On November 5, 2024, LA County voters approved Measure A, a ballot initiative to implement a half-cent sales tax to fund homelessness solutions. Measure A is expected to generate over $1 Billion annually in perpetuity, 1.25% of which is distributed to Accountability, Data, and Research. Among the required research activities is the establishment and management of an Annual Evaluation Agenda (AEA), which will produce internal and external evaluations to test the causal impact of Measure A investments on desired outcomes. Those evaluations will include third-party evaluators selected through requests for proposals and must include voices with relevant lived experience. They are intended to shape decision-making around Measure A investments and drive continuous improvement and innovation.

ESSENTIAL FUNCTIONS
Lead the coordination and management of the Measure A Evaluation Agenda, supporting the Director of Data Analytics and Evaluation in developing, maintaining, and updating the agenda in alignment with Measure A requirements.
Review and assess causal impact evaluations, ensuring research designs are capable of answering the questions they pose in terms of statistical precision and causal identification.
Manage the planning, scheduling, and facilitation of community and stakeholder engagement processes, including executive governance bodies, County departments and agencies, community-based organizations, and people with lived experience of homelessness.
Drive forward the publication of the AEA, helping bring together diverse recommendations for its direction, develop actionable research questions and research strategies in response to community and leadership input, and prioritize questions around a timeline and roadmap for implementation.
Support the procurement and management of evaluation contracts: draft requests for proposals, scopes of work, monitor deliverables, provide technical feedback on interim deliverables (such as analysis plans and draft reports) to contractors, escalate issues when needed.
Track and report on progress across multiple ongoing evaluations, synthesizing findings and presenting updates to leadership and the community. These summaries of findings should identify pathways for action and impact to improve system performance.
Coordinate the development and execution of Data Sharing Agreements (DSAs), Memoranda of Understanding (MOUs), Institutional Review Board (IRB) reliance agreements, and other legal and institutional agreements required for evaluation work.
Draft, revise, and publish version-controlled evaluation agenda documents annually, in collaboration with evaluation staff, contractors, and external stakeholders.
Contribute to the design and oversight of internal evaluation initiatives.
Ensure that all evaluation work reflects Measure A principles of equity, transparency, accountability, and innovation.
JOB QUALIFICATIONS
Option I: Two (2) years of experience carrying out complex data science projects that included independently developing and applying methods to identify, collect, process, structure, and analyze data using statistical prediction, inference, and optimization to support data-driven program design and management, at a level equivalent to the Los Angeles County class of Data Scientist.
Option II: A Bachelor's degree from an accredited college or university in a field of applied research such as Data Science, Machine Learning, Mathematics, Statistics, Business Analytics, Psychology, Public Health, or Public Administration that included 12 semester or 18 quarter units of coursework in data science, predictive analytics, quantitative research methods, or statistical analysis -AND- Six (6) years of experience, including two (2) years in a lead capacity, applying and overseeing the application of machine learning, predictive analytics, data management, and hypothesis-driven data analysis to make actionable recommendations to support program, policy, and operational decision-making. We're looking for a Data Scientist with expertise in statistics and advanced machine learning to join our team. You'll work on high-impact projects that combine advanced analytics, machine learning, and experimentation to drive smarter decisions across SPE's production and content distribution businesses.
What You'll Do:
• Explore and analyze large, complex datasets to uncover audience insights and optimize content adoption.
• Build and deploy predictive models and advanced analytics that guide business and creative strategies.
• Manage cleansing and feature extraction of large unstructured data and develop insights on top of it
• Apply LLMs, prompt engineering, and fine-tuning to tasks such as text analysis, summarization, metadata enrichment, and content tagging
• Partner with engineers to productionalize machine learning models and monitor performance.
• Create clear, compelling visualizations and communicate insights to both technical and non-technical audiences.
• Collaborate with cross-functional partners (marketing, distribution, strategy, finance) to translate data insights into real-world business actions.
• Research and test emerging machine learning techniques to keep SPE at the cutting edge.
• Champion data-driven decision making within the organization by presenting findings to senior leaders.
• Stay at the forefront of data science research and tools, and champion adoption across the ISA team.
What We're Looking For:
• Bachelor's degree in a quantitative field (Statistics, Computer Science, Engineering, Math, etc.); advanced degree a plus.
• 6+ years of applied experience in data science, analytics, or machine learning.
• Proficiency in Python and SQL.
• Expertise with statistical modeling and building predictive models.
• In depth knowledge of machine learning techniques, variable reduction, feature importance, and model interpretability
• Experience with MLOps practices - model lifecycle management, containerization, workflow orchestration (Airflow, Kubeflow).
• Familiarity with generative AI (LLMs, prompt engineering, fine-tuning) and open-source frameworks (Hugging Face, LangChain, etc.).
• Excellent communication skills - ability to turn complex data into actionable recommendations.
• Highly analytical, results oriented, have superior organizational skills with strong attention to details and deadlines in a fast-moving environment
Nice to have:
• Experience in the media & entertainment industry.
• Familiarity with data visualization tools (Tableau, Power BI, Dash, or Shiny).
• Experience applying GenAI for audience research, recommendation systems, or content insights.

The anticipated base salary for this position is $112K to $146K. This role may also qualify for annual incentive and/or comprehensive benefits. WHAT YOU'LL DO
Modeling: Design, build and improve machine learning models related to subscribers' behavior. Work on the entire development process, i.e., data collection, feature engineering, algorithm development, analysis, visualization, and communicating the results. Collaborate with the team to productionize models. Drive experimentation to test the impact of the models.
Deep analysis: Develop comprehensive understanding of subscriber data structures and metrics. Mine large data sets to identify opportunities for driving growth and retention of subscribers.
Visualization of Complex Data sets: Development of prototype solutions, mathematical models, algorithms, and robust analytics leading to actionable insights, and communicating them clearly and visually.
Partnership: Partner closely with business stakeholders to identify and unlock opportunities, and with other data teams to improve platform capabilities around data modeling, data visualization, experimentation and data architecture.
Minimum Qualifications
Bachelor's degree in advanced Mathematics, Statistics, Data Science or comparable field of study
3+ years of experience designing, building, and evaluating practical machine learning solutions
2+ years of experience with a programming language for data science or statistics like Python, R, especially experience with scientific libraries like Numpy, Pandas.
Experience with reading and writing complex SQL queries and using Databases
Deep understanding of machine learning concepts and statistical methods
Strong communication skills, for both technical and non-technical audiences

Preferred Qualifications

The hiring range for this position in New York, NY is $120,800 to $168,700 per year. Santa Monica, CA and Glendale, CA is $114,900 to $154,100 per year. The base pay actually offered will take into account internal equity and also may vary depending on the candidate's geographic region, job-related knowledge, skills, and experience among other factors. A bonus and/or long-term incentive units may be provided as part of the compensation package, in addition to the full range of medical, financial, and/or other benefits, dependent on the level and position offered.
