Under the direction of the Chief of Police or his/her designee, the Institutional Police Officer works in the San Francisco Community College District Police Department and acts as a peace officer pursuant to Section 830.32(a) of the California Penal Code and Section 72330 of the California Education Code. The San Francisco Community College District Police Department is a Peace Officers' Standards and Training (P.O.S.T.) participant. The officer's primary functions are to provide protection of life and property and to enforce state and local laws and college policies within the jurisdiction of San Francisco Community College District campuses. In accordance with District policy, the San Francisco Community College District Police Department is a sworn unarmed department. Employees are required to sign a memorandum acknowledging their understanding of the District's policy in this regard.
Job Duties
RESPONSIBILITIES AND JOB DUTIES:
1. Maintain law and order within and surrounding City College campuses and other district sites.
2. Provide a safe and secure environment for the students, faculty, staff and visitors.
3. In a professional and courteous manner; respond to all emergencies on District property.
4. Uphold the laws and statues of the State of California, municipal and criminal, enforce state and local ordinances, rules and regulations related to the San Francisco Community College District.
5. Provide assistance and /or first aid.

7. Issue verbal warning or issue citations for violations observed and issue parking citations.

12. Assist students, faculty, staff, and visitors by providing directions and responding to questions and inquiries; provide service escorts for any person requiring assistance.
13. Respond to faculty, staff and student complaints in potentially hostile situations; intervene and mediate in disturbances and disputes.
14. Testify and present evidence in court as necessary.
15. Assist in the event of natural disasters and other extraordinary circumstances.
16. May perform other duties as assigned by Chief of Police or his/her designee.
WORKING CONDITIONS:
This classification may require maintaining physical condition necessary for walking, standing, running or sitting for prolonged periods of time; bending, stooping, kneeling, crawling; moderate to heavy lifting and carrying; possible exposure to physical injury and other dangers inherent in police work. Must possess satisfactory hearing capabilities and visual acuity of at least 20/100 correctable to at least 20/30 in each eye. Officers are required to wear police uniforms, a bullet proof vests, and required police gear.
Officers are required to work flexible shifts, rotating shifts, weekends, and holidays. Officers may be assigned to any of the District campuses under the department policy and/or at the discretion of the Chief of Police.
The department currently operates two shifts: Day shift and swing shift. Shifts are 5 days/8 hours per day or 4 days/10 hours per day; 7 days a week.

Education:
High School diploma or equivalent (GED or High School Proficiency Examination). AND
Experience:

Benefits
1. Additional Days Off with Pay. As stipulated in the appropriate bargaining agreements and board resolutions, Classified employees working full year (260 days/year) work schedules are granted, as paid days off, the days between Christmas Day and New Year's Day, as well as an additional five (5) paid days during spring break. Eligible school-term-only (STO) employees who are not scheduled to work the designated days between Christmas and New Year's Day shall be granted three (3) paid days off to be scheduled by mutual agreement between the employee and supervisor. Benefits
Retirement: CalPERS retirement formula is 3% at age 55 for Classic members or; 2.7% at age 57 for "new members" as defined by Government Code §7522.04(e). Benefits
The City's comprehensive benefits package includes:
Holidays: 13 days per year.
Vacation: From 11 to 20 days per year, depending on length of service.
Sick Leave: Accrual is one day per month, with no limit on accrual. If retiring from the City, unused sick leave may be used as service credit towards CalPERS retirement.
Retirement: The City contracts with CalPERS to provide a retirement plan that utilizes the formula of 3% @ 50 for "Classic members" or 2.7% @ 57 for "PEPRA members." SELECTION
All applications will be carefully reviewed. The selection process will include a physical ability test, an oral interview and a personal history review. Successful applicants will be placed on a list of qualifiers. Solid Fence Climb: Run 5 yards to a 6-foot solid fence, climb over fence, and continue running another 25 yards.

The City will contribute to the cafeteria allowance for eligible employees in an amount as follows:
* No Coverage/Waiving Coverage for employees hired on or after January 1, 2020: $500 per month shall be added to employee wages. This amount is not compensation for retirement purposes as defined by the California Public Employees' Retirement System. An employee who waives coverage must provide proof of acceptable coverage in compliance with the law.
* No Coverage/Waiving Coverage for employees hired before January 1, 2020: Cash in lieu is frozen at $830 per month and shall be added to employee wages. This amount is not compensation for retirement purposes as defined by the California Public Employees' Retirement System. An employee who waives coverage must provide proof of acceptable coverage in compliance with the law. In the event that an employee in this group purchases health insurance from the City's Cafeteria Plan Allowance on or after January 1, 2020, and thereafter elects to waive health coverage in the future, the cash in lieu benefit will be reduced to $500 per month.
* Employee Only: 100% Kaiser Bay Area medical premium. This amount is inclusive of the City's direct health contributions in Section A1 above. In the event that the Kaiser rate increases 15% or more in any year, the parties shall split the cost of the rate increase above 15% for the plan year.
* Employee +1: 95% Kaiser Bay Area medical premium. In the event that the Kaiser rate increases 15% or more in any year, the parties shall split the cost of the rate increase above 15% for the plan year.

The City pays 0% of the employee contribution. In lieu, the City provides 414h, a one-time, irrevocable option for the employee to elect to have his or her mandated PERS employee contribution picked up by the City. Electing this option authorizes the City to designate the mandatory contribution on a tax-deferred basis.
Bargaining unit employees shall pay three percent (3.0%) towards the employer share of the CalPERS contribution, subject to 414(h)(2). These contributions shall be credited to each member's account in accordance with Government Code Section 20516(a)
VIII PORAC Retiree Medical Trust: The employee contribution to the PORAC Retiree
Medical Trust shall be $200 per month.
* Effective as soon as administratively feasible following ratification and approval all represented employees shall increase biweekly monthly contributions to the PORAC Retiree Medical Trust by $50.
* Effective the pay period including July 1, 2023 or as soon thereafter as administrative feasible, all represented employees shall increase biweekly monthly contributions to the PORAC Retiree Medical Trust by $50.
* Effective the pay period including July 1, 2024 or as soon thereafter as administrative feasible, all represented employees shall increase biweekly monthly contributions to the PORAC Retiree Medical Trust by $50.
IX RETIREE HEALTH BENEFITS: The retiree health benefit for all bargaining unit employees hired on or after November 14, 2022 shall be limited to the PEMHCA minimum.
X HOLIDAY PAY COMPENSATION: Bargaining unit employees shall receive eight percent (8%) of compensation in lieu of observing City holidays. Such payments shall be made on December 1 and June 1. Reporting of Holiday in Lieu Pay for retirement purposes shall conform to CalPERS regulations requiring reporting of Holiday in Lieu Pay allocated to each biweekly pay period.
XI TWO-HOUR PERSONAL LEAVE: May be taken at any time during the calendar year that is agreeable to the employee and department head in lieu of employee taking two hours of holiday time off on the Friday before Easter. The two hours personal leave shall be taken each year pursuant to the above conditions and shall not accrue from year to year.
Effective with 2009 accruals the City is willing to allow personal time be transferred to Association release time bank.
XII SICK LEAVE: Sworn police officers accrue sick leave at the rate of twelve working days per year. The maximum pay out of 50% of accumulated, unused sick leave at the time of retirement, death, or abolishment of position remains at a cash value not to exceed 800 hours of pay.
For employees hired on or after July 1, 2019, there will be no sick leave accrual pay out.
Retiree Health Savings -Effective July 1, 2008, a retiring employee shall place 100% of eligible Sick Leave Cash Out into the City-sponsored Retiree Health Savings Account. This provision does not apply to employees hired on or after July 1, 2019.

This classification may require maintaining physical condition necessary for walking, standing, running or sitting for prolonged periods of time; bending, stooping, kneeling, crawling; moderate to heavy lifting and carrying; possible exposure to physical injury and other dangers inherent in police work. Must possess satisfactory hearing capabilities and visual acuity of at least 20/100 correctable to at least 20/30 in each eye. Under general supervision, police officers perform various peace officer duties involving protecting life and property, enforcing laws and ordinances, criminal investigation, traffic control, crime prevention and suppression. Duties may include but are not limited to:

The CSO is responsible for responding to emergencies and service calls, collaborating with other departments, and maintaining high professional standards. The ideal candidate demonstrates strong communication and writing skills, creative problem-solving, and the ability to work independently while adhering to best practices in security and law enforcement.
Responsibilities:
Patrol: Conduct routine security patrols across over 400 acres of campus property and off-campus sites, including more than 68 buildings and structures. Duties involve vehicle, foot, and bicycle patrols, responding to emergencies such as fire alarms, medical incidents, and criminal activities, as well as proactive checks for hazardous conditions and policy violations. Officers may assist local police and fire districts and are responsible for documenting their actions in clear, concise reports.
Dispatch: Receive emergency and non-emergency calls, determine the nature and location of incidents, and dispatch appropriate personnel or agencies. Maintain confidentiality, operate various communication equipment, and manage records and logs for all transmissions and calls. Assist with parking-related matters and lost-and-found items.
Campus Services: Secure and open campus facilities as scheduled, monitor alarm systems, provide escorts, deliver sensitive materials, offer vehicle jump-starts and lockout assistance, and conduct welfare checks. Traffic and Parking Control: Enforce campus parking regulations, issue citations, tow vehicles, and provide traffic control during events or incidents.

Training: Maintain all required professional and job-related certifications.

Education:

Union Membership: This position is non-exempt and subject to the overtime rules of the Federal Labor Standards Board and is part of the Police Officer Association Union group (POA).
Bonus Package: The package is broken down into three one lump sums. New hires will receive a $10,000 one-time lump sum after the employee successfully completes all elements of the Field Training Program (FTO). Then $10,000 upon successful completion of the probationary period with a satisfactory or better performance evaluation. Additionally, $10,000 after the employee has completed thirty-six (36) months in paid status with a performance evaluation satisfactory or better.
Health Benefits: For medical coverage, the City contracts with Sutter Health and Kaiser Permanente. The city pays 100% employee only Kaiser Coverage and 80% Dependent Coverage up to the Kaiser Coverage Plan.
Dental insurance is through Delta Dental. The City pays up to the employee only.
Life Insurance: The City pays for coverage of $50,000.
Vision: Supplemental Insurance with VSP (employee paid)
