Position Summary
Spectrum Control, Inc. (SCI) is seeking a Corporate Security Specialist to work as a support and training liaison with all SCI site FSO / AFSOs and as the Facility SecurityOfficer (FSO) to support our Delmar, DE site. This role reports to the SCI Corporate Security Manager and is part of the SCI global trade & security team responsible for maintaining compliant trade and security processes and controls in accordance with the National Industrial Security Program (NISP), Defense Counterintelligence and Security Agency (DCSA) and other regulatory requirements.
This is a blended role: Approximately 40% FSO/site industrial security and 60% corporate security support. This position will be the primary security point of contact for Delmar, while also supporting the SCI Corporate Security program.
Key Responsibilities
FSO & Security Program Management
Serve as FSO for the Delmar, DE facility; maintain compliance with NISP requirements and support DCSA assessments, reviews, and reporting.
Work with SCI Corporate Security to maintain the facility clearance (FCL), including required documentation, self-inspections and recordkeeping.
Manage personnel security clearances (PCLs), including prescreening, initiation, upgrades, CV updates, and out-processing.
Use government and internal systems (e.g., DISS/NBIS, NISS) to process facility and personnel security actions.
Physical & Information Security
Oversee physical security measures for the site, including access control, badging, alarm systems, key control, and CCTV in coordination with facilities and IT.
Ensure proper handling, marking, storage, transmission, and destruction of classified information and other controlled information (e.g., CUI) in accordance with contract and regulatory requirements.
Manage visitor control, including visit requests and authorizations, escorts, and visitor logs for cleared and non-cleared visitors.
Support and help implement Technology Control Plans (TCPs) and related processes in collaboration with Corporate Security and Global Trade, as applicable.
Training, Awareness & Incident Response
In coordination with the SCI Corporate Security Manager, conduct initial, annual, and specialized security briefings/debriefings (e.g., foreign travel, insider threat awareness).
Promote a strong corporate security culture through security education, reminders, and outreach.
Support insider threat and incident response activities; document and report security incidents, violations, or suspicious activities and coordinate corrective actions with SCI Corporate Security and appropriate government stakeholders.

Plan and conduct periodic security self-inspections for the Delmar site and assist other site FSOs where required, track and close findings and drive improvements to local and corporate procedures and controls.
Support corporate and customer security audits and risk assessments; prepare documentation and brief local leadership as required.
Work with SCI Global Trade and Security on matters under review and voluntary disclosures.
Corporate Support
Provide general security administrative support (e.g., visitor coordination, document and records support, meeting coordination, and other security responsibilities).
Support the SCI Corporate Security Manager and Director, Global Trade & Security by implementing corporate security initiatives, corporate processes, sharing site metrics, and supporting internal assessments and training across SCI locations.

Qualifications
Bachelor's degree in Criminal Justice, Security Management, Business Administration, or related field; equivalent experience considered.

General Description:
Under the direction of the Chief Safety Officer, the Safety and Security Specialist is responsible for assisting with the administration and development of Purple Line Transit Operators' safety and compliance and risk management program. Provides analysis and recommendations that improves performance and safety while reducing risk. This position supports the development of intervention strategies to resolve identified unsafe acts and conditions observed, produces reports, maintains records, and serves as the official representative of the Safety department on accident and incident sites.
This position will support the Safety department with the development and maintenance of all PLTO safety plans, including but not limited to Emergency Operations Plans, SMS plan, Continuity of Operations Plan (COOP), and any other departmental Safety Plans.
Responsibilities/Essential Functions:
Conducts environmental hazard inspections and assists with new safety guidelines to protect workers from unsafe work methods, processes or other hazards not previously identified.
Inspects work areas to detect unsafe or unhealthy working conditions.
Conduct safety investigations, audits records, and makes recommendations for improving safety and best practice.
Perform independent audits and inspections of equipment, facility and/or operations to detect unsafe conditions and practices to ensure compliance with Federal, State, and local laws, regulations, and codes.

Overall duties are but not limited to ensuring USSF compliance with SCI/SAP security requirements per DOD policies and preparing and processing visit requests for travelers to and from the organization via DISS and other systems and managing daily Special Access Program (SAP) operations.
Location: This role can be located at Joint Base Andrews or the Pentagon. Office presence is needed daily. No telecommute option for this role.
Clearance: A currently ACTIVE Top-Secret clearance with SCI is required for this role.
Experience: Years of experience with SAP (5+) and SCI (3+) environments are required for this role.
Required: SEASONED EXPERIENCE MANAGING SECURITY CLEARANCES IN SAP/SCI ENVIRONMENTS FROM BEGINNING TO END (AND ASSOCIATED TASKS LISTED BELOW) ARE REQUIRED FOR THIS ROLE.
Responsibilities are but not limited to:
Assist in developing and executing approved policies and procedures for safeguarding Special Access.
Program (SAP), Sensitive Compartmented Information (SCI) and collateral data in support of US military operations.
Conduct and document SAP facility compliance reviews, follow-on facility reviews, and facility close-outs.
Coordinate with SAP security personnel to ensure lessons learned are incorporated into the curriculum for the SAP security education & awareness program.

Verifying clearance information for network access requests such as NIPR, SIPR, JWICS.
Knowledge of In-processing and Out-processing inbound and outbound members.
Provide administrative support for security tasks, such as updating tracking spreadsheets, data input, updating security data, provide required security data to leadership, booking conference rooms and ensuring VTC equipment supports meeting type, ETMS2 support, and policy review.
Track on boarding of all new government and contractor personnel to ensure each new hire receives an on boarding package, CAC requests are processed in a timely manner, track required security training for staff, NIPR/SIPR account requests, and access to office spaces.
Coordinate office spaces and communication lines for secured meetings.
Assist with ETMS2 taskers and responses. Assist with preparing taskers for staff and coordinate with various offices to gather responses.
Assist with developing and reviewing security policy for HQ USSF to ensure legality, meets all DoD security requirements, and incorporates newest policy/requirements for security field.
Review, update, and track DD254 and supplemental documentation for HQ USSF contracts.
Required Qualifications:
Minimum:
Active Top-Secret clearance with SCI.
5-10 years of experience in Security and Information technology related field.
5+ years of experience working in SAP (Special Access Program) environments.
3 years in SCI management
Demonstrated ability to manage team dynamics and serve as a representative for both the team and ADV.
Prepare and submit monthly reports as needed.
Hands-on experience with critical program information.

Training: The DLA Police is dedicated to providing our military installations with the best possible quality of officer. We at DLA recognize that one of the most important ways to accomplish this task is through dedicated, consistent, and continual training. Our officers receive training through a variety of programs. The bulk of this training is conducted through the Federal Law Enforcement Training Center (FLETC) in Glynco, GA, and the Army Civilian Police Academy at Fort Leonard Wood, MO. Recruit officers begin training immediately while receiving full pay and benefits.
Mission Essential: This position has been designated as a Mission Essential position (e.g., snow emergency days, holidays, increased security periods, national emergency). The position cannot be vacated during war or national emergencies without seriously impairing the mission. Assignments may be performed at any job site within the organization.
Physical Demands: The work requires extended periods of physical exertion derived from such activities as running, walking, standing, bending or driving and occasionally lifting, pushing and/or carrying items weighing 50 pounds or more. Requires stamina, physical agility and dexterity and the strength to pursue, apprehend or detain. The incumbent may be required to push or drag heavy weights of 150 pounds or more. The incumbent is required to exemplify the physical characteristic of agility in the performance of his/her duties. DoD and DLA regulations require at a minimum an initial and annual physical fitness test. The individual will also undergo routine training in defensive tactics, active shooter/hostage response, handcuffing and firearms qualifications which require physical agility, dexterity and stamina.
Work Environment: The work is performed in an environment which involves exposure to regular and recurring discomforts such as extreme variations in weather conditions while directing traffic and performing walking patrols. The incumbent may be exposed to high levels of noise in certain industrial settings, destructive weather or higher Force Protection conditions. The work involves moderate and high risks and possible endangerment of life or serious injury that requires the exercise of safety precautions and use of personal protective equipment such as vests, coats, gloves, boots, goggles, masks, shields, etc. Incumbent may also be subject to uncomfortable conditions where basic facilities may not be provided or functional.

* Coordinate office spaces and communication lines for secured meetings.
* Assist with ETMS2 taskers and responses. Assist with preparing taskers for staff and coordinate with various offices to gather responses.
* Assist with developing and reviewing security policy for HQ USSF to ensure legality, meets all DoD security requirements, and incorporates newest policy/requirements for security field.
* Review, update, and track DD254 and supplemental documentation for HQ USSF contracts.
Required Qualifications:

* Active Top-Secret clearance with SCI.
