Senior engineer/scientist job description

The Chemical Sciences and Engineering (CSE) Division Department Head primarily provides administrative management and oversight of research activities within the Electrochemical Energy Storage (EES) department and reports directly to the CSE Division Director.

The responsibilities include: contributing to the development of strategic plans for CSE and EES, helping to manage departmental research and administrative activities in support of the six individual research groups within EES, developing new initiatives for program growth, fostering career development and independent research for all staff members, ensuring staff access to divisional resources and facilities, developing productive relationships with sponsors, helping to market the intellectual property of the department, and providing leadership and shouldering responsibility for Environmental, Health and Safety (ESH) matters within EES and in support of CSE Divisional management of ESH. EES is comprised of eighty-plus researchers covering all aspects of advanced battery research.

This position is supported by CSE and EES, but some of the support should also come from the individual's research activities. These activities can include project/program technical guidance/management or hands-on technical work.
**Position Requirements**

The manager's skills should consist of:

Comprehensive leadership and management skills. Comprehensive knowledge of advanced battery operation and structure, material fabrication methods, physical and electrochemical principles underlying operation of batteries, and the experimental techniques associated with these areas. Considerable knowledge of a wide range of disciplines related to advanced battery development including chemistry and materials science. Considerable skill in oral and written communication, and in interpersonal relationships. Considerable knowledge and experience in safe laboratory practices. Finally, good general knowledge of related engineering disciplines.

* Supports Sensors Integration Branch w/ program engineering, developmental and test efforts at the IWSL and the Surface Combat Systems Center Wallops Island, VA and CSEDS.
* Provide engineering and technical support to NSWCDD AN/SPY-1 tea, for AEGIS and AEGIS BMD efforts.
* Support the Government's Navy Review Team for design reviews and performance analysis for legacy baselines as required.
* Responsible for certification, test evaluation and shipboard radar operation support for the Navy's Aegis AN/SPY-1 Radar
* Requirement's development and analysis, systems engineering, software development, antenna design, signal processing, radar operation, test, and evaluation
* Responsible for data analytics associated with the AN/SPY-1 Radar - advanced capabilities
* Responsible for data analytics associated with System Correlation using Satellites (SCUS) capability; to enhance radar track accuracy, SCUS leverages predicted ephemeris positions coupled against measured satellite track data to compensate for system angular bias
* Responsible for modeling and simulation of satellite ephemeris data, and data analytics to estimate angular measurement system biases that result from dynamic system misalignments and RF propagation phenomenology
* Responsible for analysis and design of medium band ballistic missile defense track, discrimination, and classification algorithms
* Responsible for analysis of SPY-1 Track functionality, to include detailed understanding of advanced radar tracking techniques and extended Kalman filters
* Responsible for analysis of SPY-1 Cooperative Engagement Capability, to include CND, missile and weapon control system interfaces

Required Skills:
* Must have a DoD TOP SECRET clearance with a current DoD SSBI completed within the last five (5) years.

Education/Professional Certifications:
* Bachelor's degree in: Mechanical Engineering, Electrical Engineering, Computer Engineer, Electronics Engineering;Mathematics, Computer Science, or Physics

General Experience:
* Minimum fifteen years experience (12 with Masters or 8 with Ph.D.)

Specialized Experience:
* Demonstrated experience and ability to perform detailed and complex calculations and knowledge of practices/principles necessary to assess advanced radar systems concepts, assess specifications and perform
system integration;
* Minimum of seven years of program/project level engineering experience in major radar systems;
* Solid technical background as demonstrated by certifiable experience formulating opinions, decisions and ultimate performance of the tasks specified in a contract statement of work.

Desired Skills:

Job Responsibilities:
Conduct laboratory experimentation and analytical testing of putative formulations & drug product manufacturing Follow administration/delivery approaches for select protein therapeutic assets, including contributing to, the conception & evaluation of conventional & novel product matrices and administration modalities Partner closely with the manufacturing groups during process development and technology transfers Actively participate with combination drug product assessment and collaborate with device engineering Physicochemical and bioanalytical characterization of native and modified biopharma compounds Collaborate with the Bioanalytical Sciences group to develop & transfer stability-indicating analytical methods for use in product development Oversee release & stability testing; crafting & execution of non-GMP stability protocols to test quality & stability of product formulations Engage with the Analytical Technology Transfer and Stability group to craft GMP stability protocols Assess resultant data; working closely with internal & external discovery and development support partners as needed Maintain accurate, complete laboratory records and ease use of electronic data & information gathering, capture, archiving and communications techniques.Assist in preparation and review of manufacturing batch records, SOPs, and regulatory documentation as appropriate.

Job Requirements and Qualifications:
Basic Qualification: (Required Education & Experience)

Master's degree in Pharmaceutics, Biology, Chemistry, Chemical Engineering, or related scientific discipline3-5 years of similar experience in protein formulation and drug delivery development experience
OR
Bachelor's degree Pharmaceutics, Biology, Chemistry, Chemical Engineering, or related scientific discipline5-7 years of similar experience in protein formulation and drug delivery development experience
