Primary Functions:
This position will be responsible for managing potable water and/or sanitary sewer (decentralized type) infrastructure projects initiated by either CUDRC (hereafter the District) and those initiated by developers to provide potable water and/or sanitary sewer service to residential, commercial, or industrial sites.
This involves oversight of the design and construction of said utility infrastructure to ensure it meets the needs of the District and its standards and specifications. Also, coordination with other District departments, Developers, Engineers (those hired by developers and the District), Contractors (those hired by developers and the District) and Government Entities to ensure all parties are informed and/or consulted as applicable. This position must be able to perform their duties with limited supervision and shall consult with supervisor for unusual or complex matters.
This position will provide direct supervision of Engineering Technician(s), Project Coordinator, Construction Inspectors, and/or Easement Coordinator(s) who assist with project management responsibilities
Essential Functions
CUD initiated projects:
Assist supervisor with developing and updating the Capital Improvement Program (CIP) and tracking progress of the associated projects. This will involve collaboration with other members of the Engineering Department, other District Departments, and the District's engineering consultant(s) (collectively hereafter Key Parties).
Lead the preliminary design and easement acquisition and coordinate with the Key Parties and outside entities as applicable. Outside entities includes City & County departments, TDOT, Railroads, TDEC, etc., and may include the District's external legal team for matters involving condemnation or uncommon property acquisition circumstances.
Review and oversee the detailed design performed by the District's engineering consultant(s) and coordinate with others both within and outside of the District as applicable; see outside entities listed above.
Assist with obtaining all applicable environmental permits and those involving roadway and railroad crossings and other special permits (i.e., major petroleum pipeline crossings, major electrical transmission line crossings, or the like).
Provide secondary (QA/QC) review of construction shop drawings and submittals and primary review of change orders, contractor's pay requests and related construction administration documents and/or activities.
Primary and/or secondary review of TDOT, City and County projects for conflicts with existing or proposed water system infrastructure that may require relocation of same.
Developer initiated projects:
Guide and direct developers, their engineers, and contractors throughout the District's process for Developer Installed Water Main Extensions to ensure they complete each step of the process correctly and it is properly documented in the District's records.
Review and provide written comments on submittals from the developer and/or their engineer at various stages of the process (often involving multiple iterations) to ensure the needs of the District are met and compliance with its standards and specifications. This may include a conceptual plan, master plan, preliminary plan/plat, site plan, utility plan, final construction plan, final plat, etc.
Throughout the project, coordinate with applicable municipal and county planning and engineering department by providing comments as projects progress through their respective review processes. Representing the District at municipal and/or county plan review meetings and/or planning commission meetings. This may also include communication with municipal and private utilities (i.e., natural gas, electric, telecom, etc.), Fire Marshals, Building Codes, etc.
Coordinate the collection of applicable design and inspection fees and execution of applicable agreements with the developer.
Review and oversee the detailed design of the potable water distribution mains which is performed by the District's engineering consultant(s) and coordinate with the developer and their engineer.
When applicable, review and oversee the detailed design of the decentralized sanitary sewer collection and treatment system which is performed by either the District's engineering consultant(s) or the developer's engineer and coordinate with the developer and their engineer.
General (
applicable to all projects & other miscellaneous duties
):
Ensure all applicable records are created and maintained per District policy and practices and TDEC Sanitary Survey requirements.
Assist/support inspectors starting with pre-construction meetings and throughout the life of a project to completion.
Represent the District at construction progress meetings and related meetings with TDOT (or other roadway entities), and keeps the Engineering Manager, the Director of Engineering, and when applicable, the General Manager apprised of projects' status.
Assist inspectors in making field decisions with contractors on changes or problems that occur in the field at time of installation by making periodic field visits to observe field conditions, as needed.
Respond to municipal planning commission annexation requests.
Serve as back-up for the Engineering Manager and/or Director of Engineering when needed.

OVERVIEW
The Engineering Superintendent is responsible for all capital project planning, budgeting and execution for both Deer Lake Power and Paper Mill divisions within Corner Brook Pulp and Paper. The Engineering Superintendent leads a multi-disciplinary team of engineers and manages engineering services requests and oversees facility infrastructure management. This position is in Corner Brook, N.L.
RESPONSIBILITIES
* Prepare annual capital plans and budgets to recommend to Senior Management.
* Lead capital process management from request for appropriation to planning to execution and cost control
* Provide prompt response and priority setting of engineering services priorities as requested by mill personnel
* Maintain infrastructure as required, including but not limited to structural, ventilation and fire systems while working closely with unionized personnel and contractors as required
* Manage the insurance requirements and fire suppression requirements
* Champion the execution and documentation of the Management of Change (MOC) process as required.
* Support measurable Key Performance Indicators (KPI's) for the Department.
QUALIFICATIONS
* A degree or diploma in Civil Engineering, Civil Engineering Technology, or equivalent industrial experience. Open to Mechanical or Electrical engineering who have worked in interdisciplinary teams.
EXPERIENCE
* Minimum of 10 years experience in a manufacturing environment, preferably pulp and paper, however, other combinations of education and experience may be considered.
* Strong project management background, PMP designation would be considered a strong asset.
SKILLS AND ABILITIES
* Pragmatic and cost-efficient decision-making skills.
* Strong leadership and interpersonal skills with the ability to motivate team members.
* Proficient use of Microsoft Office Suite, Microsoft Project, and CMMS.
* The successful candidate must be able to work evenings and weekends when required.
* Strong analytical and problem-solving ability is essential.
* Excellent communication and organizational skills.
LANGUAGE
* Excellent verbal communication and written skills in English.
