PURPOSE OF POSITION:
To protect life and property and maintain public safety. Deter crime by enforcing local, state and traffic laws under the jurisdiction of the Ashland Police Department. Experience: Three years of community service or honorable military experience may substitute for college. Must be 21 years of age.
Substitution: Any satisfactory equivalent combination of education, training and experience that demonstrates the knowledge, skills and abilities to perform the duties of the job proficiently may substitute for the above requirements.
SPECIAL REQUIREMENTS

Minimum Qualifications:

Work Environment:
Work in a 24-hour environment with varied shifts including weekends and holidays. When responding to emergencies, employee risks physical hazard from violent, aggressive, and hostile people, a variety of weapons, noise, chemicals, bodily secretions, sharp objects, traffic, drugs and drug paraphernalia and crime scenes. Physical exertion is required to climb stairs, go over walls, run, move heavy objects, crawl through tight spaces, kneel in confined areas and sit for a long period of time during surveillance. The Department of Public Safety (DPS) OHSU Police Officer is responsible for the safety and security of the OHSU community, including all OHSU members, patients, and visitors, as well as all OHSU resources, facilities, and property within the Officer's assigned area(s) of responsibility. Phase 1:

Recruitment process will consist of:
Phase 1:
Completion of application (with resume) and questionnaire, and completing the Frontline Written Exam. Lateral Police Officers will start at a higher pay step than entry-level applicants. Below is a wage scale matrix used by the Eugene Police Department as a guide- it does not guarantee a specific rate of pay. * Patrol parking lots, buildings, and grounds; report criminal activities as observed to campus law enforcement personnel for investigation. Provide building access.
* Patrol inside buildings to ensure no unauthorized persons remain inside and no doors or windows are left unsecured. Check persons in buildings for faculty or staff ID or student after-hours passes as appropriate, find unauthorized persons and escort from building.

* Enforce all university rules and regulations within guidelines and limitations established by the university and public safety administration.

AUTOMATIC DISQUALIFIERS
The following standards have been adopted by the Hillsboro Police Department as AUTOMATIC DISQUALIFIERS from a police department hiring process.
Additional information related to the items listed below or otherwise discovered through subsequent investigation may also disqualify a candidate.
1. Operation of a Motor Vehicle
Ability to possess a valid Oregon Driver's License. Ability to drive safely. Ability
to control a motor vehicle at high speeds. Ability to operate a motor vehicle in all
types of weather conditions.
A. Receipt of two or more moving violations within three years prior to application
may be disqualifying depending on the nature of the violations. A moving
violation for which there is a factual finding of innocence shall not be included.
B. Involvement as a driver in two or more chargeable collisions within three
years prior to date of application shall be disqualifying.
C. Conviction of driving under the influence of alcohol and/or drugs within three
years prior to application shall be disqualifying.
D. Suspension of a driver's license once within the past three years shall be
disqualifying.
2. Integrity
Refusing to yield to temptation of bribes, gratuities, payoff, etc. Refusing to tolerate
unethical or illegal conduct on the part of other law enforcement personnel. Showing
strong moral character and integrity in dealing with the public. Being honest in
dealing with the public.
A. Any material misstatement of fact or significant admission or omission during
the application or background process shall be disqualifying.
3. Credibility as a Witness in a Court of Law
Ability to give testimony in a court of law without being subject to impeachment due
to his/her character for honesty or veracity or due to prior felony conviction.
A. Conviction of two or more misdemeanor offenses under Oregon Law as an
adult shall be disqualifying.
B. Conviction of any offense classified as a misdemeanor under Oregon Law while
employed as a Police Officer shall be disqualifying.
C. Commission of any act while employed as a Police Officer involving
untruthfulness, falsification of any official report or document, or theft shall be
disqualifying.
D. All male U.S. citizens and male aliens born after 1960 and residing in the United
States who are 18 through 25 years of age are REQUIRED to register with the
Selective Service. Failure to have registered is an automatic disqualifier.
4. Dependability
A. Missing any scheduled appointment during the hiring process without prior
permission shall be disqualifying.
B. Having been disciplined by any employer as an adult for abuse of leave, gross
insubordination, dereliction of duty or persistent failure to follow established

The patrol teams operate on 3/12 and 4/10 weekly schedules, with an additional 8-hour training day each month - supporting a balance between work and personal life. Phase II: Interview & Eligible List

Phase IV: Executive Interview

Phase V: Statement of Personal History, Background Investigation & Conditional Employment Offer
* Once assigned to a background investigator, an email link will be sent to the candidate to complete an electronic Statement of Personal History. This link and the requested information are deadline driven and require submission within the specified timeframe. Candidates need to be thorough and honest in completing this information.
* Once the Statement of Personal History is complete, the candidate will be invited to meet in person or virtually with the background investigator for a Pre-Background interview. This interview generally takes between 1.5 to 2 hours.
* Upon successful completion of the Pre-Background screening, candidates will have a full and comprehensive background completed based on information provided in the Statement of Personal History and Pre-Background screening.
* Once the candidate passes a full background, they will receive a conditional offer of employment pending successful completion of a psychological evaluation and full medical/physical exam.
Phase VI: Psychological Evaluation & Job-Related Physical Exam
* Candidates will be scheduled for a psychological exam which will include a proctored pre-interview virtual test followed by an interview with a clinical psychologist.

Phase VI: Confirmation of Employment letter

The Eugene Police Department (EPD) is a progressive, professional law-enforcement agency that serves the city of Eugene, Oregon. In fulfillment of the public trust, the Eugene Police Department works in partnership with our community to promote safety and security, enforce laws, prevent crimes, and safeguard the constitutional rights of all people.
Beginning on October 30, 2025, EPD is seeking new candidates to come serve with us. Invitations to the testing phase of the recruitment process will be sent on a rolling basis to those applicants with a complete application who qualify. We run the testing process with a "first-come, first-served" approach to provide candidates a quick and efficient recruitment process. Our recruiting process takes approximately 90 days from the date of testing to the first day of employment.
For applicants who are not local to the City of Eugene, we only require one trip to the Eugene area for testing and interview. If you are successful in testing, interview, and the background process, we will issue a conditional job offer before giving you the option to return to the area again for the psychological evaluation and medical exam. If you are unable to return for the psychological evaluation and medical exam, we can accommodate other options.
This position performs a variety of law enforcement duties; first responder to incidents; serves as direct link between the department and the public; responds to, and investigates, incident scenes; assesses appropriate actions to incidents; patrols assigned areas; enforces laws and ordinances; makes arrests; preserves crime scene evidence; summarizes events in report format; and performs preventative community policing for diverse neighborhoods.

Salary Range: All Entry-Police Officers will start at Step 1. MINIMUM QUALIFICATIONS
* At least 21 years of age by May 11, 2026
* No felony convictions. No Class A Misdemeanor convictions within 24 months of application

Education
High school diploma or GED
Experience
Two years of work experience, college coursework, or military experience.
License and Certificate
A valid Oregon driver's license, or ability to obtain by date of hire; must pass driving records check and, if hired, maintain a driving record that meets the City's standard. Oregon law requires that an of-state license holder must obtain a valid Oregon license (with appropriate endorsements) within 30 days of becoming domiciled in the state (ORS 803.355).
CPR certification within twelve months of appointment.

* ORPAT practice sessions Saturday, December 13, 2025 9-11 a.m. (optional) Apply by December 12, 2025 to get more information about the ORPAT practice session.
* Written test* and ORPAT Saturday, January 10, 2026. The City reserves a right to select candidates from a standby list for available testing sessions. Weapons and backpacks are not allowed at any portion of the testing process. You may be subject to a search when entering a facility for testing.
* We will provide a testing study guide and access to practice tests. Apply as soon as possible to get more information on the practice tests/study guide and the ORPAT practice session.
* Interviews: January 11-13, 2026 (Sunday-Tuesday.) Out of state applicants will be given preference for interviews on Sunday, January 11, 2026.

City of Eugene requires all candidates to test directly with the City of Eugene for the written and physical abilities test each recruitment process. At this time, we are not able to accept prior results, National Testing Network results, or results from other agencies.

Salaries and Fringe Benefits
Recruit Police Officers receive a beginning annual salary of $78,187.20 annually; with experience, education, and training officers can advance to the top step of $99,673.60* annually. After three years of employment, officers are eligible for premium pay for education and certification. Premium pay can be worth up to 15% of an officer's base salary. In addition, Police Officers can qualify for a 5% increase for demonstrated fluency in an eligible language (such as Spanish or American Sign Language). Up to 5% shift differential.
Bilingual Pay Benefit
Per the EPEA Contract, the City shall pay an employee at 5% of base wages for a required intermediate or advanced level competency. To qualify for bilingual pay, the employee must have demonstrated fluency in the required language and successfully pass a fluency examination administered by the City's Employee Resource Center division.
