The Department of Public Safety (DPS) OHSU Police Officer is responsible for the safety and security of the OHSU community, including all OHSU members, patients, and visitors, as well as all OHSU resources, facilities, and property within the Officer's assigned area(s) of responsibility. The OHSU Police Officer may carry out these duties under the direct supervision of the shift Operations Lieutenant, shift Sergeant, or other DPS management, but will also be capable of effectively carrying out these responsibilities with minimal or no direct supervision, when necessary.
The University Police Officer is trained in accordance with applicable DPSST (Department of Public Safety Standards & Training) requirements, applicable state law, and OHSU Public Safety departmental policy to exercise the authorities of a police officer.
The University Police Officer will act at all times in support of the University's mission and goals, and is expected to exercise his/her authorities in support of the University, and in a manner consistent with the University's strategic plans, University policies, departmental policies, and in a manner supportive of the University's unique culture.
The University Police Officer is expected to demonstrate enthusiastic support for the policies, procedures, vision, mission, priorities, and goals of the DPS and the University at all times.
While the University Police Officer has a unique role at the University, and in the law enforcement community, the Officer's primary responsibility is to support and continually do their best to improve the partnership between the DPS and all other University departments, as well as external law enforcement agencies while ensuring the safety and security of the campus.

Incident Response & Investigation
* Ensure a safe environment for the entire OHSU community by responding to and/or investigating the following:
* Calls for assistance, reported or observed crimes, alarm activations, fires, hazardous materials, and other situations as appropriate, when dispatched, or when directed by a supervisor.
* Observe conditions that could negatively impact the University's operations, including environmental hazards, maintenance problems, unsafe conditions, etc.
* Take all reasonable actions to prevent injury, damage, or loss due to emergency or other situations until the appropriate responders arrive.
* Act within the scope of his/her training and experience and call for assistance when confronted with situations beyond his/her training, experience, knowledge, or authority.

* Be available for recall at any time to assist in any emergency that may be critical to the full-time operations of OHSU or in relief of other DPS staff.
* Prepare timely, complete, accurate reports as appropriate and in accordance with all applicable policies, procedures, accepted practices, and requests from DPS management and/or law enforcement.
* Observe, stop, detain, question, arrest, search, and/or transport persons suspected of criminal activity, and/or investigate suspected criminal activity related to OHSU, in accordance with applicable state law and OHSU guidelines.

* Actively patrol/monitor area(s) of responsibility on foot, bicycle, in a vehicle, or via CCTV/DVMRE. Patrol/monitoring areas may include, but are not limited to, the following:

* OHSU grounds, property, and parking areas, both on and off campus
* Specific target areas
* Other areas, as assigned
* Issue citations as necessary and authorized to persons or vehicles for violations of University policies or applicable laws.

Salaries and Fringe Benefits
Recruit Police Officers receive a beginning annual salary of $78,187.20 annually; with experience, education, and training officers can advance to the top step of $99,673.60* annually. * Currently be employed in the equivalent position applied for or hold current certification for the position applied for;

Vacation accruals in Article 24
Deferred compensation percentages in Article 8
The City will contribute a total of 2.5% of base salary into individual employee deferred compensation accounts per pay period. Base salary does not include incentive or assignment pay. The City accepts no liability for the success or failure of individual investment programs. This selection is subject to applicable tax rules.
Shift differential for night shift in Article 8
Employees regularly assigned to work graveyard shift shall receive five percent (5%) of their base pay for all hours worked in their graveyard shift. This graveyard shift differential does not apply if the employee works overtime on day or swing shifts, or if an employee regularly scheduled to work day or swing shift works graveyard overtime.
Incentive schedules in Article 9
Incentive pay will be given to those employees who meet the requirements contained herein and have made a written request submitting proof of college-level course work and/or certification of the degree obtained to the Police Department. An eligible employee shall begin to receive such additional pay the first of the month following receipt of such proof of qualification, and shall lose incentive pay the first of the month following ineligibility.
Incentive pay requirements are as follows:
Option 1. Two (2) years of college-level course work or Department of Public Safety Standards and Training Intermediate Certificate/ Dispatcher Certification, and has maintained satisfactory performance;
Or
Option 2. Two (2) years of college-level course work and Department of Public Safety Standards and Training Intermediate Certificate/Dispatcher Certification, and has maintained satisfactory performance;
Or
Option 3. Four (4) year college degree or Department of Public Safety Standards and Training Advanced Certificate/Dispatcher Certification, and has maintained satisfactory performance;
Or
Option 4. Four (4) year college degree and Department of Public Safety Standards and Training Advance Certificate/Dispatcher Certification, and has maintained satisfactory performance.
Or
Option 5. Advanced college degree (Master's or Doctorate Degree)
No new employee shall receive incentive pay until their successful completion of FTEP and their DPSST basic or career officer development Academy training. A lateral employee who meets the education Incentive pay requirements, as set forth above, will be eligible for the applicable incentive pay upon hire.
Employees who are eligible for incentive pay shall receive five percent (5%) of the top step for their classification upon satisfying the requirements on Option 1 above; six percent (6%) of the top step for their classification upon satisfying the requirements on Option 2 above; ten percent (10%) of the top step for their classification upon satisfying the requirements of Option 3 above; eleven percent (11%) of the top step for their classification upon satisfying the requirements on Option 4 above; or fifteen percent (15%) of the top step for their classification upon satisfying the requirements on Option 5 above.
Longevity pay structure in Article 8
a. Those who have more than six (6) consecutive years of service in the bargaining unit will be paid an additional three percent (3%) of base wages.
b. Those who have more than nine (9) consecutive years of service in the bargaining unit will be paid an additional four percent (4%) of base wages.
c. Those who have more than twelve (12) consecutive years of service in the bargaining unit will be paid an additional five percent (5%) of base wages.

Medical Insurance
You may choose between a traditional indemnity plan or a health maintenance organization (HMO) plan. Coverage includes you and your dependents. Each plan includes a vision and prescription drug benefit.
Under the indemnity plan, Aetna Medical, once the participating provider out-of-pocket limti has been met, this plan will pay 100% of covered charges for participating and network not available providers. If you select Aetna Medical, your vision benefit will be provided by VSP Well Vision.
The HMO plan, Kaiser Permanente, guarantees delivery of necessary health services, which is provided exclusively by their own providers
Dental Insurance
The City provides a choice of comprehensive coverage through Moda Health (Delta Dental) and Kaiser Permanente. With your choice, you will have access to a plan that includes preventive, routine and major dental care, as well as orthodontic benefits (for child dependents only).
Life Insurance
The City provides a term life insurance benefit in the amount of the employee's annual base salary to a cap of $50,000. The plan also includes an accidental death and dismemberment benefit. You can choose to purchase additional life insurance for you and/or your spouse in increments of $10,000. You may also purchase life insurance in the amount of $2,000 for each eligible dependent at minimal cost. (Standard Life Insurance Company).
Long Term Disability Insurance
The City provides you with long-term disability (LTD) insurance up to $3,600 per month, following a 90-day waiting period. An employee may purchase additional coverage at his/her own expense. (Standard Life Insurance Company).
Workers' Compensation Insurance
You are provided workers' compensation insurance in accordance with Oregon Revised Statutes.
Public Employees Retirement Systems (PERS)
The City of Lake Oswego is a member of the Oregon Public Employees Retirement System (PERS). Benefits paid by PERS are funded from two sources:
* member contributions* paid on your behalf by the City; and
* employer contributions*.
(*Contributions are made six months after employment unless you are currently a member of PERS).
You become vested with PERS when contributions have been made in each of five calendar years.
Employee Assistance Program
You and your family can receive up to five (5) free confidential counseling sessions per incident per year, as well as other benefits, such as free legal consultation and first time home owner assistance. EAP coverage is provided by Canopy.
Voluntary Employee Benefits Account (VEBA)
The City has established a Voluntary Employee Benefits Account (VEBA) to be used for medical expenses pre and post retirement. The City will contribute a dollar amount into your account as specified with the terms of the LOPOA collective bargaining agreement, as authorized by IRS Code 501(c)(9). The City maintains a deferred compensation plan and contributes 2.5% of our base salary into an individual employee deferred compensation account per pay period.
Optional Benefits
Flexible Spending Account - The City offers a Flexible Spending Account Program after your have been employed with the City for six months. FSA's allow eligible employees to pay for non-covered health related expenses and child care expenses with tax-free income. In addition, you may use the FSA Premium Only Account to help cover the cost of your portion of the City's medical and dental insurance premiums. You do not need to wait six months to participate in the premium only portion.

Vacation may be accrued to a maximum of two years with the approval of your supervisor.
Sick Leave
Sick leave accrues on a monthly basis at a rate of eight hours per each month worked. Sick leave may be used when you are unable to work due to illness or injury, or to attend a member of the immediate family, as defined in the LOPOA contract, when they are sick or injured. Sick leave may be accumulated to not more than 1100 hours sick leave use.

50% - Patrol
* Provide vehicular, bicycle, and foot patrol of University grounds in an effort to protect life and property and promote safe campus operations. Ensure all buildings are secured as required and assist the Transportation Manager with parking enforcement.
* Perform regularly scheduled fire drills and documents results. Performs regularly scheduled inspections of patrol vehicle and safety equipment (AED & Fire Extinguishers) and documents results.
* Promote safety and security at special events, including but not limited to providing traffic control, crowd control and security screening.
* Provide information and general assistance to the campus community and the general public.
* Provide walking safety escort for members of the campus community.
* In a courteous and professional manner, determine authorization of persons in buildings; document and report suspicious persons or vehicles, criminal activity, hazards, fire, and property damage and/or loss. Issue Exclusion (Trespass) Notices as required to protect people and property on campus.
* Respond to calls for emergency medical aid and coordinate with emergency services to expedite their response.

* Maintain the shift log for on-duty activities.

15% - Enforce University Rules and Regulations
* Enforce guidelines and limitations established by management including but not limited to: Skateboard Policy, Speech Policy, Alcoholic Beverage Policy, parking enforcement and Bicycle Regulations. Refer violators to the student conduct process, University management or local law enforcement as necessary and appropriate to the person's status.
* Assist Resident Assistants and other University Residential Education and Housing professional staff in the performance of their duties; to include the enforcement of University Residence Hall regulations and policies on Alcohol and Marijuana possession and confiscation.
5% - Assist Facilities Services
* Assist, as needed, with snow removal, de-icing, office moves and other services as required. Issue identification cards to staff, faculty, students, and contractors; issue physical keys for building access to students, employees, and contractors; input electronic access permissions and attributes for system users; set building electronic door locks.
5% - Outreach & Education
* Assist in the development and delivery of campus crime prevention, medical (1st Aid/CPR/AED), Resident Assistant and emergency management training for the University.

AUTOMATIC DISQUALIFIERS
The following standards have been adopted by the Hillsboro Police Department as AUTOMATIC DISQUALIFIERS from a police department hiring process.
Additional information related to the items listed below or otherwise discovered through subsequent investigation may also disqualify a candidate.
1. Operation of a Motor Vehicle
Ability to possess a valid Oregon Driver's License. Ability to drive safely. Ability
to control a motor vehicle at high speeds. Ability to operate a motor vehicle in all
types of weather conditions.
A. Receipt of two or more moving violations within three years prior to application
may be disqualifying depending on the nature of the violations. A moving
violation for which there is a factual finding of innocence shall not be included.
B. Involvement as a driver in two or more chargeable collisions within three
years prior to date of application shall be disqualifying.
C. Conviction of driving under the influence of alcohol and/or drugs within three
years prior to application shall be disqualifying.
D. Suspension of a driver's license once within the past three years shall be
disqualifying.
2. Integrity
Refusing to yield to temptation of bribes, gratuities, payoff, etc. Refusing to tolerate
unethical or illegal conduct on the part of other law enforcement personnel. Showing
strong moral character and integrity in dealing with the public. Being honest in
dealing with the public.
A. Any material misstatement of fact or significant admission or omission during
the application or background process shall be disqualifying.
3. Credibility as a Witness in a Court of Law
Ability to give testimony in a court of law without being subject to impeachment due
to his/her character for honesty or veracity or due to prior felony conviction.
A. Conviction of two or more misdemeanor offenses under Oregon Law as an
adult shall be disqualifying.
B. Conviction of any offense classified as a misdemeanor under Oregon Law while
employed as a Police Officer shall be disqualifying.
C. Commission of any act while employed as a Police Officer involving
untruthfulness, falsification of any official report or document, or theft shall be
disqualifying.
D. All male U.S. citizens and male aliens born after 1960 and residing in the United
States who are 18 through 25 years of age are REQUIRED to register with the
Selective Service. Failure to have registered is an automatic disqualifier.
4. Dependability
A. Missing any scheduled appointment during the hiring process without prior
permission shall be disqualifying.
B. Having been disciplined by any employer as an adult for abuse of leave, gross
insubordination, dereliction of duty or persistent failure to follow established
policies and regulations shall be disqualifying.
C. Having been involuntarily dismissed (for reasons other than lay-off) from two or

Phase I: Application & Entrance Exam

Phase II: Interview & Eligible List
* Candidates will be invited to participate in an (in-person or virtual) interview. If you are not available for the dates offered upon receiving an invitation, please notify us via email to arrange for an interview at the next scheduled interview timeframe (if applicable).
* Candidates will be placed on a ranked eligibility list based on their Interview timeframe and scores based on the panel interview score. Candidates will remain on the ranked eligibility list for one year from the job opening date. Candidates will be contacted based on their ranked position on the eligibility list and the Police Officer vacancies available for hire. Depending on the candidates' ranking, it may take several more weeks before an update can be provided.
Phase III: Pre-Suitability Assessment
* Candidates who successfully complete Phase I and II, and next to be considered from the ranked eligible list will be invited to complete pre-suitability exam and personal history questionnaire (PHQ). This exam must be proctored virtually and generally takes 2 hours to complete and PHQ takes additional 1-3 hours to complete. * Once the pre-suitability exam is complete, candidates (with suitable results) will be invited to an executive interview.
Phase IV: Executive Interview
* Candidates will meet with members of the Gresham Police Department Command staff. Successful candidates will then be placed on an eligibility list for backgrounds.
Phase V: Statement of Personal History, Background Investigation & Conditional Employment Offer
* Once assigned to a background investigator, an email link will be sent to the candidate to complete an electronic Statement of Personal History. This link and the requested information are deadline driven and require submission within the specified timeframe. Candidates need to be thorough and honest in completing this information.
* Once the Statement of Personal History is complete, the candidate will be invited to meet in person or virtually with the background investigator for a Pre-Background interview. This interview generally takes between 1.5 to 2 hours.
* Upon successful completion of the Pre-Background screening, candidates will have a full and comprehensive background completed based on information provided in the Statement of Personal History and Pre-Background screening.
* Once the candidate passes a full background, they will receive a conditional offer of employment pending successful completion of a psychological evaluation and full medical/physical exam.
Phase VI: Psychological Evaluation & Job-Related Physical Exam
* Candidates will be scheduled for a psychological exam which will include a proctored pre-interview virtual test followed by an interview with a clinical psychologist.
* Candidates will also be scheduled with a City of Gresham contracted medical provider to complete a physical exam, treadmill test, and drug screen.
Phase VI: Confirmation of Employment letter
* If selected for hire, a candidate will be presented with a confirmation of employment letter to include hire date and swearing in.

Essential Duties
Duties include, but are not limited to the following:

Conduct dangerous animal, cruelty to animal and animal bite investigations. May seize and impound animals. Provide recommendation to the court if animals should be designated as dangerous.
Patrol community for violations of animal control laws and potential problems. Issue citations for animal code offenses.
May be assigned to train CSO recruits, including instruction and application of laws, department rules and policies, proper use and maintenance of equipment, and proper safety techniques.Evaluate and report progress of CSO recruits.
Operate and drive a motor vehicle safely and legally.
