The Senior Facilities Analyst will track MAXIMO metrics on the completion of Emergency Maintenance, Urgent Maintenance, and Corrective Maintenance work requests and keep the AC/S G4 informed of the number or requests left outstanding and any details pertaining monthly.
The Senior Facilities Analyst will facilitate the creation and development of M1R1, M2R2, MILCON, and UMC projects in support of the MLG and its MSEs. Maintain the RIE3B slide briefs and ensure they’re up to date. And be the main point of contact for MCI-West and the Public Works Department.
This is a key position to facilitate MLG leadership in establishing facility priorities for maintenance, occupation, and project development.
Essential Duties and Responsibilities:
The primary responsibilities of the position will include but not limited to:
Assist in updating Basic Facilities Requirements (BFRs); assist in the development of I MLG Facilities Planning Documents (FPDs) to help determine planning actions to eliminate facilities deficiencies and surpluses; and review and update of the Facilities Requirements Plan Summary (FRPS). Assists in the coordination of future MILCON projects for these actions.
Assist in the development of the annual construction programs for I MLG funded military construction, minor construction, repair, and liaison with station departments and tenants; assist in the development of project documentation for program submittal such as DD139Is, Facilities Studies, Site Approvals, National Environmental Policy Act (NEPA) documents, Economic Analyses, and Cost Estimates; and coordinates with the user, other divisions at FMD, and other commands to compile necessary supporting justification for project type and scope.
Consult with the I MLG AC/S G-4 and liaison with Marine Corps Installations-West, Public Works Offices, Area Maintenance Coordinators, and adjacent and subordinate units across the region.
Assist in the preparation of point papers and reports, to include supporting documentation (e.g. Facilities Studies, Site Approvals, Environmental Assessments, Economic Analyses and Cost Estimates) in order to assist in defining, evaluating and recommending alternatives for supervisors' review and action.
Assist in technical and functional review of project plans and designs to ensure that projects satisfy planning criteria and mission requirements, as well as budgetary and other regulatory restrictions.
Assist in updating, consolidation, and coordinating project schedules provided by others.
Coordinate and develop I MLG’s input for quarterly Western Regional Installations and Infrastructure Investment Board (RI3B) Charter. Input solicited from MSE IOT inform charter of infrastructure recommendations. Evaluate and prioritize regional MSE projects, based on operational priorities from the I MLG CG prior to the RI3B O-6 WG. Quarterly reviews develop/inform I MLG CG’s infrastructure priorities and requirements shaping future investments at the annual RI3B.
Coordinate and develop MLG’s input for annual Facilities Sustainment, Restoration, and Modernization (FSRM) Charter. Annual forum addresses current/future facilities requirements IOT achieve/sustain campaign plan.
Requirements:
A Bachelor’s degree from an accredited university in facilities management, engineering, architecture, construction management, or a related field. In lieu of a Bachelor’s degree, at least 5 years’ experience in Department of Navy (DoN)-specific facilities management may be acceptable.
Minimum of five (5) years of experience in facilities management or a related field, with a strong understanding of facilities planning, project management, and maintenance processes. Some knowledge of USMC facilities planning is preferred.
Experience with demonstrated expertise in managing large-scale facilities projects, strategic planning, coordination with multiple stakeholders is required.
