What You'll Do * As a Business Planning Solution Owner and Finance SME, you will own the functional vision and delivery of Finance planning solutions, partnering with stakeholders and technical teams to implement and sustain connected planning capabilities. * Own the solution roadmap and backlog for Finance planning (FP&A, budgeting, forecasting, reporting, workforce/capex planning as applicable). * Lead end-to-end delivery across teams: scope, timeline, RAID, dependencies, governance, and stakeholder alignment. * Partner with technical solution architects to translate finance requirements and spreadsheet models into scalable Anaplan/Pigment planning solutions (driver-based models, workflows, approvals, reporting). * Serve as a Finance SME, guiding best practices in planning processes, financial modeling, and performance management. * Partner with solution architects/build teams to ensure model design supports: auditability, security, hierarchy design, versioning, and business scalability. * Drive UAT and deployment: test strategy, test case development, defect triage, go/no-go readiness, and hypercare in partnership with technical solution architects. * Support data readiness and integration efforts (source-to-target mapping, master data alignment, reconciliations, migration planning). * Develop and maintain key documentation: requirements, process flows, training materials, and operating procedures. * Enable adoption through change management, training, and stakeholder communications. * Up to 30% regional travel. What You'll Bring * A bachelor's degree in Finance, Accounting or MIS * Strong Finance planning background (FP&A) with expertise in budgeting, forecasting, management reporting, variance analysis, and KPI/driver frameworks. * Demonstrated project/program management capability delivering complex, cross-functional initiatives (Agile preferred). * Hands-on experience implementing or owning connected planning/EPM tools-Anaplan and/or Pigment strongly preferred (certifications a plus). * Advanced Excel/financial modeling skills and experience transforming spreadsheet-heavy processes into governed planning solutions. * Familiarity with data integration concepts and planning data structures (dimensions/hierarchies, metadata, versioning, security). * Excellent written and verbal communication skills; ability to align executives and working teams, facilitate decisions, and manage tradeoffs. This position will perform a range of professional duties related to the implementation of the WIOA funded program, including: directing customers, overseeing services provided at the JRC/self-service level, interacts with the public and provides customer service by phone, email and in person, prepares correspondence, reports, records and other paperwork, and ensures program databases and recordkeeping files related to the program are in order to ensure goals and standards are met POSITION DUTIES: Meet with each assigned customer, and review the individual s progress from intake through job placement, exit, and post-exit 12-month follow-up. Responsible to enroll a minimum of 35% customers per year. Documentation of all contact and progress reports shall be maintained in customer s electronic and paper file and must be submitted to MIS within 3-5 days of activity. Provide an assessment that shall include testing and evaluation of educational attainments, occupational/transferable skills, customer interests, aptitudes, and/or vocational potentials for each customer. The Employment Specialists are a part of the multidisciplinary team consisting of the CH/YA FSP and TAY RRR mental health staff. SEIPS services are integrated into the consumer's current mental health treatment plan. Employment Specialists provide individualized employment training and coaching and on-the-job support to CH/YA FSP and TAY RRR consumers during their employment in the community. POSITION RESPONSIBILITIES: Must complete training in the Individual Placement and Support (IPS) evidence-based model of treatment prior to providing direct services with consumers. Must participate in weekly multi-disciplinary team meeting for CH/YA FSP and TAY RRR as well as the SEIPS team meeting and individual supervision. Develop an individualized Employment/Career Profile with each CH/YA FSP or TAY RRR consumer who chooses to participate in SEIPS. Conducts rapid job search activities for each consumer with initial face-to-face employer contacts within 30 days after the development of the Employment/Career Profile. Provide benefits counseling with youth to inform them of how current benefits may be impacted by commencing employment. Responsible for providing support, coaching, resume development, interview training, and on-the-job support with consumers, as per the IPS model of treatment. Provide individualized support in conjunction with the mental health treatment team to assist consumers in maintaining employment, by offering frequent in-person assistance, at least weekly, during the first month of taking a job, and then at least monthly for ongoing support. Provide ongoing assistance to CH/YA FSP & TAY RRR consumers with career development, including offering diverse work opportunities and providing competitive job options with permanent status. Additionally, assist clients to advance in current job by asking for promotions and raises. Assist clients with looking for additional education and training programs to further their vocational aspirations. Conduct regular job development activities by making at least 6 face-to-face employer contacts per week for the purpose of building relationships with employers, describing how the SEIPS Program works, and explaining how the consumer's strengths can be of benefit to the employer. Develop relationships with local employers and businesses that may provide job opportunities for youth consistent with their preferences, as specified in each consumer's Employment/Career Profile. Collaborate with the Department of Rehabilitation to coordinate additional vocational rehabilitation services that may be needed by CH/YA FSP & TAY RRR consumers. Qualifications Possess bachelor's degree in psychology, mental health or other social services. Experience providing services to people with serious mental illness and vocational rehabilitation or related employment services. Bilingual Spanish-speaking is highly desired. Assist participants with unsubsidized employment. Follow-up with participants in unsubsidized employment, collect check stubs, complete paperwork, and submit to SBWIB for participant work allowance stipend. Enter data into the I-TRAIN system to report participants activities, such as client assessment, registration, enrollment, TSE participation, unsubsidized employment, and retention. Maintain case notes in the participants file and file relevant program forms/documentation and make the files available to Program Monitors conducting program review. Enter data into the CalJobs system to report WIOA co-enrolled activities, such as orientation, assessment, short-term prevocational services, TSE participation, unsubsidized employment, and retention. Enter case notes for WIOA co-enrolled activities in participants electronic CalJobs file and upload documentation for co-enrolled activities. Complete the LA County Harassment training on a bi-annual basis. Attend weekly staff meetings. Attend quarterly SBWIB meetings. Submit monthly performance reports. Participate and attend fair events, recruitment events, assigned meetings, etc as needed to promote agency s program services with the community. In addition, actively support and participate in activities related to the Center s performance. Assist with outreach efforts to job seeker community and businesses by attending job fairs, community events, forums, etc. Assure the prompt and smooth referral of all eligible customers to intensive/training services. Communicate problems/irregularities in an eligibility/recruitment process in a timely matter. Maintain electronic Case Notes in the CalJOBS System of interaction with customer on a daily basis. Complete trainings provided by the City of Los Angeles EWDD Perform and reach program goals with 90% of total program year eligibility Case management Job development, job placement and retention Perform other duties as assigned. QUALIFICATIONS Minimum of a High School Diploma (or GED equivalent) is required. Associate s or Bachelor's Degree is preferred. Minimum of 2 years of experience in customer service, assessment, eligibility determination, case management and/or counseling Experience in Workforce or employment programs is highly desirable but not required Some supervision experience is highly desirable. Professional experience in social services programs highly preferred Must have excellent interpersonal skills, be a team player and be able to work with diverse populations to provide in-person and over-the-phone program services. Excellent customer service skills Strong organizational skills Be proficient in a Windows PC environment and Microsoft Office. Possess excellent communication and written skills, as well as telephone and people skills. Must have excellent time management and organizational skills to effectively manage a caseload. Bilingual skills preferred Must be available to work evening and weekend hours as needed.
