Toyon is seeking a COMSEC Manager/Security Officer. This position will require a COMSEC subject matter expert to perform primary duties as the COMSEC Account Manager per company policies, National Security Agency and cognizant U.S. Government agencies to ensure compliant accountability of all assets associated with holding a COMSEC account. The COMSEC manager will also be assisted by alternate COMSEC custodians to ensure proper handling of all product and processes associated with holding accounts in good standing with NSA and Government Agencies. This person will have daily interactions with the security team, program personnel, and government representatives. Multiple cross collaboration opportunities are available including local and out of state self-inspections, enterprise wide working group participation, and providing support to local centers.
Duties & Responsibilities will include: Responsible for the receipt, custody, issuing, safeguarding, accounting, and destruction of COMSEC material. Maintain records and submit all required accounting reports in accordance with established policy and NSA regulations. Conduct audits and inspections of all COMSEC and CCI materials. Collaborate with Information Technology and Information Security representatives to procure, install, and troubleshoot secure network connections. Develop and maintain a Cryptographic Key Management Support Plan as part of the COMSEC Standard Operating Procedure (SOP). Ability to respond to security incidents or infractions at any time. Courier classified information and author receipts for classified materials. Train personnel in COMSEC procedures and the use of related equipment. Personnel Security (PERSEC) processing, to include pre-screens, Special Access Program (SAP) package preparation, enterprise service support ticketing, initiating, maintaining and terminating security clearances in the Defense Information System for Security (DISS), and SAIC's Security Information Management Systems (SIMS) Conduct COMSEC/CRYPTO briefings, security indoctrinations/debriefings, Security Awareness Training and Education (SATE), Operations Security (OPSEC), and other security related briefings Investigate security incidents and violations. Prepare reports of investigations for the corporation and customers in order to make specific recommendations for corrective and preventive actions. Author and implement security planning documentation, such as OPSEC, Standard Practices and Procedures (SPP), Standard Operating Procedures (SOP), and other related plans in accordance with contract requirements. Assist with security inspections/self-inspections, meeting preparation, employee and visitor badging, circulation control, general facility management, and flexibility to provide surge support for other security functions when needed across the team. Ensure compliance with the prime DD-254, subcontractor DD-254s, and applicable classification guides. . Requirements:
Bachelor's degree and 5 years professional experience Have a minimum of 5 years of experience as a primary or alternate COMSEC custodian or COMSEC account manager / Electronic Key Management System (EKMS) account manager Experience with NSA COMSEC management policies and all applicable CNSSI Experience with COMSEC account software, either DIAS or KMI Prior experience in processing classified cryptographic communications material and devices to include Vipers, STE, TACLANEs, etc. Experience implementing a COMSEC program under the National Industrial Security Program Operating Manual (NISPOM) Candidate must demonstrate strong interpersonal skills, service oriented with the ability to work under pressure, be a self-starter and work well with all levels of management and staff Must have a current/active Top Secret Clearance Must have strong interpersonal skills/briefing skills; communicate with senior level internal and external personnel on significant matters often requiring coordination between organizations and independent decision making with minimal direct supervision while representing the security organization Working knowledge of applicable government manuals, such as NSA/CSS COMSEC Manual 3-16, NISPOM, DOD 5205.07, and Intelligence Community Directive (ICD)s Must understand the various security disciplines (Communications Security, Personnel Security, Physical Security, Information Security, Insider Threat, Operations Security, and Industrial Security) Well versed in Microsoft Office suite (MSWord, Excel, Power Point) U.S. Citizenship Required. This position requires a current TOP SECRET security clearance.
