrief the individual and obtain the individual's signature on the Foreign Travel Declaration. If any adverse incidents are reported during the debrief, the SCIF Operations shall report the incident to the SSO. The SCIF Operations shall file the completed Foreign Travel Declaration in the filing system of record. The SCIF Operations shall maintain the Foreign Travel log to record all briefs and debriefs. The Government estimates an average of four (4) foreign travel briefings per week.
On a daily basis, the SCIF Operations shall transmit, via the approved system of record, security clearances for personnel traveling in support of Government events. The Government estimates an average of three (3) to five (5) transmissions per day.
The SCIF Operations shall brief and debrief designated personnel into approved SCI compartments. The SCIF Operations shall update systems of record to reflect the briefing or debriefing. The Government estimates two (2) to five (5) TS-SCI briefings or debriefings weekly.
The SCIF Operations shall package classified and controlled unclassified material in preparation for shipment. The SCIF Operations shall prepare shipmen documentation for classified and controlled unclassified material. The SCIF Operations shall provide the shipment and shipping documentation to the SSO. The Government estimates an average of four (4) shipments per month.
The SCIF Operations shall monitor shipments for classified and controlled unclassified material until shipment reaches its destination and receipts of transmittal are received by the recipient. If receipts of transmittal are not received within 25 days of shipment, the SCIF Operations shall notify the SSO.
Minimum/General Experience:
The SCIF Operations must have the experience, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures.
Must demonstrate the ability or have endorsements that indicate the ability to learn and perform the cited position's duties.
Must demonstrate knowledge of security classification methods, concepts, eligibility for access to classified or sensitive information and the process for granting personnel security clearances/accesses, and knowledge of commonly applied security principles, concepts, and methodologies in carrying out information, personnel, and physical security programs related to the protection of SCI.
The SCIF Operations should have knowledge of the methods of performing such duties as conducting inspections and investigations, collecting, and analyzing information, etc., and skill in weighing the impact of variables such as critical personnel qualifications, variations in building construction characteristics, access and entry restrictions, equipment availability, and other issues that influence the course of actions taken in resolving security questions and issues.

The Visitor and Access Control (VAC) shall manage and perform the following:
Duties & Responsibilities:
The Visitor and Access Control, hereinafter VAC shall conduct visitor control tasking. The VAC shall provide visitor and access control, at NUWCDIVNPT Monday - Friday, during the normal business hours of 0700-1530.
On a daily basis, the VAC shall monitor facsimile and the electronic inbox and Defense Information Service for Security (DISS) or any future replacement system for incoming visit requests. The VAC shall review visit requests for completeness. For incomplete visit requests, the VAC shall notify the requestor of identified discrepancies. For complete visit requests, the VAC shall enter visit request data in the VAC Check-In/Check-Out (CCICO) system provided as GFI. The Government estimates approximately 15,000 visitor requests per year.
Upon receipt of GFI, the VAC shall review form SECNAV 5512/1 for completeness. For incomplete forms, the VAC shall notify the requestor of identified discrepancies. For complete forms SECNAV 5512/1, the VAC shall forward to the Naval Station Newport Pass and Identification (ID) Office. Upon receipt of adjudicated forms (SECNAV 5512/1) from the Pass and ID Office, the VAC shall record the adjudication results in the Visitor Control Database (GFI) and notify the requestor's sponsor, as identified on SECNAV 5512/1. The Government estimates approximately 5,000 submissions annually.
On a daily basis, the VAC shall perform visitor access control services at the NUWCDIVNPT's Visitor Control Center including verifying identities, issuing visitor badges, and briefing visitors on prohibited items regulations.
On a daily basis and upon receipt of GFI, the VAC shall update the Lenel database to reflect changes in access control for designated spaces. The Government estimates an average of 35 to 50 transactions each day.
On a daily basis, the VAC shall collect ID cards, badges, and passes returned to the NUWCDIVNPT Visitor Control Center.
On a daily basis, the VAC shall update CCICO, provided as GFI, to reflect returned items by departing NUWCDIVNPT VAC. The Government estimates 750 to 1,000 returned items per year.
On a daily basis, the VAC shall check-in and record all personnel and visitors entering NUWCDIVNPT Building 80 at the Visitor Control Check-in Desk. The VAC shall verify that visitors meet all requirements for access to NUWCDIVNPT. The Government estimates 20,000 personnel and visitors checking in annually.
The contractor shall manage and perform the following Site Security Manager SSM) services:
Manage user administration and user security.
Monitor CAC cardstock and consumables including ordering, management, and accountability.
Verify policy and procedure compliance.
Site administration and security (including maintaining site's address information for the Real-time Automated Personnel Identification System (RAPIDS) Site Locator).
Verify and monitor documentation and training compliance.
Installation of new hardware components.
Validation of the identity of individuals whose fingerprints cannot be captured.
Document overrides in the event a CAC recipient does not have proper identification documents;
Use of the automated card management system.
The VAC shall perform the following Verifying Official (VO) services:
Serve as the primary individual responsible for issuing CAC/ID Cards.
Protect the privacy and confidentiality of data on the RAPIDS terminal screen.
Verify and scan source documents for adding and updating sponsors and family members.
Verify the identity of card recipients required by the Joint Inter-Service Instruction before entering applicant data in RAPIDS.
View and scan documents that establish benefit or ID card eligibility before entering data into the Defense Enrollment Eligibility Reporting System (DEERS) or issuance of ID cards.
Suspend an individual's commissary, exchange, or Morale, and Welfare and Recreation (MWR) privileges as necessary.
Use the RAPIDS workstation to issue the CAC and Public Key Infrastructure (PKI) Certificates.
Update DEERS as necessary to reflect any change in the personnel category of the CAC recipient. This step automatically issues or revokes certificates as needed.
Update DEERS and terminate a CAC, revoking PKI certificates as requested from the Local Registration Authority or other authorized sources.
Generate and scan the DD Form 1172-2.
On a monthly basis the VAC shall provide a report inclusive of CAC issuance totals, Government, Contractor CACs, and Military ID Cards (if issued), (CDRL B001).

Minimum/General Experience:
The VAC must have the experience, education, or training that demonstrates the ability to follow directions, to read, understand, and retain a variety of instructions, regulations, and procedures.
Must demonstrate the ability or have endorsements that indicate the ability to learn and perform the cited position's duties.

+ Possess the visual acuity to observe the activities of other individuals from a moderate distance
+ This position requires visual observation of personnel working or visiting customer facilities
+ Must successfully complete DCJS training within 90 days of hire
+ Possess good customer service skills
+ Must demonstrate satisfactory oral and written communication skills, including the ability to describe incidents via verbal briefing and written report
+ Must have reliable transportation to sites not accessible via public transportation or pickup/drop-off
+ Must be able to work on cleared customer facility - on site positions only.
+ **Active TS/SCI w/Poly required for this role**
Available Shifts
+ Shifts may vary during the week including days, evenings, overnights, weekends and holidays.
+ Panama shifts (rotating 12 hour schedules) may also be required
