Responsibilities: Cybersecurity Governance & Risk Management • Lead the development and maintenance of RMF authorization packages including System Security Plans (SSPs), Security Assessment Reports (SARs), POA&Ms, Continuous Monitoring plans, and Risk Assessments. • Ensure system compliance with DoD 8570.01-M, CNSSI 1253, NIST SP 800-53, and SECNAV 5239.3 series policies. • Advise government stakeholders on cybersecurity posture, risk prioritization, and ATO/ATC sustainment strategies. • Review and approve security documentation prepared by lower-tier analysts or engineers. • Serve as the technical liaison between system owners, accrediting authorities, and NAVSEA Red Team / Blue Team representatives. System Assessment & Engineering Support • Perform comprehensive security assessments, vulnerability scans, and control validations using eMASS, ACAS, STIG Viewer, and Security Compliance Checker tools. • Direct STIG implementation and configuration management of enclave networks, servers, and mission systems. • Evaluate cross-domain interfaces and coordinate with Navy Cross Domain Security Office (NCDSO) for TAB and DSAWG approval documentation. • Review system and software architectures to identify weaknesses, misconfigurations, or risks to confidentiality, integrity, and availability. • Develop and recommend countermeasures to mitigate identified vulnerabilities and maintain zero-trust principles. Compliance Tracking & Continuous Monitoring • Maintain system accreditation status through recurring assessments, configuration audits, and vulnerability reporting in VRAM. • Manage Information Assurance Vulnerability Alert (IAVA) compliance across assigned systems and ensure timely remediation. • Oversee incident response, investigation, and reporting in accordance with DoN Cyber Incident Handling procedures. • Support re-certification efforts and contribute to the improvement of RMF processes and templates. Requirements Qualifications: Required Qualifications • Education: Bachelor's degree in Cybersecurity, Information Systems, Information Technology, Computer Science, or related technical field. • Experience: Minimum 10 years of professional experience in information assurance, cybersecurity management, or system accreditation (8 years with Master's; 15 years without degree accepted). • Certifications: o Must hold a DoD 8570.01-M IAM Level III certification (e.g., CISM, CISSP (or Associate), GSLC, or CCISO). o Must meet DFARS ************ Information Assurance training and certification requirements. • Clearance: Active SECRET security clearance with ability to obtain and maintain TS/SCI if required. ________________________________________ Preferred Qualifications • Expertise with DoD RMF toolsets (eMASS, VRAM, XACTA, ACAS, STIG Viewer). • Working knowledge of NIST SP 800-37 Rev 2, 800-53 Rev 5, 800-171, and CNSSI 1253. • Experience coordinating with Authorizing Officials (AOs), SCA representatives, and Cybersecurity Technical Authorities (CTA). • Familiarity with NAVSEA Red Team/Blue Team assessments and NAVWAR CS TA validation processes. • Demonstrated leadership or mentoring experience in multi-disciplinary cybersecurity teams. ________________________________________ Desired Attributes • Strategic mindset for balancing risk management and mission effectiveness. • Excellent oral and written communication skills for interfacing with technical and executive stakeholders. • Highly organized, with the ability to manage multiple systems and deadlines simultaneously. • Proven record of supporting continuous ATO compliance and implementing measurable security improvements.     Job Description The Security Specialist shall provide a broad range of visitor and access control security services and administration support functions to include providing communications support, badge checks, and executing Random Anti-Terrorism Measures (RAM). These individuals will provide key/lock program and security container (Safe) assistance and prepare logs and documentation for secure area doors and locking systems. All work will be IAW applicable Federal, Department of Defense, Installation, and/or Facility governing instructions/policies and established local processes and procedures. The Security Specialist should be able to perform, be familiar with, or have experience with the following: Security experience with security monitoring systems (e.g., Lenel) and watch standing experience. Possess computer skills to include basic knowledge sufficient to complete internet searches and prepare/edit documents utilizing word processing and spreadsheet software. Tasks are primarily sedentary and performed sitting or standing at a computer. However, there will be periods of walking, including transiting up and down stairs or around the building. Duties and Responsibilities Verify all personnel and visitors entering the facility have a valid facility badge per standard operating procedures (SOP). Perform end-of-day closing processes and procedures, use security equipment, locks, and alarm systems to perform daily duties per SOP. Maintain a Facility Watch Log for incoming and oncoming shifts and any events that happen during visitor control duties per logs provided. Events include items such as any alarms, real-world emergency events, exercises, training, medical, security, etc. Provide communications between Visitor Control and installation security forces, central alarm station, fire services, or other entities as needed. Provide assistance by contacting police, fire, etc. in the event of an emergency and informing the facility Security Officer (SO) and/or designee as soon as possible. Provide required access to first responders as needed. Review and process all requests for facility access via visit request documents via a spreadsheet that is provided by government personal security. Create and issue security badges in accordance with established instructions, processes, and procedures located on the customer portal and/or provided to the contractor. Assist, with permission and guidance of designated Government points of contact, in creating, modifying, and terminating profiles within the access control system (ACS). Update the facility watch logs for all actions as needed. Support walk-in visitors with requests for access, background verification, badging, and directions to facilities and provide other customer service assistance for the facility, as needed. Answer all phone calls, ideally within 2-3 rings, with professional customer service. Assist with audits, staff-assisted visits, inspections, and/or surveys of the visitor control. Per the direction of the appropriate customer staff, Commander's Adjutant, and any other designated personnel, coordinate scheduling for the display of outdoor/indoor customer and distinguished visitor flags, banners, and pennants. Announce all exercises, trainings, and real-world situations, and emergency events that are received via email, blackboard messaging, and the installation giant voice over the visitor control loudspeaker (PA-System) located in Visitor Control. Manage the issuance and inventory of encrypted hand-held radios. Document all radios that are issued in a paper or electronic log that will be provided to the contractor. Assess alarms and alerts from the ESS, IDS, and CCTV, and report all incidents to the SO or designee. Identify and document all ESS, IDS, or CCTV system issues in the facility watch log and notify government security and maintenance personnel via an electronic trouble ticket within one hour of discovery. Maintain an electronic trouble ticket log for all Visitor Control Systems. Assist with support for installation Central Alarm Monitor Station, Security Forces, Fire Services, or other entities as needed to control access, assist in investigating alarm actuations, and help in conducting facility and systems checks, as required within the building. Provide weekly security alarm status, visitor control log, and badge issuance reports by 0900 every Monday. Provide and document cell phone locker support (e.g., customers locked out) in the electronic log provided by customer as needed. Support with escorting and observing visitors during facility work, official visits, construction, or other associated escorting requirements as long as there is someone in the Visitor Control office. Record all escorting duties, the reason for escort, time, day, etc., in the electronic log that is provided. Conduct, complete, document Random Antiterrorism Measure (RAM) inspections and checks per the approved monthly schedule. Assist in developing the RAM monthly schedule in accordance with customer guidance. Assist in performing RAM's program, identification, baggage, and facility safeguard checks. This will include periodic tours of the facility as scheduled; this could include weekly, daily, and hourly checks. Adjust random antiterrorism measure checks based on increased FPCONs, or when conditions exist that require additional facility tours and monitoring system checks, in accordance with guidance and direction from the customer. Assist in maintaining the key and lock program. Maintain and operate electronic computer key machine. Conduct quarterly high security key inventories and document in a provided spreadsheet and memo to the customer. Assist in managing and documenting keys, key codes, master keys, sub-master keys, containers/safes, combinations, and combination holders, including high security locks, lock hasps, and product research. Ensure security container information forms (SF 700, OS 86 Form, SF 701, SF 702) are accurately completed daily, logged, and provided as needed. Maintain and update secure room (non-SCIF) access list for authorized personnel via official memorandums and spreadsheets. Work in coordination with secure room area points of contact to update the access and associated recall lists. Support the Personal Electronic Device/Wi-Fi Device (PED/WFD) Waiver Program and document in provided spreadsheet and waiver memorandums. Attend Command all Hands, security briefings, and Local Security Pass down meetings as required to perform their duties. Other duties as assigned and required.
