Toyon Research Corporation is seeking a Contractor Program Security Officer (CPSO) to work closely with Security Officers and Program Managers to assist in security compliance duties. These duties include supporting the PSO in daily security operations, assisting with paperwork preparation for visit requests, training, maintaining personnel security files, and assisting with preparations for inspections. Responsibilities require active communication and planning among various members of the program management and security team. A highly qualified candidate will provide attention to detail and initiative to proactively ensure duties are completed in a timely manner.
Responsibilities:
Coordinate various activities among security officers, program management, customers, and outside parties related to program execution, management, and planning
Lead security meetings to coordinate logistics and follow-up activities
Draft and/or update a myriad of security documents (i.e., SOP's, OPSEC plans, Security Test Plans, Fixed Facility Checklist (FFC's) and other documentation)
Ensure personnel folders (electronic/hard copy) have the required documentation (i.e., approved Program Access Request (PAR), training, and Program Indoctrination Agreement (PIA))
Review documentation, validate office procedures, and conduct physical security inspections
Coordinate with the IT team to ensure hardware and software are properly documented and integrated into the facility space
Coordinate and conduct security awareness, training, briefings, indoctrinations, and educational programs
Act as an Alternate COMSEC custodian
Respond to alarms and other emergencies to include after normal business hours and/or nights/weekends
Requirements
Bachelor's degree in an applicable field; or equivalent experience;
Minimum of two years of direct DoD security experience
Comprehensive knowledge of security manuals, directives, and Executive orders to include but not limited to; EO 13526, DoD 5220.22-M (NISPOM), ICD 705, DoDM 5200.01, Volumes 1-4, DoDM 5205.07, Volumes 1-4, DoDI 5205.11 and DoD 8500.01
Computer proficiency (Microsoft Office - Excel, Word, and PowerPoint)
Excellent interpersonal and communication skills, written and oral
Ability to work well in a team environment
Self-motivated, with an ability to prioritize and handle multiple tasks simultaneously, while maintaining an acute attention to detail
Must be willing and able to travel approximately 10% of the time

The annual pay range for the Contractor Program Security Officer (CPSO) is $90,000 to $120,000.
The posted pay range values provide the candidate with guidance on annual base compensation for the position, at a full time level of effort, exclusive of overtime, bonus, and benefits-related compensation, over a range of qualifications that may fit hiring objectives. The Counter Sniper Team (CS) is a specialized unit within the U.S. Secret Service Uniformed Division that provides global long-range observation and tactical support to U.S. Secret Service protective details. * Possess uncorrected visual acuity of no worse than 20/100 binocular. Possess corrected visual acuity of 20/20 or better in each eye. (Note: Lasik, ALK, RK, and PRK corrective eye surgeries are acceptable eye surgeries for Uniformed Division Officer applicants. Applicants will be considered eligible for the Uniformed Division Officer position provided specific visual tests are passed. The following are waiting periods for visual tests: Lasik-2 months after surgery, PRK-6 months after surgery, and ALK and RK-one year after surgery)
* You must successfully complete and pass the Ishihara Color Vision Test.
* Hearing loss, as measured by an audiometer, must not exceed 25 decibels (A.S.A. or equivalent I.S.O.) in either ear in the 500, 1000, and 2000 Hz ranges. Applicants must be able to hear the whispered voice at 15 feet with each ear without the use of a hearing aid.
* Obtain a Top-Secret Clearance and retain it during your career.

It is a physical fitness assessment, which consists of four components (push-ups, sit-ups, Illinois Agility Run and a 1.5 Mile Run). The APAT is designed to measure the current level of general physical fitness of an applicant, which serves as an indicator of an applicant's ability to safely complete a vigorous physical training program. It evaluates an applicant's ability to perform the physical tasks required on the job by measuring muscular and dynamic strength, endurance, flexibility, aerobic capacity and other factors related to physical aptitude. The standards are anticipated to be the same regardless of age, gender or position.
General Medical Requirements:
As determined by the Office of Personnel Management, the duties of this position require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of fingers, wrist, elbows, shoulders, hips and knee joints is required. Arms, hands, legs and feet must function sufficiently in order for applicants to perform the duties satisfactorily. Since the duties of this position are exacting and involve the responsibility for the safety of others under trying conditions, applicants must possess emotional and mental stability.

* Recruitment Incentive: Applicants may be eligible for a $60,000 recruitment incentive in accordance with regulatory requirements. The first installment of $15,000 will be paid following successful completion of Secret Service CS specialized training. A second installment of $15,000 will be paid following one year of service post specialized training and an acceptable performance rating. The third installment of $15,000 will be paid after a third year of service post specialized training and an acceptable performance rating. The final installment of $15,000 will be paid after a fourth year of service post specialized training and an acceptable performance rating. Provision of these payments require the execution of a four-year Continuing Service Agreement (CSA) with the agency. Newly hired employees who resign from the USSS prior to the expiration of the CSA will be required to repay the recruitment incentive. WORK SCHEDULE: Newly appointed Uniformed Division Officers normally work a 40-hour workweek on a set schedule (e.g., 6:30 am - 3:00 pm, 2:30 pm - 11:00 pm, or 10:30 pm - 7:00 am shifts). Workdays and shifts will vary depending on assignment and manpower requirements.

Position Summary
The International Security Specialist (ISS) will perform daily acquisition and operational security duties supporting the customer's international program. The ISS will liaison with the Joint Program Office's International Partners and Foreign Military Sales countries to transmit mission critical information to and from the international partners/participants, ensure all required security documentation is submitted by the partners/participants in a timely manner, provide security mentorship and training, and provide staff assistance visits to ensure compliance with treaty level agreements and US government security regulations. Essential Duties and Responsibilities

Salary and Benefits

Public Safety Officer - Unarmed - Day Shift

The Public Safety Officer, under the supervision of the Public Safety Lt., patrols assigned areas of the Medical Center to identify and/or respond to unsafe conditions and emergency. In addition, the officer will answer calls for service pertaining to unauthorized or illegal activity within the building or campus grounds. All officers respond to emergencies and calls to assist with combative patients or visitors, fire alarms, infant/child abduction, active shooter etc. On a routine basis each officer will perform inspections for hazards and unusual situations, lock or unlock doors. Handle trespassing issues, property receipt and issue, deceased patient transport etc. Officers are routinely assigned the task of testing and inspecting Public Safety and safety equipment throughout the campus monthly.
Must be able to work well with all levels of individuals ranging from administrators and physicians to indigent patients. Officers must be able to think quickly on their feet, apply common sense, local, state and federal laws, VH policies and be problem solvers. Officers are required to exhibit customer excellence at all times and model the VH mission, vision and values.
Each officer properly and completely documents all rounds; writes the necessary reports about all incidents; submits reports by the end of the shift during which the pertinent incident occurred. Officers must be proficient in the use of the RMS Public Safety incident computer-based system and the VH Risk Qual System. Officer must know when to communicate information confidentially and which method of communication should be used for the type of communication being given.
Each officer immediately corrects problems or writes appropriate work orders or memos or reports problem to safety officers and others when safety related problems are observed; Public Safety Officers inspect fire extinguishers and eye wash stations and conduct or assist others in conducting other safety and Public Safety inspections such as Environment of Care Rounds as assigned; test and check alarm system equipment and other equipment as assigned to make sure they are functioning correctly; perform fire watches when requested; monitors Camera systems, Infant Abduction systems, Fire Alarm systems, Medical Gas Alarms, and generator alarms. Investigates reports of loss and damage property and reports of criminal activity. Assist law enforcement within custody individuals as needed.
Each officer is required to have a strong working knowledge of the facility assigned, Campus grounds and all related buildings on Campus; analyze and coordinate responses to all alarms on the property; respond to emergency incidents and provide physical Public Safety to our command location; perform inspection of buildings, doors (interior and exterior) to make sure they are opened on time and secured after the regular business day; pick up cash deposits daily to be delivered to the cashier's office in the. Officers are requested periodically to search patient rooms and patient property for contraband and if found to take the proper safety steps to render them safe. Respond to AirCare landing and take offs.
Each officer is courteous to the public (patients, visitors, employees, doctors, sales and service people, neighbors and passers-by, etc.). Shows a professional attitude consistently; promptly responds to such requests 95 percent of the time. When this is not possible because of higher priority, the person or department requesting services is promptly notified. Officers provide detailed directions when requested by a visitor or patient; provide escorts to staff members when requested on off business hours. Provide patient and staff Public Safety and safety stand by for terminations, TDO hearings. Escorts disgruntled individuals from the building or property.
Responds to emergency calls for service consistently in a prompt manner. IE. Fire, Biological, Mass casualty, Hospital Lock Down, Radiation Emergencies and Active Shooter; uses sound judgment and discretion in handling such calls 100 percent of the time; prepared to assist special needs patient population; assists in transporting patients to BHS; monitor ECO/TDO patients; intervenes in patient, visitor or family disputes and maintains order. Provides assistance to staff when they are working with an aggressive person and intervenes as necessary before staff are injured.
Public Safety Officer may be exposed to chemicals and persons with various illnesses, and individuals with aggressive behaviors.

* Provide Technical Security Expertise for NGA Facilities: Offer comprehensive technical advice, and guidance. This involves preparing specialized technical risk assessments, TSCM reports of inquiry, tailored briefings, and assisting with technical security plans and policy execution.
* Analyze and Mitigate Security Deficiencies: Conduct in-depth analysis of complex physical and technical security issues, ensuring NGA's compliance with ICD 705 (SCIF physical security standards) and DoD standards for collateral areas. Identify physical and acoustical security deficiencies and develop cost-effective corrective actions.
* Perform Signal Intelligence and Threat Assessment: Conduct Radio Frequency (RF) signal of interest searches, assess and locate identified signals during surveys and IPMS operations, and evaluate electronic processing equipment for security vulnerabilities.

Minimum Qualifications:
* Must have an Interagency Training Center (ITC) TSCM Certification

* Shall meet minimum training requirements, within one calendar year of assignment, for access to DoD networks in accordance with DoDD 8140.01, by attaining and maintaining at least baseline certification for DoD 8570.01-M Information Assurance Technician Level II (IAT2) compliance.

Under the general supervision of a Police Sergeant or higher, employees in this position perform general law enforcement work in order to preserve public peace and order; provide a safe environment in the Town of Warrenton; protect lives, property and rights of the public; and, enforce laws and ordinances.
