The Fiscal Affairs Department (FAD) of the IMF is seeking to hire up to three (3) Economists/Senior Economists, specialized in issues related to climate change, to shape and support the advice given to IMF member countries both directly and more broadly through the development of policy analysis and guidance.

The successful candidates will help drive FAD's climate agenda in one or more of the areas below:

* Mitigation and energy pricing reform: quantifying the environmental, fiscal, economic, and incidence impacts of carbon pricing and other mitigation policies to implement countries' emissions objectives and analyzing fiscal measures to address the broader environmental impacts of fossil fuel use.

* Transition/Mitigation: assessing the macroeconomic impacts of energy transition in fossil-fuel exporters and developing guidance on adaptation strategies towards low-carbon economies, including policies in greening the post-COVID-19 recovery strategies.

* Adaptation and natural disaster management: core tasks would include assessing, and developing guidance on, fiscal aspects of the design and implementation of countries' climate resilience plans and their place in wider macroeconomic strategies and prospects.

* Green public financial management (PFM): core tasks would include providing advice and developing countries' capacity to integrate climate-related concerns into the PFM framework, including public investment management and the budgetary process.

The successful candidates will be expected to collaborate extensively both within the IMF and with external stakeholders.

The position is expected to require international travel.

Qualifications

Applicants should have an advanced university degree in economics or other relevant area with at least four (4) years of relevant experience, and a strong record of analytical and applied policy work in one or more of the areas above. S/he will have strong communication skills, an aptitude for innovation, working with others, and a strong drive for results. Experience in academia, an international institution or a ministry of finance would be an asset.

This vacancy shall be filled by a 3-year Term appointment in accordance with the Fund's new employment rules that took effect on May 1, 2015.

A regular staff member who is selected to fill the vacancy will maintain their open-ended status. If the selected candidate is a contractual employee, they will be offered a Term staff appointment. Staff members already on a term appointment will continue their current term but may receive an extension provided that their current term appointment has not already been extended.

• A Ph.D. in Economics, and 7+ years post-doctoral job experience. Applicants with a Master’s degree or other relevant degrees will be considered, but additional experience will be expected.

• Deep substantive knowledge of child poverty and one or more of the following substantive areas of economic well-being: public programs and income supports (e.g., EITC, SNAP, TANF, Child Tax Credit, Unemployment Insurance, Stimulus payments, Social Security Disability Insurance); food insecurity; housing insecurity and homelessness; health care access; child care and early childhood education; education and job training; employment; economic mobility; COVID-19/pandemic recession; labor market/economy; systemic and structural inequalities.

• Expertise in designing research studies, including determining appropriate study designs and methodology.
• Strong quantitative or mixed methods skills with demonstrated expertise in econometrics methods used for causal inference, designing and executing microsimulations, and using analytic software packages such as SES, Stata, and R.
• Strong policy analysis skills.

• Experience with large, nationally representative survey and administrative data, e.g., Current Population Survey (CPS), American Community Survey (ACS), Survey of Income and Program Participation (SIPP).
• Demonstrated thought leadership; individual must have made a significant contribution through their research to the field, policy, or program practices.
• Demonstrated success fundraising for ideas and work;
• Proven skill leading research team.
• Proven ability to execute and complete projects on budget and on time.
• Excellent communication skills, both written and oral, including the ability to communicate and translate complex concepts to a broad audience.
• The ability to balance priorities across multiple projects.

Westat is seeking a Senior Economist/Study Director to join the Healthcare Delivery Research and Evaluation group (HDRE). It's an exciting opportunity to bring your methodological and healthcare policy and economics expertise to play a strategic role in continuing to expand our portfolio of healthcare policy and research. We are seeking a versatile economist with a passion for mentorship and collaboration to lead and contribute to research studies, contracts, and proposals as part of a multidisciplinary team of data analysts and social scientists.
Job Responsibilities:
•Lead tasks for quantitative projects and studies for a variety of governmental agencies; lead analyses designed to answer research questions about health care policy topics.
•Provide subject matter and methodological expertise regarding research design and implementation, data analyses, and communicating findings to clients.
•Contribute to business development efforts to expand HDRE's footprint with government agencies, including contributing to and leading sections of proposals and grant applications.
•Synthesize analytic results and communicate them via reports, white papers, memos, presentations, and client interactions.
•Conduct health policy research and background research to understand the policy context relevant to conducting analyses.
•Contribute to growing the HDRE research team through the development of junior staff and supporting a diverse culture.

Basic Qualifications:
•Master's degree in economics, social sciences, health care services research or related quantitative degree and 7 years of experience post-Master's degree; or a PhD in economics, social sciences, health care services research or another related quantitative degree and 4+ years of relevant experience post-PhD. Experience should include leading or managing studies or large key tasks on projects for federal or state clients.
•Expertise in successfully leading and managing complex quantitative research tasks
•Expertise in several of the following areas: quality measure development and implementation; EHR data analysis; evaluation design and methods; CMS operations.
•Experience leading and managing sections of proposals for federal and state clients; experience with CMS strongly preferred.
•Expertise in relevant statistical software (SAS, Stata, SQL, R etc.)
