The City of Beavercreek is accepting applications for the position of Police Officer. This process is open to Ohio Peace Officer Training Commission (OPOTC) certified applicants. Beavercreek Police Department is a nationally accredited law enforcement agency with a tradition of service excellence and a strong community-oriented policing philosophy. We serve a growing, progressive community situated in the western portion of Greene County, Ohio. The community has a diverse retail and commercial base with an approximate population of 46,549 (2020 census).
SALARY AND BENEFITS
The successful applicant will receive salary and benefits that compare favorably with those offered in business or industry. The starting salary range based on experience, relative to the most current collective bargaining agreement, will be $35.30/hr. ($73,424). Salary progresses incrementally to $52/hr. ($108,160). OPOTC Certified candidates' starting salary will be equivalent to their most recent salary as a full-time Police Officer. Salary ranges may change commensurate with the Collective Bargaining Agreement between the city and FOP Lodge 160.
Police Officers receive shift differential pay, paid vacations, holiday pay, weekend differential pay, personal allowance days and opportunities for overtime payment and/or compensatory time. Additional benefits include an educational incentive bonus, longevity bonus, and an attendance bonus.

MINIMUM QUALIFICATIONS
Applicants for the position must meet the following minimum qualifications at the time of appointment.
Be Ohio Peace Officer Training Commission (OPOTC) certified
Be at least 21 years old at the time of appointment to Police Officer

Must be able to work an 80-hour biweekly rotational schedule including weekend, evenings, nights and holidays on an assigned shift

Each completed application packet, including all associated documentation, will be reviewed for eligibility, qualifications, accuracy, and thoroughness. 2. Written Examination

The Beavercreek Police Department offers full testing services for the position of Police Officer through National Testing Network (NTN). The testing process will remain open until further notice and at the discretion of the Chief of Police.

Upon completion of your scheduled exam, scores are automatically forwarded to the Beavercreek Police Department.
There is a minimum required score of 65% to move to the next phase. All applicants who take the written exam and with a final combined score of at least 65% using the Video and PSSA components of the exam, will advance to the next step of the process.
Applicants that do not attain 65% or better on the written test cannot re-apply for six months from the date of the test.
3. Structured Oral Interview
The interview panel will interview certified applicants who submit completed applications and pass the written test (only required for candidates with less than one year of experience as a full-time law enforcement officer). The interview will take place at the Beavercreek Police Department (Date and Time - To Be Determined). The interview will cover areas that include but are not limited to decision making, interpersonal skills, administrative skills, motivation and initiative. This interview has a maximum score of 100%. Applicants must obtain a minimum score of 70% to pass this interview. Applicants who get a 69% or below will not be eligible for reconsideration for one year. At the conclusion of the interviews, all applicants remaining that obtained a score of 70% or greater will be ranked based on the structured interview score only. After the ranking, and dependent on the number of vacancies, candidates will be moved on to the next phase of the hiring process.
4. Background Investigation / Pre-employment Polygraph Examination
Those candidates who advance to this phase must submit three (3) letters of recommendation prior to advancing to the Chief Oral Interview. Letters must be currently dated (not older than 6 months), signed and contain the address of the person writing the letter. Letters will not be accepted from any relative such as a spouse, parent, etc.
A background investigation/pre-employment polygraph examination will be conducted on the top three applicants, or an amount as determined by the Chief, after the structured interview phase. Some areas of this investigation may include:
Verification of a candidate's qualifying credentials
A review of the candidate's criminal and traffic violation record, if any
An interview with at least three personal references of the applicant
Verification of the applicant's previous employment history
The polygraph results will not be the single determinant of employment status. It is only an investigative aid that will be used together with other information to support decisions relevant to employment status. Refer to form entitled, Clearance Polygraph Information Guide, which will be provided upon notification of eligibility to participate in the Polygraph phase.
5. Chief's Oral Interview
Applicants who successfully complete the Background Investigation/Pre-Employment Polygraph Examination will be invited for an oral interview with the Chief of Police. The Chief of Police may choose any number of applicants to interview from the eligibility list depending on the number of current or anticipated vacancies. The Chief may also choose not to conduct interviews until a vacancy occurs.
If an applicant is chosen, the Chief of Police will forward a recommendation to the City Manager for consideration. If a conditional offer of employment is extended to the applicant, they will participate in the remaining phases of the hiring process. Should the applicant fail to pass any remaining phases of the conditional offer of employment, they will be eliminated from the hiring process.
Should an applicant be considered twice for vacant positions but not selected, the City shall have the authority to remove the applicant from the eligibility list. Any candidate that is not offered a conditional offer of employment after the Chief's Oral Interview will not be considered for a period of two years from the date of notification that they are removed from the eligibility list.

6. Conditional Post Offer Polygraph
This polygraph explores medical, physical and psychological aspects of the applicant.
7. Psychological Examination
A psychological examination is designed to assess the appropriate, adequate, acceptable or desirable psychological, emotional, and personality profile and characteristics, traits, qualities, attributes and tendencies to perform as a Beavercreek Police officer. It will also evaluate an applicant to determine whether that person has the ability to endure stress associated with the nature of the job.
8. Medical Examination
A medical examination of each applicant will be conducted after a conditional offer of employment but prior to actual appointment to probationary status. This examination is to identify any medical problems that might inhibit work performance, shorten a career or contribute to work-related disabilities. Areas of evaluation will include but are not limited to: audio examination, eye examination, blood and blood pressure evaluation, medical history and clinical examination. Tests may include physical examination, health & medical history, hearing test, vision test, urine dip, non-DOT 5-panel drug test and EKG (non-stress). A drug screen will be included in this examination along with any tests needed to register the new hire with Ohio Police & Fire Pension Fund.

Applicants with less than 1 year of full-time law enforcement experience that do not attain the minimum required score of 65% on the NTN Examination will be eligible for re-application and re-test six month from the date the exam/assessment was completed.
Applicants that do not attain a score of at least 70% during the Structured Oral Interview will be eligible for re-application and re-test one year from the date of the interview.
Applicants that are disqualified as a result of the background/polygraph phase or Chief's Interview shall be informed, in writing, and may not re-apply for two years from the date of disqualification.
DURATION OF THE APPLICANT PROCESS
The selection process will be ongoing. A rolling eligibility list will be established and candidates may be processed accordingly as vacancies occur within the organization. General timelines for phases of the process, after completing and passing the written exam, are as follows:

While all roles serve as security technical experts, the focus of the duties varies by specialization. Candidates may be considered for one or more of the following roles based on their qualifications.
* Acquisition Security
Integrates security disciplines into the acquisition process to protect weapon systems and program information. Develops Program Protection Plans (PPP), identifies Critical Program Information (CPI), and defines security requirements to protect Controlled Unclassified Information (CUI) throughout the system lifecycle.
* Collateral Security
Manages the organization's overall security program, including Physical, Information, Industrial, and Personnel Security. Develops and conducts security training, manages the personnel security clearance process, oversees facility security compliance, and implements continuous improvement based on risk management assessments.
* Foreign Military Sales (FMS) Security
Manages international security requirements for FMS cases, serving as the intermediary between industry, U.S. government, and foreign customers. Develops and implements security plans for program protection, technology transfer, and transportation, ensuring compliance with U.S. and foreign regulations.
* Special Access Program (SAP) Security
Serves as the subject matter expert for Special Access Programs (SAP), managing all security aspects including personnel access, classification management, and physical/technical security of SCIFs. Leads self-inspections and formal audits of government and contractor facilities to ensure strict compliance, directs corrective actions, and investigates security incidents.
Duties Include:
* Plans, organizes, and manages the security activities of assigned programs at contractor and government locations ensuring that all elements of protection complies with legal and regulatory requirements and meets customer needs throughout the program. As the security technical expert for these systems, the incumbent is responsible for the development of policy for the protection of assigned programs Air Force-wide including at contractor and other DoD activities.
* Administers the physical, information, industrial, personnel, and operations security programs as applied to assigned activities/systems. Ensures all training is conducted in accordance with appropriate directives and is documented.
* Administers Program Protection Planning efforts. Identifies and validates mission security needs through evaluation or development of security elements of applicable program. Identifies program funding for program protection planning and system security activities and system components.
* Represents organization with DoD, USAF, HQ AFMC and various Center organizations as well as government customers and contracted organizations. Establishes, develops, and maintains effective working relationships with these organizations.

Qualifications
In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.
SPECIALIZED EXPERIENCE: Applicants must have, within 120 days of this announcement, at least one (1) year of specialized experience at the next lower broadband NH-02, equivalent to the next to lower grade GS-11 or equivalent in the Federal Service. Specialized experience must include development and implementation of policies, procedures, standards, training, and methods for identifying and protecting information, personnel, property, facilities, operations, or material from unauthorized disclosure, misuse, theft, assault, vandalism, espionage, sabotage, or loss. Certified applicants with no police officer experience.
Certified police officers from jurisdictions outside of Ohio.
Police officers with fewer than three years of service as a police officer who did not previously graduate from the Columbus Division of Police Training Academy.
Certified lateral hires completing the 31-week academy will complete a 15-week Field Training program on Patrol.

Purpose: Under the immediate supervision of the Director of Public Safety, Lieutenant, and/or Sergeant, Police Officers are charged with the responsibility for carrying out assigned functions of the department. This includes protecting life and property, preserving the peace, preventing crime, and the enforcement of state and federal laws as well as rules and regulations of the University of Mount St. Joseph. Each officer will be accountable for conditions and incidents that develop during his/her tour of duty and are personally responsible for adherence to the rules and regulations of the University and the Department of Public Safety as they apply to all officers.

Investigate traffic complaints and accidents
Investigate criminal complaints
Issue College ID cards and parking permits
Maintain key inventory and appropriate records
Assists with fire and other safety inspections
Provide oversight for policies, procedures, and BMV checks related to use of College vehicles
Maintain office procedures
All Officers
Perform responsibilities of Duty Personnel as appropriate and when assigned
Patrols buildings and grounds on foot and in patrol vehicle
Note and report all situations or conditions which are discovered to be a danger to campus and public safety; remedy or secure the area until a remedy is effected
Note all suspicious persons or occurrences that come to their attention, and take appropriate action
Prepare and maintain files of daily activity reports, incident reports and all required paperwork in a detailed, timely and accurate manner
Responsible for opening and securing buildings on campus at prescribed times
Escorts of persons, money, and/or receipts as needed by College departments
Assist stranded motorists whenever possible
Assist local law enforcement and other emergency services as needed, responding to life squad and other fire and emergency runs
Administer emergency victim care as appropriate
Perform police duties at special events
Contributes to team effort by welcoming new and different work requirements; exploring new opportunities to enhance the services of the department; helping others accomplish related job results as and where needed.
Primary Contacts: Director of Public Safety, Lieutenant, Sergeant and other department officers and staff; students, faculty, staff, university visitors, Sisters of Charity personnel and residents; emergency response personnel and other members of the campus community.

Qualifications
Education: Minimum high school diploma; certified peace officer
Experience: Peace Officers related experience required; experience with college campus safety and security issues preferred; knowledge and work experience in general office and emergency dispatch procedures
Specialized Training: Ohio Peace Officers Training Academy, Patrol Certification or equivalent; OR any combination of education, experience, or training that provides the required knowledge, skills and abilities; clean criminal background and traffic record with current valid drivers license required.
