Primary Duties:
* Maintains project files, documents, and records; prepares reports on program activities and performance.
* Prepares plans, specifications, estimates, special provisions, and funding documents.
* Conducts various meetings including pre-bid, bid openings, and pre-construction.
* Reviews engineering designs for in-house, consultant and developer plans.
* Develops notices, exhibits, and presentations for public meetings.
* Receives and reviews cut sheets; proposed changes for projects; and submittals for design engineers.
* Provides technical support for various meetings and workshops including Board of Adjustments; Plan Commission; and weekly Plan Review.
* Interprets, applies, and explains codes and regulations.
* Assists with the preconstruction meetings for private development within City right-of-way.
* Performs other duties assigned in support of Engineering.
* Position assigned to Public Works - Watershed Protection:
* Reviews complex development plans and specifications for compliance with code of ordinances for drainage, transportation, floodplain, geotech and/or other areas of design.
* Reviews abandonment of easements and rights-of-way and encroachment cases for compliance with city code of ordinances.
* Provide technical support to other City Departments, Public Works and Watershed Protection in areas of expertise.

JOB DESCRIPTION
Provide technical engineering expertise to a specific project and provide assistance in the preparation of estimates; measure and calculate quantities of work put in place for payment and provide input for the cost accounting system.

FUNCTIONAL REQUIREMENTS

Measure all work put in place and monitor the accumulation and documentation of quantities; report these to the project manager for inclusion on monthly estimate and for reporting to the accounting department.
Maintain an accurate daily record of job activities, quantities performed, and instruction for the owner accidents.
Provide technical assistance with project scheduling.
Review proposal specifications and drawings to determine scope of work and required contents of estimate.
Participate in field investigation for bid reparation.
Calculate various statistical data such as quantity take-offs, material price lists, labor costs per man-hour, equipment, etc.
Research historical date (purchase orders, subcontractors, productivity analysis reports, etc.) and compile reports to develop guidelines and precedence for future estimates.
Perform other related duties as required of the position or as assigned by supervisor.
Must be able to assume responsibility, and interface and communicate with others.
QUALIFICATION STANDARDS
Four (4) year engineering or construction management degree, or equivalent combination of training and experience.
Minimum of two (2) years of construction engineering and/or surveying experience.
Working knowledge of surveying techniques and equipment, assigned discipline design, and overall engineering standards is necessary.
