The Bilingual Crisis Counselor provides brief, solution-focused mental health interventions, crisis interventions, and case management services to children and families that are involved in San Francisco systems including child welfare, San Francisco's Department of Public Health Child Crisis program and the Crisis Stabilization Unit (CSU), and youth enrolled in San Francisco Unified School District (SFUSD). They work as member of a treatment team and provide services in the community, including hospitals, schools, and family homes located both within San Francisco and up to 90 miles away.

Seneca's San Francisco Hub team strives to provide care and resources to families involved in the child welfare system and foster care services. Our goal is to strengthen permanency for children in their current placement, support them through transitions, and address their mental health and behavioral needs.

Responsibilities:
Provide crisis management and intervention for youth referred by, but not limited to, the San Francisco child welfare system, San Francisco's Department of Public Health, SFUSD, and the Crisis Stabilization Unit (CSU)
Complete risk assessments, crisis counseling, creation of behavioral plans and safety plans
Participate in all treatment reviews, family team meetings and program staff meetings
Complete documentation identified by supervisor in a timely and satisfactory manner
Collaborate on a regular basis with team members including but not limited to: Child Welfare Workers, caregivers, school staff, therapists, and case managers
Participate in weekly individual supervision and group supervision to expand skills and receive ongoing coaching and support
Maintain professional behavior at all times, appropriately representing Seneca's mission and philosophy
Required:
Education/Experience Requirements:
Bachelor's degree OR
Associate's degree or equivalent + 1 year of applicable experience OR
High School Diploma/GED + 2 years of applicable experience
Applicable experience can include paid or unpaid experience working with youth or families or working in the social services field.
Bilingual in Spanish
Strong communication skills and flexibility
Must be at least 21 years of age
Own vehicle, Valid California driver's license and insurability with Seneca's automobile policy

Preferred:
Prefer at least 9 months to 1-year experience in working with children with mental health needs in out of home care

Crisis Counselor

As the Crisis Counselor, you will provide crisis support for youth enrolled in the Partial Hospitalization Program (PHP). Counselors will facilitate daily group sessions and individual supports in collaboration with the transdisciplinary team. Counselors will provide a safe and nurturing environment for youth enrolled in the program and will intervene as necessary to assist the youth in developing skills for growth and maintaining stabilization. Counselors will participate in the daily clinical treatment planning with the transdisciplinary team and assist the PHP Clinician with case management duties as appropriate.
ABOUT STEP PROGRAMS
The STEP (Skills, Transitions, Exploration, and Progress) program provides Partial Hospitalization services to youth ages 12-17. The goal of the STEP program is to provide intensive, short-term stabilization services to enable our clients to step down to lower levels of outpatient mental health treatment. All groups are designed to teach youth the skills necessary to help them learn about their mental health, provide psychoeducation, and help them learn skills to feel better and be safe. STEP consists of a multidisciplinary team of counselors, clinicians, a nurse, psychiatrist, and program supervisor.

As the Bilingual Support Counselor, you will provide culturally-sensitive, trauma-informed, and family-centered services and planning that supports a client and their family to achieve their care plan goals. ISS works with young people who are dependents of Santa Clara County or at risk of child welfare involvement, including those served through hospital diversion. A family enrolled in ISS will work with an assigned clinician, a facilitator, and a team of counselors to provide individualized interventions. The ISS team collaborates with youth and caregivers to create trauma informed care plans designed to increase safety and prevent placement disruption, so that youth and caregivers feel empowered and supported while in the program.

ABOUT THE ROLE
The Community-Based Mental Health Rehabilitation Specialist (MHRS) coordinates services and planning for children who are referred through social service, probation or mental health departments and are in the process of stepping down from institutional into family or family-like settings. Services will be provided almost exclusively in the community in families' homes, group homes, foster homes, schools, etc. The primary role is to ensure that all parties are working together toward stability for the child and family. START (Short Term Access to Resources and Treatment) provides crisis stabilization and connection to longer term services. We are a small team and we work together closely to support youth and families facing significant challenges. Because this is a hybrid position, proactive communication is an incredibly important part of success in this role. RESPONSIBILITIES
Promptly meet with clients and caregivers on a regular basis to further treatment goals utilizing culturally informed and best practice modalities
Coordinate with multi-disciplinary teams for the purpose of care planning and support
Collaborate with agency staff, caregivers, other professionals and interested parties to formulate and implement individual client care plans, behavioral programs, and interventions
Cultivate and maintain relationships with community members and providers, as needed
Complete assessment and evaluation process of clients in order to develop and implement the care plan
Provide assistance in case planning and consultation to team members on clinical issues, as well as casework issues, as appropriate
Chart mental health notes, care plans, outcome measures, incident reports, and other documentation accurately and in a timely manner
Maintain availability for crisis intervention services, such as on-call rotation, if applicable
Comply with all child abuse reporting and Medicaid/Medi-Cal requirements in accordance with standards set by Seneca
Maintain strict confidentiality of client and business operations information
Commit to and engage in self-evaluation as well as organizational goals, strategies, and systemic practices regarding diversity, equity and inclusion
Utilize crisis communication and de-escalation techniques as per Seneca's crisis response training
This may include intervening with the youths' behavioral program through physical management
QUALIFICATIONS
Education/Experience requirements:
Bachelor's degree + 4 years experience working with children/youth and families with complex and enduring needs in a mental health setting
Experience working with children in out-of-home care preferred
Own vehicle, Valid California Driver's License
Ability to travel throughout Contra Costa County
TB test clearance, fingerprinting clearance, and any other state/federal licensing or certification requirements
Bilingual in English and Spanish preferred

Applicable experience is defined as working with youth in a mental health or classroom-facing capacity
Own vehicle required, Valid California driver's license and insurability with Seneca's automobile policy
At least 21 years of age
TB test clearance, fingerprinting clearance, and any other state/federal licensing or certification requirements
Schedule
School based schedule:
Monday to Friday: 8 AM- 4:30 PM
Travel throughout Alameda County is required
5 weeks of paid time off, 11 paid holidays, and 14 paid school break days

Starting at $26.22-$28.72 per hour
Actual salary dependent on creditable experience above the minimum qualifications
