The Department of Mental Health is seeking qualified candidates to fill emergency Senior Data Scientist vacancies related to the homelessness crisis.

Provides technical oversight to small teams of Data Scientists and Predictive Data Analysts as necessary to ensure project success.

Collaborates with other department subject matter experts to understand, identify, and select available and relevant sources of data for use cases, including internal, external, structured, and unstructured data sources; and provides guidance to other department data experts in the selection and transformation of such sources.
In conjunction with the Information Technology organization, supports collection, integration, and retention requirements for large sets of structured and unstructured data from disparate sources; acts as a resource for senior data engineers and architects in the selection and design of systems for use by the data science team.
Reviews proposals by Data Scientists and analysts regarding selection and improvement of data science tools and ensures that the team's tools and systems are well documented.
Conducts and coordinates statistical inference of data and conveys findings and conclusions orally, in writing, visually, in presentations, and by developing interactive tools as appropriate to communicate effectively with a wide range of audiences, including technical and nontechnical staff, stakeholders, and members of the public.
Works with program staff to understand the implications of analyses and to ensure that findings are actionable and support data-driven program, policy, and operational decision-making.
Assists in implementing recommended business process changes in ways retain fidelity to best practices identified through the analysis and recognize the operational realities underlying existing business processes; provides ongoing consultation as recommended changes and new programs grow and evolve, including recommending modifications to adopted goals and metrics.
Coordinates with various functional teams to develop and implement products, services, tools, or business process changes resulting from the analysis.
Creates and validates advanced analytic products (e.g., Recommender Engines, Auto Classification algorithms, Predictive Scoring, geo-spatial clustering, NLP classifier, etc.) and places them in production; works with nontechnical program managers and staff to understand analytic products and to integrate them into departmental programs.
Recommends ongoing improvements to methods and algorithms that lead to findings, including new information.
Creates and monitors performance of automated-detection systems and provides business metrics for overall project to show improvements initially and over multiple iterations. Provides ongoing tracking and monitoring of performance of decision systems and statistical models and troubleshoots and implements enhancements and fixes to systems as needed.
Develops and maintains a high level of expertise in statistical programming languages and packages and other software tools; provides training and support to Data Scientists and Predictive Data Analysts as necessary; and ensures the quality of code and programming logic generated by the data science team.
TRAINING AND EXPERIENCE:
Option I: Two (2) years of experience carrying out complex data science projects that included independently developing and applying methods to identify, collect, process, structure, and analyze data using statistical prediction, inference, and optimization to support data-driven program design and management, at a level equivalent to the Los Angeles County class of Data Scientist*.
Option II: A Bachelor's degree from an accredited college or university in a field of applied research such as Data Science, Machine Learning, Mathematics, Statistics, Business Analytics, Psychology, or Public Health that included 12 semester or 18 quarter units of coursework in data science, predictive analytics, quantitative research methods, or statistical analysis -AND- six (6) years of experience* applying and overseeing the application of machine learning, predictive analytics, data management, and hypothesis-driven data analysis to make actionable recommendations to support program, policy, and operational decision-making. Two (2) years of this experience must have been in a lead capacity*.

Housing for Health (HFH) is a program office within Community Programs, a division under the Los Angeles County Department of Health Services (DHS). HFH was created and put into implementation in support of the Los Angeles County Homeless Initiative recommendations in response to and in support of the County's effort to address and combat homelessness in the communities residing within Los Angeles County. Our organization follows a hybrid work structure where employees work both remotely and from the office, as needed.
On November 5, 2024, LA County voters approved Measure A, a ballot initiative to implement a half-cent sales tax to fund homelessness solutions. Measure A is expected to generate over $1 Billion annually in perpetuity, 1.25% of which is distributed to Accountability, Data, and Research. Among the required research activities is the establishment and management of an Annual Evaluation Agenda (AEA), which will produce internal and external evaluations to test the causal impact of Measure A investments on desired outcomes. Those evaluations will include third-party evaluators selected through requests for proposals and must include voices with relevant lived experience. They are intended to shape decision-making around Measure A investments and drive continuous improvement and innovation.
The Evaluation Agenda Manager reports to the Director of Data Analytics and Evaluation at Community Programs and is responsible for managing the AEA and the evaluations connected to it. For an evaluation professional, this is an opportunity for large, measurable impact to improve the lives of Los Angeles County's most vulnerable people. The Measure A AEA represents a once-in-a-generation opportunity to improve how the County uses millions of dollars dedicated to housing people and preventing homelessness. This role requires an experienced, strategic project manager with a strong understanding of quantitative and qualitative evaluation design, causal inference methodology, contracting processes, and public sector stakeholder engagement and communication. The ideal candidate will have a strong background in evaluation methodology and be detail-oriented, communicative, and able to manage multiple streams of work simultaneously. A commitment to establishing strong community partnerships is equally important, and knowledge of homelessness services systems and programs is desirable.
ESSENTIAL FUNCTIONS
Lead the coordination and management of the Measure A Evaluation Agenda, supporting the Director of Data Analytics and Evaluation in developing, maintaining, and updating the agenda in alignment with Measure A requirements.
Review and assess causal impact evaluations, ensuring research designs are capable of answering the questions they pose in terms of statistical precision and causal identification.
Manage the planning, scheduling, and facilitation of community and stakeholder engagement processes, including executive governance bodies, County departments and agencies, community-based organizations, and people with lived experience of homelessness.
Drive forward the publication of the AEA, helping bring together diverse recommendations for its direction, develop actionable research questions and research strategies in response to community and leadership input, and prioritize questions around a timeline and roadmap for implementation.

The Role
The Senior Data Scientist uses statistical modeling and machine learning tools to support business initiatives such as revenue maximization, personalization, and anomaly detection. What Will You Do?
Machine Learning Modeling and Deployment - Contribute to the full data science lifecycle from model design, development, deploying/building data pipelines, and evaluating alignment with business goals
Business Strategy and Project Management - Translate requests and problems into frameworks for improving pricing strategy performance, driving value, and impacting business outcomes. Provide mentoring to junior data scientists and support the recruiting and hiring process for the data science team.
Business Collaboration - Effectively collaborate with business partners to communicate findings, understand key pricing problems, and define strategic priorities.
Technical Exploration and Research- Explore key development in data science and machine learning tools and algorithms. Identify needs, explore relevant data, and develop applicable tools to drive business decisions and strategy-making.
What Will You Bring?

The Insurance AI team conducts technical work to design, develop and support products that use Nearmap and third-party data to derive insurance risk insights. The Senior Data Scientist plays a pivotal role in designing, developing, and operationalizing advanced risk models that leverage Nearmap's AI data and third-party sources to deliver actionable insurance risk insights. This role bridges cutting-edge technical model development with actuarial applications, helping insurance companies integrate Nearmap's AI-driven intelligence into pricing, underwriting, modeling, and regulatory workflows.
As a senior member of the Insurance AI team, you will:
Lead modeling initiatives from conception through deployment.
Serve as a trusted technical and domain expert for both internal teams and external clients.
Drive innovation in how Nearmap's data is applied within insurance products and workflows.
Provide strategic actuarial and statistical guidance to ensure models meet both technical rigor and practical business needs.
This role requires the ability to seamlessly transition between in-depth technical work, high-level solution design, and client-facing consulting with senior insurance stakeholders. As such, deep experience working as a data scientist or actuary training and evaluating models in the property casualty (P&C) insurance space is critical.
Key Responsibilities
Technical Leadership in Model Development
Lead the design, development, and refinement of insurance risk models using Nearmap AI data and other sources.
Conduct exploratory data analysis, advanced feature engineering, model selection, training, validation, and performance optimization.
Guide the integration of geospatial, property, and external datasets into scalable, production-ready solutions.
2. Actuarial & Regulatory Expertise
Serve as a senior technical liaison to actuarial, data science, and pricing teams at insurance companies, ensuring successful adoption of Nearmap data in their workflows.
Advise on and prepare regulatory filing materials, respond to objections, and ensure models meet compliance standards for property/casualty insurance.
3. Strategic Data Asset Development

4. Client Engagement & Solution Integration
Lead high-impact retro tests, validation studies, and custom analyses for top-tier insurance clients.

Qualifications
Key Requirements
5+ years of practical experience in property/casualty insurance in a data science or actuarial role, with a strong track record of delivering models and analytics in production environments.
Proven leadership in complex modeling projects from ideation through deployment.
Experience advising senior insurance stakeholders and influencing strategic decision-making.
Required:
Domain Knowledge: Deep expertise in property/casualty insurance pricing, rating, and regulatory requirements; mastery of actuarial data and modeling (Tweedie distributed data, GLMs, GBMs) and advanced statistical concepts (e.g., variable selection, overfitting, fairness testing, Gini, lift, AUC, cross-validation, sensitivity analysis).
Data Science: Advanced capability in feature engineering, model validation, uncertainty quantification, and statistical testing; fluency in SQL for data extraction/manipulation.
