and Objective The Residential Security Agent II (Hybrid) will provide a client with static residential protection, physical security, and some executive protection. This position will be based in a designated geographic region. This static/residential agent will support the security team's overall client coverage and entail performing protection activities at a designated site.

California BSIS Security Guard Permit.

The program began in 2023 to implement a Human Capital Management System (HCMS) software solution as part of the BC Health Human Resources Strategy to transform HR services. Designed by Workday Canada, the new provincial platform will replace existing HR and payroll systems in the health organizations with a single, unified technical system that will standardize and modernize HR and payroll services. It is a significant transformation in BC and is vital to the sustainability of BC's health system.
Reporting to the Manager, Workforce Planning & Security, the HRIS Security Lead is responsible for leading and supporting the implementation and governance of the BC Health Workday security roles and policies across various Health Organizations. The Security Lead serves as the primary security point of contact, ensuring consistent application of security practices, resolving access issues, and coordinating with the central Security team. Key responsibilities include designing, configuring, and executing security testing, validating role-based access, and managing defects throughout the project cycles. The Security Lead will partner with the Privacy and Security Services Lead and other Security Leads to uphold security governance, proactively monitor policy adherence, and develop and maintain accurate security documentation so support project teams during deployment and sustainment.
Key Accountabilities

As the Facility Security Officer (FSO) at Rise8, you will:
Serve as the cornerstone of Rise8's industrial security program - owning FCL maintenance, NISPOM compliance (32 CFR Part 117), and the company's relationship with DCSA/DoD security authorities.
Manage all personnel security lifecycle activities (e-QIP, NBIS, DISS, NISS) including investigations, upgrades, debriefs, CAC issuance, and VAR coordination.
Act as the Insider Threat Program Senior Official (ITPSO): develop and operate the Insider Threat program, deliver training, and run required monitoring and reporting activities.
Develop, maintain, and socialize Security SOPs/SPPs, CUI handling guidance, acceptable use policies, and annual security training.
Oversee physical security for Rise8 facilities and SCIF-equivalent environments: access control, alarms, visitor management, secure workspace design, and classified material handling/destruction.
Lead incident response for all security events (data spills, suspected compromises, unauthorized disclosures, loss/theft, personnel security issues) - coordinate investigations and required reporting to DCSA/DoD and internal leadership.
Align industrial security with cyber and compliance programs (CMMC L2, NIST SP 800-171, FedRAMP High) to ensure consistent physical-to-digital governance and control mapping.
Prepare for and lead DCSA Security Reviews, internal self-inspections, DD254 execution, contract security deliverables, and remediate audit findings quickly and transparently.
Act as primary liaison to government security agencies and contracting officers; interpret contract security clauses and advise program teams on implementation.
Provide security advisory support to executive leadership and program managers - translate contract/classified requirements into practical program controls and risk mitigations.
Mentor and train program teams and contributors on security best practices; drive continuous improvement of security processes and tooling.
Maintain security program metrics and reporting for executive visibility (e.g., clearance timelines, open findings, training completion, VAR backlog).
Qualifications:
Active Top Secret / SCI clearance (required).
10+ years' experience as an FSO in a DCSA-cleared facility or equivalent DoD/IC security role.
Deep, working knowledge of NISPOM (32 CFR Part 117), DCSA requirements, DD254 processes, and government contract security execution.
Hands-on experience with NBIS, DISS, and NISS systems and personnel security case management.
Proven record preparing for and supporting DCSA inspections / assessments and conducting internal self-inspections.
Strong incident response experience for security events and demonstrated ability to work with government stakeholders on investigations and reporting.
Excellent written and verbal communication; ability to brief senior leadership and draft clear policy documentation.
U.S. citizenship required.
Completion of an FSO Program Management Course (or equivalent) required.
Preferred Qualifications:
Prior military or government security background (Air Force, Space Force, DoD, VA, or IC).
Familiarity with CUI handling, CMMC Level 2, and NIST SP 800-171 control implementation and audit readiness.

Salary
The annual salary range for this role as it is posted is $120,000 to $150,000 regardless of final candidate location within the United States. The final job level and annual salary will be determined based on the education, qualification, knowledge, skills, ability, and experience of the final candidate(s), and calibrated against relevant market data and internal team equity.

POSITION DESCRIPTION:
Campus Public Safety serves Southern Oregon University in providing a safe and secure campus environment for University staff, faculty, students, residents, and visitors, as well as protecting campus property. The department achieves this mission by recommending, and enforcing related campus policies and procedures while providing appropriate training for University personnel and students. The Department patrols, investigates criminal activities and takes enforcement action for violations of local and state law while working in concert with outside law enforcement agencies.
Minimum Requirements
Minimum Qualifications are not established for this classification. The appointing authority is responsible for recruitment and selection. Refer to Personnel Rule 105-43-005.
Required training may include, but is not necessarily limited to: first aid or first responder medical training, CPR training, crisis intervention techniques, fire or emergency response techniques, special driver training, physical fitness training, or the basic course(s) provided by the Board on Public Safety Standards and Training.
Must be able to successfully pass a criminal history and background check.
Possession of a valid Oregon driver's license and clearance to drive Oregon state owned vehicles or the ability to obtain by the date of hire.
Ability to obtain current Oregon Department of Public Safety Standards and Training Certification within 6 months of hire.
Preferred Requirements
Demonstrated skills in an institutional/educational environment.
BA/BS Degree in criminal justice or related field.
Knowledge of how a Campus Public Safety Department operates.
Essential Functions
Duties - The following examples are typical work activities that are meant to illustrate the general range of work functions and are not meant to be all-inclusive or restrictive:
(30%) Duties Include
High visibility:
Vehicle and foot patrol of University grounds and buildings.
Ensures the security of the buildings.
Observes persons and conditions and provides assistance when necessary (e.g., information, directions, access to buildings, late night escort, etc.)
(25%) Duties Include
Responds to complaints and conducts effective comprehensive investigations to aid in the prosecution of suspects and/or the administering of SOU sanctions for prohibited conduct.
Takes enforcement action when appropriate.
Maintains personal log of all on-duty activities, noting date, time, location and circumstances of all incidents; writes complete standardized report of all accidents, injuries, crimes, or other reportable matters; reports any and all unusual conditions or occurrences to supervisor.
(15%) Duties Include
Provides assistance to the public, students, faculty and staff by being a problem solver and performing community caretaker functions (e.g. assists drivers with jump starts).
(10%) Duties Include
Works with student agents by training, supervising and coordinating special projects to be determined as the need arises.
(10%) Duties Include
Responds to emergencies on campus and works with other public safety agencies to mitigate the situation.
Responds to situations representing a threat to persons or property (e.g., break-ins, fights, drug activity, etc.); may intervene to prevent injury, and call for police assistance as necessary.
(10%) Duties Include
Performs office duties, enforces parking violations, assists with servicing parking meters, assists with maintaining and editing Parking Web page and fills in for support staff when necessary.

Excellent communication skills; demonstrated ability to effectively communicate information in a clear and understandable manner, both verbally and in writing.
Demonstrated customer service experience requiring a very high level of diplomacy and professionalism to effectively handle a broad range of sensitive interpersonal situations.
Demonstrated ability to interpret and consistently apply a wide variety of complex policies and procedures where specific guidelines may not always exist.
Expressed ability to work with frequent changes in policies and procedures, under pressure of deadlines in a fast-paced environment.
Strong analytical and research skills; demonstrated ability to gather, evaluate, and to develop well-reasoned conclusions and recommendations.
Demonstrated ability to proactively assess work operations and anticipate potential problems; ability to develop and implement strategies for preventing/resolving problems.

Physical Demand
Officers work a variety of shifts in all weather conditions. They patrol campus in vehicles and on foot. Officers are expected to be in good physical shape so they can defend themselves and others if necessary. Officers may have to move people that are immobile in times of emergencies.
Special Conditions
Must be willing to travel and attend training programs off-site for occasional professional development.
Must be able to work additional hours and adjust working hours to meet special jobs. May be called back periodically to perform work as needed on an emergency basis.
Must be able to successfully pass a pre-employment background check.
This position classification has been defined as non-exempt and is subject to the overtime provisions of the Fair Labor Standards Act (FLSA).
The person holding this position is considered a mandatory reporter under the Oregon Revised Statutes and is required to comply with the requirements set forth by the Oregon Department of Human Services.
