Purpose of Job Under immediate supervision, is responsible for administration and enforcement of the Zoning Ordinance, International Property Maintenance Code (IPMC), and the City of Franklin Municipal Code. Research and determine property ownership and applicable zoning standards. Performs site inspections of nonresidential and multi-family development, including new signs, to ensure construction meets zoning requirements as approved. Conducts field investigations and inspections to evaluate possible violations of the IPMC, Zoning Ordinance, Municipal Code, and other applicable local and State codes and regulations relating to nuisance, zoning, junk and debris, abandoned/inoperative vehicles, and other property maintenance concerns. Captures, saves, and records photographs for evidence of violations and corrective actions. Research and contact responsible persons, landlords or tenants. Utilize enterprise software to develop and maintain accurate case files. Issues Notices of Violation and misdemeanor citations for violations of Zoning Ordinance, Municipal Code, and other applicable local and State codes and regulations. Perform follow-up investigations to ensure that remedial action has been taken. Composes correspondence to citizens, design professionals, developers, contractors, and elected officials to educate, inform, and explain requirements of City of Franklin Zoning Ordinance, IPMC, and the Municipal Code. Presents a variety of information and statistics regarding zoning and code enforcement requirements and activity in the form of written, graphic, or oral reports for use by elected and appointed officials, special committees, or community organizations. Confers and coordinates with other public and private agencies and City departments on the investigation of violations across agency boundaries. Responds to public inquiries and public nuisance abatement complaints and answers questions related to Zoning and Code enforcement activities by researching, interpreting and explaining policies and regulations; analyzes, recommends and communicates appropriate solutions to problems; addresses customer complaints and schedules site visits Deals effectively, courteously and productively in difficult situations with customers from diverse socioeconomic backgrounds. Works closely with homeowners, landlords, tenants, businesses and community groups to grow strong neighborhoods through public relations, education and code enforcement activities. Maintains integrity of work by taking responsibility and accountability for completion of work, customer interactions, and by maintaining punctuality and attendance at work. Acts as a representative of the City by representing the City in community and official meetings with other City departments, organizations and professional groups on code enforcement matters. May be assigned to design public information and education programs to present to community groups concerning codes, ordinances, and city compliance programs and testify in court. Polices City right of way to remove illegal signs including some work required on weekends. Solicits bids for demolition or other corrective action on behalf of the City to ensure code compliance. Works with Law Department to ensure lien is placed on property or owner to cover costs incurred if City is required to take corrective action to correct Zoning or Property Maintenance violations. Organizes and maintains accessible file system of individual and group cases; maintains a current central office file system on zoning violations. Maintains working knowledge of the City Codes. III. Other Job Duties Perform other related work as assigned. IV. Primary Job Challenges Primary challenges of this position include staying up to date on municipal codes, zoning ordinances, development standards, historic zoning overlay, and boundaries. Also, keeping public right of way clean of all unauthorized types of signage and informing business owners and citizens of allowable signage, and historic preservation and flood overlay requirements as assigned. V. Must have a thorough understanding of municipal codes; particularly property maintenance codes and must be able to use corresponding manuals.
