Overview
TRC's National Energy Siting and Permitting Practice is seeking to grow our successful transmission and renewables siting and permitting practice. As part of our growth, TRC is seeking an experienced Senior Siting Specialist to participate in business development efforts and lead the development, permitting, and regulatory strategy for complex energy infrastructure projects requiring certification by the state Public Utility Commission's (PUCs), with preference given for the Ohio Power Siting Board process.
This senior-level role will serve as a technical lead and client liaison, guiding projects through the routing and siting process following PUC requirements from pre-application planning to post-certification compliance. Candidates interested should have a minimum of 10 years of experience within a range of sectors including power generation and transmission, oil and gas, energy project siting, environmental review, and stakeholder coordination, with a strong working knowledge of the State Administrative Code requirements and related federal/state permitting frameworks. The role will include leading the preparation and support of CPCN Applications to the PUCs, and have familiarity with ecological, cultural and stormwater permitting protocols and requirements. Candidates should be familiar with Ohio and surrounding states and their regulations related to transmission siting, have experience working with tribes, federal and state agencies and understand the NEPA processes related to these agencies. Candidates should also have a basic knowledge of GIS, broad knowledge of the permitting and construction issues unique to electric transmission projects, be able to use that knowledge to conduct route selection studies, be familiar with basic mapping (e.g., USGS topographic maps and digital aerial photographs), and have good written and oral communication skills.
Responsibilities
Regulatory Leadership
* Work as part of TRC's siting team on existing and new projects, applying our well tested transmission routing protocols, data management and processing, and report preparation.
* Lead PUC certificate applications, amendment filings, and compliance documentation for major transmission, power generation, and natural gas pipeline projects.
* Develop permitting strategies that integrate technical, environmental, and stakeholder considerations to achieve project approvals efficiently.
* Interpret and apply PUC rules and procedures, guiding clients through all phases of certification.
Technical Oversight
* Direct preparation of route and site selection studies, environmental impact assessments, and supporting documentation.
* Oversee environmental and engineering data analysis, GIS mapping, and visual or noise impact evaluations.
* Provide leadership for the development of technically accurate, consistent, and compliant products across all deliverables.
Client & Stakeholder Engagement
* Serve as the primary client contact for siting-related matters, building long-term relationships with utilities, renewable developers, and independent power producers.
* Represent TRC and clients during public meetings, hearings, and agency coordination sessions with PUC staff, as well as State agencies such as DNR and EPA, along with federal agencies such as the USACE and USFWS.
* Fulfil a "seller/do-er" role, using your experience to lead and execute siting, licensing, and permitting of all types of energy facilities, with an initial emphasis on electric transmission.
* Prepare and review siting and permitting proposals to a wide range of clients.
* Anticipate regulatory trends and stakeholder concerns to proactively shape siting strategies.
Mentorship & Team Development
* Mentor and train junior siting specialists and environmental staff on OPSB processes and technical best practices.
* Contribute to TRC's internal knowledge base and siting process improvements.
* Support proposal development and business growth initiatives in Ohio and surrounding states including the PJM regional transmission organization and other surrounding markets.

* Bachelor's degree in Geographic Information Systems, Environmental Science, Planning, Engineering, Geography, or related field.
* 10-15 years of progressive experience in energy infrastructure siting, permitting, or environmental consulting.
* Deep understanding of the PUC certification processes, State Administrative Code requirements, and related environmental regulations.
* Proven success managing multi-disciplinary teams, budgets, and schedules on large-scale utility projects.
* Exceptional written and verbal communication skills, with demonstrated ability to engage regulators and stakeholders effectively.

The Academic Project Specialist (APS) will manage various projects, coordinate processes, and provide administrative support for the Dean of Professional and Technical Programs and the Faculty. The APS is required to work with minimal supervision and expected to keep a level of confidentiality regarding all areas managed by the Dean. This is a part-time position supporting programs and staff at the Troy campus.

Serves as the primary contact for students and outside contacts for the Health Sciences programs at the campus.
Is knowledgeable of the programs and their requirements and provides information as appropriate.
Provides customer support to faculty/students and works with the faculty and Dean to resolve issues.
Equipment/Purchasing:
Purchases equipment, services and supplies for the academic programs as requested by the faculty and as approved by the Dean.
The APS must be familiar with the use of Colleague, Blackboard, and other campus systems to complete processes and obtain information as required for the position.
Program/Process Support:
Coordinates meetings of program-related committees, including recording, preparing, and distributing minutes.
Works with faculty and the Dean to maintain curriculum forms and proposals.
Assists in the preparation of term schedules, student registration, orientations, and maintenance of student records.
Assists in updating public information regarding the programs including student handbooks, the website and program publications.
Assists with student admissions processes including applicant tracking, providing information, collecting and managing documentation, and notifying students of admissions processes and decisions.
Maintains student records as needed to meet program accreditation requirements.
Assists in the preparation of documents and reports for accreditation processes.
Coordinates student, graduate, and employer surveys.
Maintains student faculty and staff training records as required to support the programs.
External Agreements:
Uses templates provided to prepare clinical agency agreements.
Manages records on program agreements and maintains files of that documentation.
Work Schedule:
Perform APS duties at the Troy campus on a schedule developed in association with the faculty and the Dean.
Other:
Provides backup for the other APS's and reception staff at the Piqua campus as needed.
Other duties/projects as assigned by the Dean.
Supervises following staff:
Student workers when assigned.

Vacation:
Classified employees receive 2 weeks of vacation each year which begins accruing on the employee's first pay period. After five years of employment with Edison State the classified employee will receive 3 weeks each year, after ten years this increases to 3.5 weeks, after fifteen years of service they will receive 4 weeks of vacation, after twenty years they will receive 4.5 weeks and this once again increases to 5 weeks after twenty-five years of employment with the college.
Sick Leave:
Edison State employees receive 3 weeks of sick leave each year which begins accruing on the employees first pay period.
Holiday Pay:
At the start of their employment employees are eligible to receive pay for the 11 holidays for which the campus is closed.
Tuition Waiver:
Edison State employees receive 100% of their instructional fees waived for any Edison State courses they take.
Dependents (spouse or children) of full time Edison State employees receive the same 100% waiver for Edison State course instructional fees and dependents of part time employees receive a partial waiver.
Tuition Reimbursement:
Edison State offers partial tuition reimbursement for continued education.
Health Club Contribution:
Edison State will pay a portion of an employee's yearly premiums for a health club membership. Memberships to some local YMCA organizations can be payroll deducted.

General Working Conditions and Physical Demands
Production environment (such as Cash): Employees in this position work in a controlled environment with one or more partners under Federal Reserve and Treasury custody control standards. This is a very physical job requiring repetitive lifting and moving of currency weighing greater than 30 pounds. Additionally, employees may be required to operate manual equipment (tow motor) to move containers exceeding 1,500 pounds. Limited sitting occurs and most of this job is performed standing and walking in an enclosed work area. This climate controlled, all glass room has extreme temperature changes from very cool to very hot. Employees need to be aware of their surroundings due to frequent movement of containers. Exposure to noise from various machines
will occur. Employees may be required to push and pull currency containers of moderate to heavy weight.
