In this position, you will serve as a SecuritySpecialist, overseeing the implementation of programs and policies related to Personnel Security (PERSEC), Information Security (INFOSEC), Physical Security and Communications Security (COMSEC), Facilities and Emergency Preparedness.
This position starts at a salary of $89,508.00 (GS-12, Step 1) to $138,370.00 (GS-13, Step 10)

Major Duties for this position include, but are not limited to:
* Assisting in maintenance of personnel security records. Conducts appropriate Special Compartmented Information (SCI) briefings/debriefings as assigned for cleared personnel.
* Making extensive independent technical judgements concerning the interpretation and implementation of existing security procedures, methods, and in deciding which analytical and technical decisions form the basis for major security program policy and operational decisions by upper management.
* Serving as Communications Security (COMSEC)/Top Secret Special Compartmented Information (TS/SCI) Manager. Responsible for the safeguarding, accounting for and when necessary, destruction of TOP SECRET COMSEC material, cryptographic communication, keying material, and equipment.
* Providing advice, assistance, and guidance to supervisors, managers, and employees on complex physical security matters concerning the integrity of the Special Compartmented Information Facility (SCIF).

Qualifications
Experience: You qualify for the GS-12 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
* Interpreting new or proposed legislation, directives, and other agency guidance, to recommend and develop internal security programs policies and procedures to support Sensitive Compartmented Information (SCI) operations.
* Providing technical assistance and direct support to management staff on all matters related to security service programs on the integrity of the Sensitive Compartmented Information (SCI) facilities.
* Overseeing Top Secret/ Sensitive Compartmented Information (TS/SCI) facilities and equipment, while maintaining contacts with federal agencies and established security policies, objectives, and regulations.
* Overseeing the implementation and coordination of research and analysis of security programs to support Sensitive Compartmented Information Facility (SCIF) lifecycle functions.
Experience: You qualify for the GS-13 grade level if you possess 1 year of specialized experience equivalent to at least the next lower grade level, performing duties such as:
* Providing proficient Sensitive Compartmented Information (SCI) briefings and debriefings on security fractions, violations, and assists in official inquiries when appropriate.
* Managing various Sensitive Compartmented Information (SCI) administrative actions to closely examine security legislation or revised security regulations and to reevaluate and make recommendations concerning expected impact on programs, missions, and future strategic plans.
* Facilitating with other federal agencies as an expert security advisor to leadership and management on security planning, resource allocation, systems, and programs to better secure Top Secret/ Sensitive Compartmented Information (TS/SCI) facilities and equipment.
* Serving as program coordinator for Sensitive Compartmented Information (SCI) facilities and equipment impacting operational readiness, safety and the security of technical systems which affect federal agencies, private entities, and the general public.

The Ypsilanti District Library has an exciting opportunity for a candidate interested in making a difference for our community. This newly-created position will oversee and evaluate security services for the library district, maintaining a safe and welcoming environment that ensures all persons are treated with dignity and respect. The Security Coordinator supervises three library-employed Building Monitors, responds to and documents incidents, and promotes the security of library premises, property, patrons, and staff by maintaining a high level of visibility and vigilance. The right candidate will develop relationships with library users, staff, and partners, collaborating to address problems before they escalate, and play a preventive role as an active and visible security presence in the library.
Nature of Work/Responsibilities: Under the general supervision of the Library Director, the Security Coordinator establishes and executes strategic goals and initiatives for systemwide security services with the librarys mission, vision, and core values in mind. Duties include:

Position Summary:
The Chief of Public Safety & Emergency Management is responsible for the day-to-day operation and supervision of the Public Safety department. The Chief oversees campus law enforcement personnel as well as non-sworn civilian staff. The department is responsible for providing law enforcement service and medical first response to the college community.Essential Job Duties and Responsibilities:
Responsible for all law enforcement, safety, and response to campus emergencies for the College; respond to and take a leadership role in major safety, criminal, medical, or other critical incidents.
Perform all law enforcement functions including patrol; investigation of criminal cases; inventory control of all necessary supplies needed for operation of department; operate and maintain the CLEMIS law enforcement system; Michigan Training Network, and Law Enforcement Information Network.
Act as primary point of contact and liaison with Federal/State/Local Law Enforcement involving criminal activity and investigations on campus.
Lead the Crisis Management Team (CMT). Manage and oversee emergency notices to the campus community using the system designated by the College. Lead the response to any critical incident on campus. Annually update the College's Crisis Management Plan.
Act as primary liaison with the Washtenaw County Emergency Operations Center during major natural/man-made events affecting the College.
Develop Incident Action Plans (IAPs) as necessary to provide a coherent means to communicate the overall incident objectives in the context of both operational and support activities.
Develop tactical operational processes and procedures as necessary under the Incident Command System (ICS).
Responsible for the College's compliance with Federal Laws concerning Clery Act compliance. Maintain the Daily Crime Log in compliance with the Clery Act and serve as a primary contributor to the Annual Security Report (ASR).
Understand and act as a Responsible Employee under Title IX.
Ability to write reports, business correspondence, training information, and procedure manuals.
Ability to read and analyze professional journals, technical procedures, government regulations, and best practice summations. Revise procedures and training based on analysis.
Ability to give presentations and answer questions from college personnel, the general public, students, other members of the campus community, or media.
Manage and oversee College compliance with required Federal or State fire, severe weather, or emergency evacuation drills.
Provide training to the campus community on active shooter situations, lockdown, security procedures, and crime awareness and prevention.
Serve on the College's behavioral intervention team; evaluate risks and behaviors of individuals that pose a concern to the campus community. Provide social intelligence gathering and analysis along with threat assessment expertise.
Ability to investigate incidents; research backgrounds through web, social media, and online tools such as Michigan Public Sex Offender Registry and Offender Tracking Information System; effectively question complainants, respondents, and witnesses involved in incidents; review and capture video of incidents; and examine/analyze evidence.
Ability to be certified through the Michigan Commission on Law Enforcement Standards to enforce State Law regarding criminal offenses, and parking violations on campus including representing the College in District and Circuit Court on criminal complaints and well as traffic citations.
Be available and on-call 24/7 for emergencies involving safety and security such as crimes on campus, severe weather, power outages, trouble-shooting the electronic access control system, or to manage other critical incidents.
Minimum Qualifications:
Minimum Required Knowledge, Skills and Abilities:
Bachelor's degree in criminal justice, emergency management, public administration, or closely related field required. Master's degree preferred.
Ability to de-escalate incidents and use minimal force or presence.
Knowledge of law enforcement, community policing, and emergency medical procedures and techniques.
Ability to interact with a diverse campus community.
Ten (10) years' experience including at least five (5) years supervising a staff of fifteen (15) or more persons in a certified law enforcement, emergency management, or comparable agency.
Supervision at the level of Captain, Commander or higher preferred.
Three (3) years' experience managing video surveillance and security systems and related software.
No felony convictions; possession of a valid driver's license.
Physical ability necessary to perform the duties of a Public Safety officer.
Certified Emergency Manager Certification or the ability to obtain certification within six (6) months of hire.
Knowledge and experience with the National Incident Management System (NIMS).
Good public speaking/teaching skills.

Position Summary:The Part time Public Safety Service Officer is responsible for ensuring the public safety of the College community, including buildings and property. The Part time Public Safety Service Officer is a non-sworn/non-certified position. The Part time Public Safety Service Officer responds to emergency situations throughout campus, such as medical emergencies, fires, disturbances, criminal activity and any other calls for service that involve the public safety of the campus and persons on campus.Essential Job Duties and Responsibilities: • Respond to calls for service regarding public safety.• Patrol College property on foot, bicycle, or motor vehicle according to procedures issued by the Public Safety Department.• Turn off and on all campus alarm systems, monitor alarm activity, respond to alarm activations and take appropriate action.• Assist with general office duties.• Make initial written reports on all reported incidents. Maintain a daily log.• Lock/unlock all College buildings according to schedule.
