Qualifications:
College degree required in any field.
A minimum of 3 years of DoD NISPOM-related experience.
Thorough understanding of DoD security requirements and the NISPOM.
Must be able to obtain a security clearance.
Familiarity with AA&E and ATF requirements.
Should have a working knowledge of processing personnel clearances with DoD visit requests.
Should have in-depth knowledge of JPAS, e-QIP, eFCL, NISP, and DISS and have the ability to initiate, review, prepare, process, and coordinate all appropriate documentation relating to initial, transfer, and termination of personnel security clearances, investigations, and re-investigations, ensuring that all packages are properly completed and ensuring any required/associated documentation is included for both personnel and facility clearances.
Must be dependable, responsible, and accurate and have the ability to deal with people effectively.
Must be authorized to work in the U.S.
To conform to U.S. export control regulations, the applicant should be eligible for any required authorization from the U.S. Government.
Job Summary
Performs functions for compliance with DoD security requirements. Must be eligible for a DoD “Secret” security clearance. Coordinate with internal groups and with DoD organizations to properly maintain security clearances, classified documents, and the integrity of the facility. Work side by side with the director of security in the day-to-day security operations and represent the security department when the director of security is not available.
Primary Responsibilities:
Manage implementation and management of security policy and guidance as outlined in the NISPOM and other government agencies.
Oversight of security personnel and management of plant physical security.
Serve as a backup for notification of alarms.
Maintain document and visitor control records and coordinate classified visits and meetings.
Process visit requests, both domestic and international.
Maintain personnel security clearance records. Maintain security files, reports, and correspondence as required by DCSA and other customer/regulatory agencies.
Prepare and process security briefings to include new hire, initial, termination of personnel including briefing and debriefing of employees holding clearances), annual, closed area, foreign travel, exit debriefings when employees separate from the organization on required topics including foreign travel, NATO, employee security education, etc.
Perform self-inspections and review security processes to ensure compliance with NISPOM and security requirements as listed on DD-254s.
Manage the closeout for all classified contracts received and issued.
Reinforce standards for a secure environment for the protection of all classified personnel, property, and information.
Perform duties of COMSEC Custodian and Controlling Agent for the COMSEC account.
Oversee the overall security program and additional duties as assigned by the Director of Security.
Working knowledge of the Homeland Security CFATS program.
Experience with classified operating systems as ISSM/ISSO.
Maintain the highest ethical standards, even when challenged from above.
Understand and live by the customer's ethics and business conduct policies.

* Responsible for following all company procedures, maintaining acceptable attendance, and adhering to all grooming and customer service standards.
What You'll Need
* Current or prior military experience, or experience in the security field is desirable.
* Minimum 1-3 years of professional-level work experience preferred. Prior experience in the security industry, law enforcement, military, and/or customer service is highly desired. Experience in scheduling, operations, or other functions of the security industry is a plus.
* Experience with card access systems and CCTV systems is a plus.
* Positions require a current valid state driver's license, clean driving record, and the ability to safely operate a motor vehicle and/or bicycle if assigned to a position requiring operation of such.
* Ability to provide reliable transportation (or access public transportation) to consistently get to and from work on time is required.
* Ability to write effective, concise, and legible reports.
* Ability to walk and stand for prolonged periods of time.
* Demonstrated ability to be very customer service oriented, with the ability to professionally interact with all levels of individuals in a courteous manner, and to de-escalate situations before they become hostile or unsafe.

DEFINITION:
Under general supervision, attends a prescribed law enforcement academy training program for newly hired officers; performs related duties as required. The IPD Police Officer Trainee position is not eligible for overtime.
DISTINGUISHING CHARACTERISTICS:
The IPD Police Officer Trainee is reserved for individuals hired to become Police Officers who are attending or are being sponsored to attend the required basic law enforcement training academy program. Upon successful completion of the required training and taking the Oath of Office, employees will transition to probationary Police Officer status. A Police Officer Trainee who fails to successfully complete an academy in which he/she was enrolled will be terminated.
Duties
ESSENTIAL FUNCTIONS: (include but are not limited to the following)
* Participates in and completes a prescribed law enforcement officer training program for entry level officers, including training in report writing, laws of arrest and seizure, defensive driving, California Vehicle and Penal Codes, officer survival and physical fitness.
* Prior to entering the law enforcement academy training program, may perform a wide variety of police support duties as part of an orientation program, which may include dispatching and records maintenance, acting as desk officer, and/or assisting in planning and research activities.

This is a 24-hour County-owned Restorative Transformation Center (RTC), Mental Health Rehabilitation Center (MHRC) (also referred to as RTC/MHRC) specializing in serving people who have been identified as being Incompetent to Stand Trial (IST) or are otherwise court ordered to treatment at this level of care. Services will be provided for a maximum of 30 residential beds, 24 hours a day, 365 days a year (24/7). The 30 beds can be used for male and female clients interchangeably. A maximum of 20 beds are specific for IST consumers identified by Superior Court, Riverside Sheriff's Office (RSO), or Riverside University Health System - Behavioral Health (RUHS-BH) teams. Ten beds are designated for consumers needing residential services with a secondary focus on consumers under Laura's Law/AOT, and Other RUHS-BH and Superior Court Diversion Programs.
Shifts Available:
Friday and Saturday 11:00 pm - 7:30 am (Short Hour)
Friday and Saturday 3:00 pm - 11:30 pm (Short Hour)

Expected starting wage range is $21 - $23.09. Telecare applies geographic differentials to its pay ranges. POSITION SUMMARY
The Security and Safety Monitor is responsible for the welcoming of new residents and day to day safety and security monitoring of the program. They may be called upon to assist program staff in providing direct and indirect services to members served.
QUALIFICATIONS
Required:
· High School Diploma or a G.E.D.
· One (1) year of direct service in providing security or other safety related roles and services
· One (1) year of direct service experience in mental health serving a similar program population
· A valid Security Guard Registration with California BSIS (Bureau of Security and Investigative Services) OR complete the required BSIS training course, submit application for license within 90 days of employment, and pass the BSIS exam. All additional training and continuing education requirements for BSIS must be maintained throughout employment.
· Must be at least 21 years of age
· Must be CPR, Crisis Prevention Institute (CPI), and First Aid certified on date of employment or within 60 days of employment and maintain current certification throughout employment

REPRESENTATIVE DUTIES
The following duties are typical for this classification.
* Patrols on and off campus sites, including but not limited to building, classrooms, restrooms, and parking lots by foot, bike, cart, or police vehicle in order to maintain security and order; inspects, identifies, documents, and follows up on unusual conditions, potential hazards and security risks; reports presence of unauthorized persons on grounds or in District buildings; acts upon observations made.
* Determines actions to be taken in various situations including those involving disruptive and/or violent persons carries and uses lethal and non-lethal weapons as necessary and appropriate; initiates arrests, detentions, or consensual encounters with persons on grounds or in District buildings; acts upon observations made.
* Investigates and conducts follow-up on crime cases and other criminal activity; interviews and takes appropriate action to assists crime victims; interviews witnesses; collects physical evidence; photographs crime scenes and evidence; makes and processes arrests when appropriate; prepares reports and submits to other agencies as necessary; works and builds cases to submit to the District Attorney's office.
* Records and documents incidents in patrol logs; prepares reports related to observed violations including use of-force reports, arrest reports, traffic reports, criminal citations, student misconduct, notices to appear, and property evidence reports.
* Apprehends and/or identifies crime suspects; arrests, cites, and books crime suspects per California Penal Code, Vehicle Code, Health and Safety Code and all other applicable statutes and codes; questions and advises suspects of constitutional rights.
* Responds to calls for service; provides security escorts for students, staff or visitors as needed; assists persons with vehicles in parking lots.
* Patrols the District parking lots and streets; checks for vehicle permits and improper parking; conducts traffic stops; issues citations for non-compliance with parking regulations; ensures the safe movement of vehicles in the parking areas and streets around the District facilities; ensures parking lots and roadway are clearly marked.
* Provides assistance to college personnel; renders first aid in emergency situations.
* Provides crowd control for large gatherings such as registration and athletic events; may direct pedestrian or vehicular traffic.
* Conducts building security checks; secures campus buildings and/or facilities as necessary.
* Works closely with other law enforcement agencies in matters relating to the apprehension of offenders and the investigation of offenses.
* Appears in court as a witness or as arresting officer as required.
* Collects money from parking ticket vending machines throughout the campus as necessary.
* Participates in crime prevention and public safety training programs as required.
* Ensures police vehicle and all department issued equipment are in safe operating conditions.

Responsible for the protection of tribal assets, safety of tribal members, employees and students. Surveillance of buildings and properties located on the Soboba Reservation. Maintain visual monitoring of property for the purpose of security. Maintain observation of employees to ensure that policies and procedures are followed. Make verbal and written reports to supervisors. Interact with law enforcement personnel and other representatives.

DUTIES AND RESPONISBILITIES
Although other duties may be assigned, the essential duties include the following:
Maintain daily activity reports.
Prepare narrative and incident reports as required and in accordance with established directives.
Conduct routine patrol duties in accordance with Security Department Directives.
Observe and report incidents, activities and circumstances.
Protect Tribal assets including but not limited to; Sports Complex, Tribal Hall, Preschool, Community Park, Church Grounds, Golf Course, Country Club, Football Field, Baseball Fields, Food and Beverage Facilities, Administration Offices, Swimming Pools, Tennis Courts and other property owned by Soboba Band of Luiseno Indians.
Assist employees, students and tribal members in emergency situations.
Observe behavior at special events held at the Sports Complex or Tribal Hall.
Report any major disturbances or problems to immediate supervisor or Law Enforcement personnel.
Capable of working on flexible schedules which may include some holidays and weekends.
Appearance Standards shall be in accordance with Security Department Policy (neat, clean)
Maintain a positive attitude at all times.
Prepare written reports that are accurate, clear, concise and legible as required.
Interact with all Tribal departments and outside agencies as required.
Respond quickly and safely to emergency and non-emergency situations.
Conduct escorts and assist personnel as needed.
Maintain a thorough knowledge of all Rules, Regulations, Policies, Procedures, Directives, General Orders, and other documents as they relate to security duties and responsibilities.
Maintain an attitude of cooperation with all Tribal members, employees, vendors, contractors, guests or other persons on Tribal land.

P.O.S.T. Certificate preferred.
