Northrop Grumman's Space Systems sector is looking for a Senior Director to lead Software and Controls Engineering organization of qualified, diverse individuals. This position will report directly to the Vice President of Central Region Engineering and can be based out of Aurora, CO, Colorado Springs, CO, or Huntsville, AL.
As the Senior Director of Software and Controls, you will be responsible for the technical leadership, people leadership, and supervisory responsibilities of over 1000 engineers. You will communicate the goals and priorities of the Space Systems sector Engineering organization, ensuring that all engineering activities are aligned with these objectives, interpreting and developing organizational strategies, policies and practices to meet staffing, program execution, business development, budgetary, and workforce development objectives.
The selected candidate will:
Lead the engineering organization with employee management responsibilities including goal setting, performance evaluation, equity adjustments and promotions, merit and bonus planning, training, and workforce development.
Collaborate with Space Systems sector Divisions, Business Units, Operating Units, and programs to plan for and provide staffing to ensure successful program execution.
Collaborate with peer Central Region and Space Systems sector Engineering leaders to effectively support program execution across all supported programs.
Collaborate with multiple functional organizations (business management, human resources, manufacturing & operations, mission assurance, security, and talent acquisition) to define strategies that enhance engineering effectiveness and efficiency.
Identify engineering focus areas for improvement, development and execution of engineering initiatives, and elimination of non-value-added activities in all levels of the engineering organization.
The candidate requires a broad engineering knowledge base in Software and Controls Engineering, and Hardware Engineering specific to Antennas, Ground Entry Points (GEPs), Mobile Systems, and Radars. In addition to understanding the technical domains of Software and Controls Engineering, this position requires experience in functionally managing large teams of personnel and alignment with leadership and company goals. The ideal candidate will also have a background in Systems Engineering, business management & finance, program management, proven strategic planning and business execution capabilities, as well as the ability to work collaboratively across business areas and divisions.
Basic Qualifications:
Bachelor's degree in a STEM discipline with a minimum of 15 years of progressive technical experience in engineering.
8+ years of management experience in engineering or related technical fields.
Understanding of the engineering development lifecycle across multiple engineering disciplines with a focus on Software and Controls Engineering.
Have knowledge and experience with Agile execution, DevSecOps, and development tools.
Must have a current or active Secret security clearance with the ability to obtain and maintain an active TS/SCI security clearance.

Overview
The Director of Engineering, Puerto Rico is responsible for the technical and administrative management for Engineering resources located in and serving Puerto Rico. The disciplines overseen will include Substations, Transmission Lines, Distribution, Protection and Automation, and Civil/Structural. Responsibilities include financial performance, quality assurance, safety assurance, technical leadership, and resource management for design engineering and support resources. The Director will work closely with the Project Management Organization (PMO) and other Engineering Leadership for project resourcing and execution. They will support business development and business operations efforts and have a lead role in interfacing with other Practices. They will serve as a contact person for clients being supported by assigned Engineering resources. The Director will provide leadership, development, mentorship, management, and sound technical guidance in all aspects of our business. This position is located in San Juan, Puerto Rico. The role will interact with all levels of the TRC organization with a focus on the Practices of the Power Sector. Strategic thinking and strong business acumen are essential in this role to ensure our company's technical personnel and resources are used appropriately. The role will leverage their team to ensure the organization is well-versed in current discipline, specific technological trends and familiar with a variety of business concepts. Strong Client relationships with LUMA and the College of Engineers and Surveyors of Puerto Rico will need to be developed and maintained. The Director of Engineering, Puerto Rico will report to the SVP-Puerto Rico and LATAM with dotted line to the SVP-Deputy Sector Director for Power.
Responsibilities
* Ensure compliance with Regulatory, Legal, and Corporate responsibility requirements of Puerto Rico.
* Oversee a diverse staff of engineers, designers, and drafters to ensure that they exceed client expectations.
* Mentor and coach staff members at all levels of development.
* Foster and promote a positive culture within direct report team and collaborating teams.
* Review and approve staff time, expense, and requisition entries.
* Administration of company policies, salary administration, training, safety, employee development, and performance evaluations for direct and indirect reports.
* Participate in recruiting efforts including attendance at job fairs, industry focus groups and intern program.
* Review, approve and coordinate development of proposals and estimates for various projects.
* Participate in business development activities, such as development of marketing materials, technical presentations, client presentations or attendance at trade shows.

* Collaborate on management of the overall workload for the group including resource allocation, QA/QC execution, and backlog forecasting.

* Assist with project management including budgets, schedules, and client relations.
* Interface with other levels of management within TRC including project management, department management, and practice leaders.
* Responsible for managing the assigned team to meet or exceed revenue, profitability and quality performance targets.
* Occasional travel will be required.
Qualifications
* Bachelor of Science degree in Engineering from an accredited school or University is required, advanced degree is preferred.
* Fifteen plus years of related experience and/or training; or equivalent combination of education and experience.
* Shall have demonstrated supervisory and leadership skills.
* Strong written and oral communication skills.
* Fluency in English and Spanish is a plus.

+ In conjunction with regional sales and Sales Engineering leaders, collaborate with Partners to identify, support and close opportunities, while ensuring our Partners are enabled and educated on Skyhigh Security solutions.
**About You:**
+ You have an inspirational, disciplined, technically deep sales engineering background that includes strategic and tactical Sales Engineeringmanagement experience in the technology enterprise software sector, combined with an open, honest and collaborative people leadership style.
+ Minimum of 5 years of indepth, global Sales Engineering leadership experience aligned to enterprise Sales Engineering teams within a blended direct and indirect sales model. Your management history must include growing and evolving teams into top performers with an account-expansion mindset through talent assessment, acquisition, performance management and succession planning.

Each Contractor furnished key personnel shall perform a technical review of the grant application to ensure compliance with The Federal Transit Administration (FTA) program requirements and eligibility. The SeniorEngineer Specialist [Civil/Transportation Engineer] shall also assist in the analysis of completeness and accuracy of cost estimates, project schedule, real state, risk assessments, and/or specialized studies as directed.
Task 3: Post-award Support - conduct inspections of projects during construction and rehabilitation, including coordinating site visit schedules. Contractors' furnished key personnel shall assist in project management and oversight activities, including contract review, invoice review, supporting documentation, and adherence to grant terms. The SeniorEngineer Specialist [Civil/Transportation Engineer] shall provide technical advice and guidance to recipients on approved projects. Key personnel shall also analyze problems that arise during the development and management of projects and helps formulate practical solutions that are often adopted as a general engineering practice. In addition, key personnel shall also assist the Federal Transit Administration (FTA) program manager in organizing monitoring review meetings with selected recipients, including developing agendas, taking meeting notes and assisting with technical expertise, and following up with actions. The SeniorEngineer Specialist [Civil/Transportation Engineer] shall also assist in reviewing the completeness and accuracy of select financial and milestones progress reports, closeouts, and disposition requests, among others.
Task 4: Operations Support - conduct monitoring visits during project operations. Duties include analyzing complex problems, including special studies, as directed. Review and evaluate if the Recipient adequately performs required preventive maintenance activities for its The Federal Transit Administration (FTA)-funded projects.
Task 5: Recipients' Technical Capacity and Capability Reviews - provide support in the review and evaluation of the recipients (including designated recipient and its sub-recipients)' management, organization, and project definition data to assist the Federal Transit Administration (FTA) in determining the recipients' technical capacity and capability, to implement proposed and current Federal projects efficiently and effectively. This includes the following: 5a) The assessment shall include key recipients' personnel and recipient consultant personnel interviews, a review of the recipient's organization, policies, procedures, and line of authority (including succession planning), as well as a review of recipients' consultants and their contractors, and how these consultants are being integrated into the Recipient's organization without conflict of interest.; 5b) If, in the opinion of the Contractor, the recipient does not possess the technical capacity and/or capability to carry out the proposed project, the Contractor may be required to make written recommendations to correct the deficiencies identified.
Task 6: Provide Understanding and Compliance with The Federal Transit Administration (FTA)'s Objectives and Requirements - support Recipients in understanding compliance with The Federal Transit Administration (FTA)'s programs, objectives, policies, and requirements. This includes the following: 6a) Gathering and analyzing The Federal Transit Administration (FTA) oversight review (e.g., comprehensive triennial review, state management reviews, etc.) findings responses to reach full compliance.; 6b) Assist The Federal Transit Administration (FTA) in overseeing recipients' procurement of rolling stock, services, and equipment to help achieve The Federal Transit Administration (FTA)'s procurement requirements.
Task 7: Review Recipient's Safety and Security Management Projects - review and evaluate if the recipient is adequately performing required safety and security management activities for its The Federal Transit Administration (FTA)- funded projects.
Task 8: Review and Evaluate Recipient's Fleet Management Plans - review and evaluate recipients' Fleet Management plans. The Contractor shall also assess the extent to which the recipient has met the requirement to have a Fleet Management Plan, as well as the Recipient's ability to carry out the Plan. Key personnel shall first examine whether all the required factors have been included in the Plan and then provide opinions on whether the Plan is the following: 8a) Feasible, based on the resources immediately available to the recipient. 8b) Sustainable, based on the long-term infrastructure and anticipated resources available to the recipients. 8c) Comprehensive, based on its consideration of the required factors to properly maintain and operate the new or refurbished vehicles contemplated.
Task 9: Conduct Onsite Inspections and Identify Fleet Management Best Practices - may be asked to share knowledge of fleet management practices with the Recipient and serve as a resource by lending their experience and knowledge of other plans that exhibit “best practices” in the industry. The Federal Transit Administration (FTA) may require the key personnel to conduct onsite inspections of equipment, related facilities, data, documentation, or records to evaluate the Recipient's effectiveness in implementing the Fleet Management Plan in conformance with the grant agreement, sound operating or engineering practices, or other statutory and administrative requirements. Inspection visits may be required, for example, to follow up on information received from the Recipient about an event with a significant impact on the project.
Task 10: Recommend and Support The Federal Transit Administration (FTA) in Developing Innovative Strategies and their Implementation toward Achieving the Existing or Emerging Agency's Goals - may be tasked to help The Federal Transit Administration (FTA) staff organize virtual or in-person training, webinars, and other learning activities for The Federal Transit Administration (FTA) recipients, designated recipients, and their sub-recipients. Key personnel might also be requested to have one-on-one meetings with transit agencies in the area. These visits aim to provide technical assistance to solve problems, speed up project progress, and identify issues or gaps that need The Federal Transit Administration (FTA)'s attention. Implementing strategies may involve coordination with other organizations, such as non-profits or other federal or local agencies.

As the AV Behavior and AI Safety Technical Lead, you will be responsible for working with our partners and customers to define safety strategies and targets for AI/ML based autonomous driving systems. You will connect deeply to understand their challenges and needs, collaborate on new machine learning solutions, assess the safety of existing production models and cloud environments, collaborate on proof of concepts for new generative AI solutions and provide safety guidance to a team of AI/ML developers. You will apply your experience with ISO 8800 and ISO 21448 to ensure we develop, deploy and maintain safe AI/ML systems in simulation, on closed course and on public roads.
**What You'll Do (Responsibilities)**
+ Referencing ISO 8800, ISO 21448 and AV industry best practices, develop the strategy for ensuring safe AI/ML and autonomous system development, deployment and maintenance.
+ Work with software, data science and systems engineering teams to ensure GM safely trains new machine learning models to enable autonomous systems.
+ Ensure continuity of safety as we enhance existing machine learning models to increase performance.
+ Set the safety standard for how we prototype, test and deploy new AI solutions, including Generative AI
+ Set the strategy for testing and validation of data sets and develop an assurance plan.
+ Set the strategy for how we systematically break down operational design domain components and driving behavior components and how these are validated in aggregate and on a per behavior level.
+ Work with data science, systems engineering and software teams to set the strategy for how we establish safety launch targets across vehicle behaviors and in aggregate
