Phased N Research is seeking an experienced Facility Security Officer (FSO) to manage and maintain the company's compliance with the National Industrial Security Program (NISP) and other government security requirements. The FSO will serve as the primary point of contact with the Defense Counterintelligence and Security Agency (DCSA) and ensure the protection of classified information, systems, and facilities. This is a hands-on FSO role responsibility for the full lifecycle of the company's industrial security program in a growing cleared business.
Essential Duties & Responsibilities
Security Program Management
· Serve as the primary FSO in accordance with the National Industrial Security Program Operating Manual (NISPOM).
· Maintain the company's Facility Clearance (FCL) and ensure ongoing compliance.
· Act as liaison with DCSA, government customers, and prime contractors.
· Prepare for and manage security audits, inspections, and self-assessments.
Facility & Physical Security
· Administer facility access control, including badge assistance, activation, and revocation.
· Coordinate with property management and external security providers for facility-related security matters.
· Ensure only authorized personnel are granted physical access to company spaces.
· Oversee closed areas, classified workspaces, and secure meeting environments.
Personnel Security
· Process and manage personnel security clearances (PCLs) through DISS/NBIS.
· Maintain clearance records, visit requests, and access authorizations.
· Conduct security briefings, debriefings, and annual refresher training.
· Manager the full clearance lifecycle, including onboarding, updates, incident reporting, and employee separations.
· Track and maintain detailed records for special access programs and caveats.
· Coordinate employee badging and office identification in partnership with internal teams and external vendors.
Classified Information & Facility Security
· Develop and enforce procedures for handling, storing, transmitting, and safeguarding classified material.
· Oversee classified meetings, closed areas, and secure workspaces.
· Manage classified document control and accountability.
Policy, Training & Compliance
· Develop and update security policies, procedures, and training materials.
· Train employees on security awareness and insider threat requirements.
· Support Insider Threat Program requirements, if applicable.
· Publish recurring security communications and training content to meet Insider Threat and awareness requirements.
· Maintain compliance tracking tools (logs, spreadsheets, briefing records) for inspections and audits.
· Ensure timely reporting of security-relevant personnel changes.
Contracts & Program Security
· Review and manage DD254s for all prime contracts.
· Coordinate with contracts and program leadership to ensure customer security requirements are implemented
· Translate customer and government security requirements into internal procedures and controls.
Required Qualifications
· Prior experience as an FSO or Assistant FSO in a cleared environment.
· Strong working knowledge of NISPOM and DCSA processes.
· Experience with DISS/NBIS and e-QIP (or successor systems).
· Excellent attention to detail, organization, and communication skills.
· Ability to handle sensitive information with discretion.
Preferred Qualifications
· Current security clearance (Secret or Top Secret).
· Experience supporting DoD contracts and multiple clearance levels.
· Experience in a small or mid-sized government contractor environment.
Clearance Requirement
· Ability to obtain and maintain a U.S. Government security clearance.
